By 2028, PCG is a world class guardian of the sea committed to save lives, ensure safe maritime transport. cleaner seas, and secure maritime jurisdiction. By 2023, the PCG is a dominant maritime organization in Southeast Asia. By 2018, the PCG is transformed into a credible organization capable of efficient and effective delivery of its mandates "We are a uniformed armed service that implements and enforces all national and international maritime safety. security, search and rescue, and marine environmental protection laws in support of the integrated Maritime Transportation Network objectives, national security and economic development of the Philippines." PHILIPPINE PORTS AUTHORITY Based on Article IV Section 6 of its amended charter, the following are the corporate duties of PPA: 1. To formulate in coordination with the National Economic and Development Authority a comprehensive and practicable Port Development for the State and to program its implementation, renew and update the same annually in coordination with other national agencies; 2. To supervise, control, regulate, construct, maintain, operate, and provide such facilities or services as are necessary in the ports vested in, or belonging to PPA; 3. To prescribe rules and regulation, procedures, and guidelines governing the establishment, construction, maintenance, and operations of all other ports, including private ports in the country; 4. To license, control, regulate, supervise any construction or structure within any Port District; 5. To provide services within the Port District and its approaches, including vessel operations, cargo handling and warehousing/storage. 6. To exercise control of or administer any foreshore rights or leases which may be vested in PPA from time to time; 7. To coordinate with the Bureau of Lands or any other government agency or corporation, in the development of any foreshore area; 8. To control, regulate and supervise pilotage and the conduct of pilots in any Port District; 9. To provide or assist in the provision of training programs and training facilities for its staff of port operators and users for the efficient discharge of its functions, duties, and responsibilities; and, 10.To perform such acts or provide such services as may be deemed proper or necessary to carry out and implement the provisions of the PD, including the adoption of necessary measures to remedy congestion in any government port, and in coordination with the Bureau of Customs in the case of ports of entry (as amplified by Exec. Order No. 513). Postions and Qualifications PHILIPPINE COAST GUARD AND PHILIPPINE PORTS AUTHORITY Positions of Philippine Coast Guard The Philippine Coast Guard is led by the Commandant of the Philippine Coast Guard, and directly reports to the Secretary of Transportation in maritime law enforcement, and also reports to the Secretary of National Defense in wartime. The Commandant is assisted by the Deputy Commandant for Administration and the Deputy Commandant for Operations, both holders of the rank of Vice Admiral. The Department of Transportation Secretary serves as Chairperson and the PPA General Manager as vice-chairperson. Other members include the Heads of the NEDA, the Department of Public Works and Highways, the Department of Finance, the Department of Environment and Natural Resources, the Department of Trade and Industry and the Maritime Industry Authority and a lone representative from the private sector. The General Manager manages and supervises the PPA with the support of an Assistant General Manager for each of the areas: Operations, Finance and Administration, and Engineering. Ranks and Insignia PHILIPPINE COAST GUARD AND PHILIPPINE PORTS AUTHORITY Philippine Coast Guard Ranks are Categorized as; Commisioned Officers Ranks; Admiral- a full admiral, equivalent to a full general in the army or air force, is a high rank in some navies, ranked above vice admiral and below fleet admiral. Vice admiral- is a senior naval flag officer rank, usually equivalent to lieutenant general and air marshal. A vice admiral is typically senior to a rear admiral and junior to an admiral. Rear admiral is a flag officer rank used by English-speaking navies. In most European navies, the equivalent rank is called counter admiral. Commodore- is a senior naval rank, equivalent to brigadier, brigadier general, and air commodore. It's superior to navy captain but below rear admiral. Non-English-speaking nations use flotilla admiral, counter admiral, or senior captain as equivalents. Captain- is the rank commonly used in English-speaking navies to command the largest ships, equivalent to the army rank of colonel and the air force rank of group captain. Commander- is a common naval officer rank, job title in armies, police forces, and some countries, also known as frigate captain. Lieutenant Commander- is a commissioned officer rank in many navies, superior to lieutenant and subordinate to commander. It is equivalent to major in most armies and air forces, and squadron leader in Commonwealth air forces. lieutenants- are often equivalent to