GROUP 6 PRESENTATION COMPREHENSIVE AGRARIAN REFORM PROGRAM COMPREHENSIVE AGRARIAN REFORM PROGRAM Commonly known as CARP, is an agrarian reform law of the Philipines whose legal basis is the Republic act. No.6657, otherwise known as the Comprehensive Agrarian Reform Law (CARL). It is under the administration of President Corazon C. Aquino. Was signed into law on june 10,1988 CARP CARP aimed at the redistribution of public and private agricultural lands to farmers and farm workers who are landless. irrespective of tenurial arrangement. VISION TO HAVE A EQUITABLE LAND OWNERSHIP WITH EMPOWERED AGRARIAN REFORM BENEFECIARIES WHO CAN EFFECTIVELY MANAGE THEIR ECONOMIC AND SOCIAL DEVELOPMENT TO HAVE A BETTER QUALITY OF LIFE. LAND TENURE One of the major programs of CARLS. Its seeks to hasten the distribution of lands to landless farmers. offers support services such us infrastructure facilities, marketing assistance, credit assistance, and technical assistance programs. COMPREHENSIVE AGRARIAN REFORM PROGRAM EXTENSION WITH REFORM (CARPER) Date and amendment: August 7, 2009,RA 9700 amended CARL, creating CARPER. Extension: provide a five-year extension for CARP, aimed to distribute 1.1 million hectares of agricultural land. Budget: PHP 150 billion allocated over 5 years. 40% for support services to enhance agricultural productivity. 60% for land acquisition and distribution. Gender Sensitivity in CARPER Accorded equal recognition to the rights of rural women in land ownership and support services. Senator Pia Cayetano advocated for gender sensitivity in the extended CARP law. Rural women made equally eligible for support programs and extension services under CARP President Gloria Macapagal Arroyo’s Vision for CARPER President Arroyo highlighted the larger allocation of 150 billion under CARPER Ensures funding for farmer’s needs and support services. CARPER aimed to provide means for equitable land distribution and promote productivity through entrepreneurial activities such as agribusiness.
