STANDARD OPERATING GUIDELINE RELIEVING – OPERATIONS DIVISION Date Issued: March 29, 2019 Rescinds: August 20, 2015 Section: Personnel File Code: P-RELI PURPOSE To provide Toronto Fire Services (TFS) personnel with a guideline for relief assignments. RESPONSIBILITY Platoon Chiefs are responsible for the appropriate allocation of staff on a daily basis and will assign personnel to alternate work locations as required. The relief assignments will be relayed to staff utilising normal chain of command communications. All personnel are responsible for following these guidelines regarding relieving between fire stations/ work locations. Staff are reminded that once they have reported for duty and subsequently have been reassigned there are to be no delays in reaching their relief assignments. GUIDELINES 1. General 1.1. Acting Company Officers are not normally required to relieve at another fire station as a Firefighter unless their truck has been removed from service or they are assigned to an Air-Light. 1.2. Personnel may be sent relieving to another fire station no more than twice in one shift before having the option to decline a third relief assignment. A pre-shift scheduled relief assignment to another fire station shall be considered one move. This option does not apply if any assigned apparatus is subsequently removed from service. 1.3. Probationary firefighters will be placed into the normal relief rotation upon completion of their Toronto Fire Services, Probationary Firefighter Assessment Period Book 3. They will relieve only in their currently assigned district until the completion of their probationary period atwhich time they will assume normal relief assignments in rotation. 1.4. Any personnel reporting an unscheduled absence after being sent on a relief assignment shall be reported to the Platoon Chief by the District Chief. The Platoon Chief shall document the circumstance and provide a written report to the respective Division Commander. File Code: P-RELI Page 1 of 2 STANDARD OPERATING GUIDELINE 2. Process 2.1. Under normal circumstances relief assignments will be determined and assigned to personnel on duty, the shift prior to the relief assignment. 2.2. Personnel who have been given a relief assignment the shift prior are to report to their relief assignment no later than the normal relief time (0700 hrs). 2.3. When redirecting on-duty staff, Officers shall promptly redirect personnel to apparatus for relieving when instructed to do so by an Officer of higher rank. 2.4. When the information is available, Company Officers should provide the specific apparatus to which a Firefighter is to report. 2.5. Prior to leaving a fire station, it is the responsibility of the Firefighter to know where they are going, the address and location of the fire station, and any other transportation considerations (e.g. island ferry schedule). 2.6. Upon receiving a relief assignment, personnel shall gather all items necessary for normal daily duties without delay. As soon as the items are gathered, personnel will promptly depart and proceed directly to their reassigned work location. 2.7. Upon arriving at the reassigned fire station, the relieving Firefighter shall report their arrival to an Officer of the fire station. That Officer shall direct the Firefighter to the Officer in Charge of the apparatus to which the Firefighter will be assigned or assign the firefighter their position on the apparatus. 2.8. Once assigned the relieving Firefighter shall call their home Officer to confirm with that Officer of their relief assignment. If their home apparatus has been removed from service or the Captain is unavailable the relieving firefighter is to call their home District Chief to report their arrival at their relief assignment. 2.9. Once dressed in TFS uniform or utility clothes, the relieving Firefighter removes the PPE (bunker gear, gloves, flash hood, boots, personal face-piece, and helmet) of the person they are replacing and places it neatly away from the apparatus. They shall then place their personal protective equipment (PPE) aboard the apparatus. 2.10. Relieved personnel are responsible for the proper storage of their own personal protective equipment. 2.11. Relieving Firefighters shall familiarize themselves with the location and operation of all equipment aboard the apparatus they have been assigned to. 2.12.
