LECTURE 4 STCW 1978 STANDARD OF TRAINING AND CERTIFICATION AND WATCHKEEPING FOR SEAFARERS (STCW, 1978); The STCW 1978 prescribes minimum standards relating to qualification training, certification and watchkeeping for masters, officers and watch personnel on seagoing merchant ships on an international level which members countries are obliged to meet and exceed. Therefore, it applies to seafarers of all ranks serving on sea-going merchant ships registered under the flag of a country party to the convention. However, the STCW Convention does not apply to seafarers serving on warships, naval auxiliaries or any other government owned or operated ship engaged in non-commercial service and pleasure yachts not engaged in trade and wooden ships of primitive build. For fishing vessels, there is a separate convention covering personnel on fishing vessels. The International Convention on Standards of Training, Certification and Watchkeeping (STCW) for Seafarers was adopted in 1978 by conference at the International Maritime Organization (IMO) in London. The 1978 STCW Convention was first EIF on 28 April 1984. Since then, amendments thereto have been adopted in 1991, 1994, 1995, 1997, 1998, 2004, 2006, 2010, 2014, 2015, 2016 and 2018. By May 2013, the convention had 157 parties, representing 99.2% of world shipping tonnage. It applies to seafarers, ship-owners, training establishments and national maritime administrations. The convention helps and enforces a series of standards for the safe keeping of shipping environment and keeping the oceans clean.