the army rank of captain; in other navies, the lieutenants are usually equal to their army counterparts Lieutenant junior grade- is a junior commissioned officer rank used in a number of navies. Ensign- is a junior rank of a commissioned officer in the armed forces of some countries, normally in the infantry or navy. Noncommisioned Officers Ranks; A master chief petty officer- is a senior non-commissioned officer in many navies and coast guards, usually above some grade of petty officer. Senior chief petty officer- They are addressed as "Senior Chief" in most circumstances, or sometimes, less formally, as "Senior". A chief petty officer (CPO)- is a senior non-commissioned officer in many navies and coast guards, usually above petty officer. Petty officer first class (PO1)- The PO1 rank insignia is a crown on Service Dress tunics and other uniforms. Addressed as "PO Bloggins" or "PO", PO1s are typically referred to as "PO" in correspondence, and "PO1" in speech only when a distinction is made. Petty officer second class (PO2)- The Petty Officer 2nd Class (PO 2) is a senior rank in the Canadian Forces, junior to master sailor and petty officer 1st-class. It is equivalent to sergeant in the Army and Air Force. The rank insignia is three gold chevrons and a gold maple leaf. The full appellation is used only when a second-class distinction is needed. Petty officer second class (PO2)- Petty officer third class insignia features a white perched eagle and a specialty mark above a chevron. Dress uniforms have navy blue eagle, rating, and chevron, referred to as "the crow." Dress blue uniforms have white eagle and rating, and red chevron. Working uniforms and metal rate devices have the rating symbol omitted. Seaman first class- Seaman is the third enlisted rank from the bottom in the U.S. Navy and U.S. Coast Guard, ranking above seaman apprentice and below petty officer third class. Seaman apprentice- Seaman apprentice is the second lowest enlisted rate in the U.S. Navy, U.S. Coast Guard, and the U.S. Naval Sea Cadet Corps just above seaman recruit and below seaman; this rank was formerly known as seaman second class. Seaman third class- recruits are the lowest enlisted ranks in the U.S. Navy, apprentices during warfare training. Previously called "seaman third class," they have no rank insignia. PHILIPPINE PORTS AUTHORITY PPA employees do not have military-style ranks and insignia like in the armed forces, but they follow a hierarchical organizational structure have an exeecutive offices. Higher-ranking officials, such as the General Manager and Assistant General Managers, oversee regional and port- specific managers, followed by technical and operational staff. Insignia, if any, are usually in the form of nameplates or ID cards indicating position within the organization. Executive offices Office of the General Manager (OGM) The OGM is the highest executive office in the organization. It is mandated to undertake overall supervision and control of PPA activities, and define and promulgate the corporate objectives, targets and direction of the Authority. Office of the Assistant General Manager for Operation (OAGM-O) The Office sets, updates and enforces policies, systems and procedures for port operations, services and rule compliance. Office of the Assistant General Manager for Finance and Administration (OAGM-FA) The OAGM-FA is responsible for creating, updating and enforcing policies, programs and regulations for financial transactions, cash management and administrative requirements Office of the Assistant General Manager for Engineering (OAGM-E) OAGM-E is responsible for developing and implementing a comprehensive port development plan for the PPA Port System, comprising three departments. Port Planning and Design Port Construction and Maintenance Dredging and Survey Recruitment Process PHILIPPINE COAST GUARD AND PHILIPPINE PORTS AUTHORITY Qualifications for philippine coast guard; Candidates must be a natural born Filipino Good Moral Character Single 18 - 26 years old for NON-OFFICER 21 - 26 years old for OFFICER 5'0 for both Male and Female applicants Physically and Mentally Fit for Training At least 72 Units or with two years TESDA training relevant to shipboard assignment in College for Non-Officer Baccalaureate Degree holder for Officer and with skills Relevant to the functions of Coast Guard For those interested in a commissioned officer’s position, applicants should be a PRC license holder or owns a Civil Service eligibility upon application. Following are the INITIAL REQUIREMENTS upon Examination: NSO Birth Certificate (Certified True Copy) Transcript of Records (TOR), (Certified True Copy) Diploma (Certified True Copy) 2x2 ID Picture (White Background) 1 Long White Folder Pencil Blue Ballpen Procedures: Application forms must be submitted personally by the applicant to the designated PCG recruitment center for initial screening and actual examination day. On the day of the examinations, prospective applicants are instructed to come in casual attire, bringing with them a ballpen and a pencil as well as the initial