KEY NOTES Naga College Foundation, Inc. is one of the oldest higher education institutions in Camarines Sur. Dr. Melchor T. Villanueva, an enterprising Tagalog founded the school in 1947. Being a public-school teacher, Mr. Villanueva “saw the great need for a quality yet affordable education for the Bicolanos”. Back then, there were no teacher colleges in Naga, and those who wanted to study to become educators had to go to Manila. As such, higher education was only accessible to the privileged. Dr. Villanueva ventured into the education industry using meager funds and with the help of friends. He started a school named Naga Teachers College in a rented vacant residential house along Peñafrancia Avenue in Naga City. The school started with an offering of a 2-year course in education with 114 enrolees. It also offered primary grades I to IV and later, intermediate elementary grades V and VI. In 1949, Dr. Melchor T. Villanueva acquired land properties in Barangay Peñafrancia bounded by Liboton St, with access entrance road from Peñafrancia Avenue. The school then offered High School classes. The school expanded its offering in 1950-51 by offering short term technology courses. It was also at this time its name was changed to Naga College, Inc. With the help of his family, Dr. Villanueva managed and nurtured the school and put up new buildings and facilities. Dr. Villanueva transformed the school into a foundation to realize his vision of leaving a lasting legacy to the region. In 1985, the Securities and Exchange Commission officially recognized the school as a “non-stock, non- profit” organization. The SEC also authorized the change of its name to Naga College Foundation, Inc. Under the leadership of Dr. Villanueva, Naga College Foundation, Inc. grew to become one of the premier educational institutions in the Bicol Region. From having 114 enrollees and a single 2-year course offering, the Foundation grew to having about 4,000 enrollees and 46 course offerings. Its current major flagship programs are Education, Criminology and Nursing. In the year 2000, after almost 53 years of leading and nurturing the school, Dr. Villanueva passed away. It was time for his children and grandchildren to continue what he started. In January 1999, the Foundation’s Board of Trustees elected Dr. Roland P. Villanueva, the eldest son of the Founder, as the second President of NCF. In March 2002, another son, Dr. Carlo P. Villanueva officially became the third president. Ms. Michelle Margaruite P. Hornby, the Founder’s grandchild, was chosen as the institution’s 4th president. Mr. Mario C. Villanueva, another grandchild, is the current president of Naga College Foundation, Inc.
