It is a VOLVO FLB3C retrofitted for purpose by TERBERG Special Vehicles and BENCE. It carries a Fischer Panda generator which can provide 12/24/240v and can carry up to 6 persons in the front cabin, driver included. It has been fitted with a box-body containing an office telecommunications centre and includes necessary communications and IT equipment to serve Policing purposes. Available for use with the vehicle is an integrated air shelter. -- ------------- **Purpose** -- ------------- 2.1 The ICP Vehicle will be available to assist in the command and control of any incident which by nature is a major incident, civil emergency, or one which requires the mobilisation and deployment of resources and or other agencies. 2.2 Should such an event occur within the Sovereign Base Areas the SBA Police have overall primacy (Standing Order OP 2 refers). They will be responsible for co-ordinating the agencies responding to the incident and will establish an RV and Incident Control Point (sufficiently apart not to cause confusion and disrupt the smooth running of the incident). 2.3 In summary, the ICP vehicle is the focus of the Incident Control, and it is from here that the Silver Commander will control the incident with military and other agency representatives. 3. Command and Control ====================== 3.1 The ICP Vehicle will operate at the SILVER level of command and the Officer In Command will generally be Inspector to Superintendent. []{#page4.anchor}3.2 The Military, Fire, Medical Services, and other Agencies committed to the incident will appoint liaison officers to the ICP, and where appropriate, radio operators to assist with the deployment of resources of that Agency. 3.3 The ICP should be considered the hub of the operation and of communications at the tactical SILVER level. Radio is the primary means of communication and nets will be established downwards and upwards to BRONZE and GOLD respectively. Once the ICP is set up all communications within the BRONZE area will be via the ICP. -- --------------------------------------- **Deployment**[]{#deployment.anchor} -- --------------------------------------- 4.1 The ICP Vehicle may be operationally mobilised at any time on the authority of an Inspector or above. The Vehicle must be driven by an authorised Officer in possession of the appropriate permits and set up by a 'Competent User' (an Officer qualified as such). The relevant TCU Sergeant will be responsible for monitoring an efficient call out roster for the ICP vehicle and drivers. This should be available to the Station Inspector and Relief Sergeant. Before deployment, the authorised driver/ operator will check the vehicle is fuelled, road-worthy and fully equipped as per the inventory checklist. However, minor omissions should not delay deployment, particularly if missing items can be easily forwarded to the ICP after deployment. 4.2 **Police Support Staff** i\. Silver. ii\. Regarding in depth checks for the vehicle, generator and IT systems will be as per Bence and TERBERG Special Vehicles Instruction manuals. ii. Charging of the additional batteries on the vehicle is achieved either by connecting the ICP with the 240V socket specially constructed by WSBA station loading bay or by the integrated solar panel system. iii. Charging of the vehicle batteries by running the vehicle's engine for approximately one hour every fifteen days. iv. Charging of the mobile telephones and radios allocated to the ICP vehicle. v. Proper storage of the laptop, mobile telephone and radios allocated to the vehicle to protect them from extreme temperatures.[]{#page7.anchor} vi. Safekeeping of the equipment and replacement of consumables and other materials kept within the vehicle itself. -- ------------------------------------------------------------------- **User Training and Awareness T**[]{#training.anchor}**raining** -- ------------------------------------------------------------------- 5.1 TCU Sergeant will ensure that sufficient personnel are trained to drive and operate the vehicles. Those trained to drive the ICP Vehicle and those trained as competent users must be given the opportunity to exercise their skills whenever practicable. Suitability of Location]** It is safe? Consider the hazard, do you need to be upwind? Distance from hazard? Seek advice if in doubt (eg if fire, from the Senior Fire Officer). Good location for access to other vehicles? Access for helicopter if appropriate? Room to expand and park additional units? Is it in a prominent position, will it be the focal point? Not too close to the RV Point to avoid confusion? **[2. Where are you]** Inform Police control of your exact location (Grid Reference). Inform other agencies involved, including how best to reach you. **[3. Show Yourself ]** Activate the blue light! Illuminate the ICP area. **[4. Check Communications ]** Check radio transmission and reception. Check telephones and fax. Have you secured communications with: GOLD SILVER (If away from ICP) BRONZES RV Officer Traffic Officer Cordons Officer Forward Command Officer Casualty and Ambulance Loading Officer Hospital Receiving Rest Centres Media Officer Other BRONZES (eg Mortuary Officer etc) LIAISON OFFICERS Military Liaison Officer Fire Officer Medical Officer Other Liaison (Eg RAF Crash Co-ordinator) **[5. Nominate Roles and Label]** Who is Silver? Who is ICP Co-ordinator? Who is Radio Operator/ Telephonist? Who is Logist? Who is Military/Fire/Ambulance Liaison **[6. Commence LOG ]** Date / Time / Occurrence **[7. Creature Comforts ]** Remember you could be out there for a long time. Consider refreshments, reliefs, toilet facilities, etc. **[8.