requirements like the NSO issued Birth Certificate, Transcript of Records, Diploma, 2 pieces of 2x2 ID pictures and PRC license for those who aspire to the commissioned officers position. Those who pass the initial screening are to take the PCG Aptitude Test, and those who pass, can be a step closer to realizing their dreams. Qualifications for philippine ports authority; All appointments, hiring and promotion at PPA shall be made only according to merit and fitness and shall consider among other things the performance, education and training, experience and outstanding accomplishments, physical characteristics and personality traits and potentials. Attrition System PHILIPPINE COAST GUARD AND PHILIPPINE PORTS AUTHORITY PHILIPPINE COAST GUARD Section 31. Attrition. - There shall be established a system of attrition within the uniformed members of the PCG within one (1) year from the effectivity of this Act to be submitted by the PCG to the President for approval. Section 32. Retirement Benefits. - An officer or uniformed personnel who is retired under Section 30 of this Act, or his/her qualified survivors, are entitled to receive, and may choose from, any of the following benefits: a. Gratuity Pay. - A lump sum gratuity pay of one month's salary per year of service based on the previous grade held. b. Retirement pay is a monthly retirement pay of 50% of base and longevity pay, increasing by 24% for each year of service beyond 20 years, and up to 90% for 36 years of active service. Chief Petty Officers receive retirement pay and benefits like an Ensign, Masters get a gratuity like an Ensign, and Seniors get a similar gratuity. Separation pay is determined based on active service duration and rank, while physical disability results in a higher grade for senior officers. Resignation is voluntary for cadets and trainees Section 34 offers benefits for death or disability during duty/training. Survivors get a monthly annuity equal to 50% of base salary if the deceased had less than 20 years of service. An incentives system shall be set up, overseen by a board under PCG rules, also mirroring civic awards. Non-uniformed personnel incentives must align with CSC guidelines. PHILIPPINE PORTS AUTHORITY Rationalization Program: Aimed at streamlining operations, reducing redundant positions, and improving efficiency. Retirement and Separation Incentives: Offered to encourage voluntary retirement and separation from service. Restructuring and Reorganization: Implemented to optimize organizational structure and functions. Hiring Freeze: Imposed to control the number of new appointments and reduce the workforce. Disciplinary System PHILIPPINE COAST GUARD AND PHILIPPINE PORTS AUTHORITY PHILIPPINE COAST GUARD Section 41. Disciplinary System The PCG enforces discipline through its Code of Conduct for all personnel, with unit commanders having disciplinary powers. Internal Affairs support the Commandant. Policies align with relevant laws and the military justice system in times of war. Section 42. Disciplinary Authority.- The Commandant and unit commanders have disciplinary authority over all PCG personnel, including Station and Sub-Station Commanders and head of Report Carrying Units. Section 43. Jurisdiction. -A complaint against a PCG member is exclusively heard and decided by the disciplining authority with original jurisdiction. the offense. The Commandant may dismiss PCG personnel for drug abuse, strong evidence of serious charges, recidivism, or conduct unbecoming. Absence for 30 days is considered AWOL, leading to presumed resignation. Dismissal of non-uniformed personnel follows Civil Service laws. The Coast Guard Internal Affairs Service (CGIAS) ensures government accountability by investigating PCG activities and promoting integrity, professionalism, and efficiency. PHILIPPINE PORTS AUTHORITY PPA shall handle complaints and/or grievances in accordance with its Grievance Machinery and/or Whistleblowing Policy. Any violation by a PPA official or employee of the provisions of this Policy shall be a ground for disciplinary action in accordance with the Revised Rules on Administrative Cases without prejudice to the filing of appropriate civil case or criminal charge, if warranted, against the erring official and/or employee. Any violation of the provisions of this Policy involving the Board of Directors shall be acted upon in accordance with applicable laws. Racing Stripe: A distinctive design element on PCG vessels, signifying speed and agility in responding to maritime emergencies. The Philippine Ports Authority (PPA) has introduced a new logo, which aims to provide global port services across the country's three major islands. The logo features a North Star symbolizing guidance, stability, and leadership, the letter "P" in the PPA/Philippine Ports Authority, the Sun symbolizing economic progress, and three waves representing the waters of Luzon, Visayas, and Mindanao. The blue and red circle within the star represents the globe, and the cargoes represent port operations. This marks the third new logo for the PPA in 43 years.
