BOCA RATON POLICE SERVICES DEPARTMENT Standard Operating Procedure 81.03 LAW ENFORCEMENT OFFICER ALERT PLAN Revised: February 10, 2020 I. PURPOSE: The purpose of this standard operating procedure is to establish guidelines for the Boca Raton Police Services Department’s use of the Law Enforcement Officer (LEO) Alert Plan. The alert will be set up in conjunction with Florida Department of Law Enforcement (FDLE), Florida Highway Patrol (FHP), and the Florida Department of Transportation (FDOT) utilizing the electronic signboards in the roadways to broadcast information regarding incidents where a law enforcement officer is killed or severely injured in order to apprehend the suspect(s) and protect the public. II. PROCEDURE: A. In order to activate the LEO Alert Plan and broadcast suspect information, the following criteria must be met: 1. The offender(s) has killed or critically injured a Department employee/or law enforcement officer within the City’s jurisdiction. 2. The Department’s investigation must conclude that the offender(s) poses a serious risk to the public. 3. There must be a detailed description of the offender and/or the suspect vehicle to broadcast to the public (photos shall be used when available). B. To activate FDOT’s message signs, enough descriptive vehicle information, along with a complete or partial tag number must be available. C. The following is the activation process followed after submitting an alert: 1. Communications Section employees shall call FDLE’s Florida Fusion Center (FFC) desk at 850-410-7645. 2. FDLE’s on-call supervisor shall ensure the activation criteria have been met and determine if the alert will be displayed regionally or statewide. 3. FDLE is responsible for preparing information for public release, including suspect and/or vehicle information, as well as agency contact information. Once FDLE is notified that the offender(s) has been captured, FDLE will contact the appropriate parties to cancel the LEO alert. FHP then will notify its other offices of the cancellation.
