FERRER The Evolution of the NSTP 1935-1941: Commonwealth Period Commonwealth Act No. 1 ( National Defense Act.) ROTC expanded rapidly during the Commonwealth period, preparing young Filipinos for national defense as World War II loomed. 1980: Presidential Decree No. 1706 (National Service Law) It mandated compulsory national service to all Filipino citizens. Civic Welfare Service (CWS), Law Enforcement Service (LES), and Military Service (MS) 1986-1987: Republic Act No. 7077 (The Citizen Armed Forces of the Philippines Reservis ROTC became optional for female students, while remaining compulsory for males, reflecting changing attitudes towards gender roles in military service. 2001: Republic Act No. 9163 (NSTP Act 0f 2001) The program aimed to enhance civic consciousness and defense preparedness in the youth by developing the ethics of service and patriotism. Historical Context and Enactment 1 Pre-NSTP Era Before 2001, military training was mandatory for college students. This system faced criticism for its narrow focus and perceived militarization. 2 NSTP Act Passage R.A. 9163 was enacted on January 23, 2002. It aimed to reform the existing system and promote holistic development. 3 Implementation The law took effect in the 2002-2003 academic year. It introduced a more diverse and inclusive approach to national service. Program Duration, Requirements and Approval 1 Duration NSTP is a two-semester program. It is typically completed during the first year of college. 2 Credit Units Each semester carries 3 units per semester with 54 to 90 training hours per semester. The total program is worth 6 units. 3 Mandatory Participation All Filipino students in higher education institutions must complete NSTP. It is a graduation requirement. 4 Component Choice Students can choose from ROTC, CWTS, or LTS. They must complete two semesters of their chosen component. To assist in environmental protection. 7. To assist other similar endeavors. Composition The NSRC shall be composed of the graduates of CWTS and LTS components of the NSTP. Organization The NSRC is organized under the umbrella of the National Disaster Coordinating Council (NDCC). It shall have a national, regional, provincial, and city/municipal level of organization parallel to the Disaster Coordinating Council (DCC) structures at all levels. The DCC centers shall serve as the headquarters of the NSRC at the respective level organization. Its national center shall be based at the NDCC Disaster Preparedness Center, Camp General Emilio Aguinaldo, Quezon City. A secretariat at all levels shall be organized and composed of representatives from CHED and TESDA. Organization Duties and Responsibilities 1. NDCC through DND a) shall act as the lead agency in the administration, training, organization, development, maintenance, and utilization of the NSRC members; b) maintain an official master list of registered NSRC members; c) coordinate with concerned agencies for the efficient and proper administration, training, organization, development, maintenance, and utilization of NSRC members; d) conduct performance assessment of NSRC members mobilized for the purpose, and furnish the three (3) implementing agencies with the results thereof; e) formulate specific guidelines for the administration, training, organization, development, maintenance, and utilization of the NSRC members; and Duties and Responsibilities 2. CHED/TESDA a. Central Offices shall provide secretariat services for the NSRC; prepare consolidated national master lists of officially registered CWTS and LTS graduates per school year; submit official national master list of registered NSRC members, with corresponding centrally-determined serial numbers to NDCC through DND per school year; assist in the administration, training, organization, development, maintenance, and utilization of the NSRC members; coordinate with NDCC through DND regarding NSRC concerns and activities; and do related work.
