CSEC3002 Cyber Physical Systems Security What is an ICS? By Richard Smith Overview What is an ICS? – What comprises an ICS – What everyday things use ICS – Why they are important Learning Outcome – Understand what an ICS is UK National Security Strategy The UK’s National Security Strategy ranks “hostile attacks upon UK cyberspace by other states and large-scale cyber crime” as a Tier One Priority Risk. Along with “international terrorism affecting the UK or its interests”, a “major accident or natural hazard” and “an international military crisis between states” What is an ICS? What is an ICS? Generic term referring to the systems controlling of an industrial process Can be in a single factory or across a wide geographic location ICS control and monitor systems to make, control and move products ICS is NOT (just) SCADA! Types of ICS Supervisory Control and Data acquisition (SCADA) – oil, gas, water & electricity generation and production Distributed Control System (DCS) – chemical engineering, oil refinement, wastewater management Process Control System (PCS) – chemical processing, mining, pharmaceuticals Energy management System (EMS) – Electrical energy and pump optimization Safety Instrumented System (SIS) – safety shutdown and equipment protection systems … and many more Why CIA? Uptime Requirement for 99.999% uptime techcrunch.com Ladder Logic Why are ICS’ important What is Critical National Infrastructure? UK recognises 13 separate sectors (US 16) – Chemicals – Civil Nuclear – Communications – Defence – Emergency Services – Energy – Finance – Food – Government – Health – Space – Transport – Water ICS impacts …? Chemicals Finance Civil Nuclear Food Communicatio Government ns Health Defence Space Transport Emergency Water Services ICS ICS’ have common components controlling common processes The implementation is often different (think lego!) Product flow into a tank – Weight – Level – Volumetric flow Recap ICS can cover a single factory or large geographic area ICS equipment has a long (10+ years) lifetime Patches and changes are infrequent and must be rigorously tested
