Tarquin was eventually overthrown by the “citizens” of Rome, who then created a new “republican” system of govt. (a form of democracy). The new government of Rome ordered the letters SPQR to be chiseled on public buildings, armor, coins, and even park benches. In the Republic, the state was composed of the Senate and the People of Rome. That's what SPQR stood for ‐ ‘Senatus Populus Que Romanus’. – the “mother ship” Rome for this vast empire.
