The primary role is to build a strong ethical culture within the organization. In order to perform these responsibilities the chief ethics officer must be given support, independence, and opportunity to influence key decision-making board members. The chief ethics officer normally reports to the chief executive officer, and have some access to the board of directors Establishing Systems to Monitor and Enforce Ethical Standards Comparing ethical performance to an organization's ethical standards is considered ethical compliance. Employee observations, internal audits, surveys, reporting systems, and investigations can all be used to assess it. Understanding the factors that influence how people make decisions while addressing ethical challenges. Enforcing ethical judgments within an organization necessitates the elimination of unethical behavior and the improvement of the company's ethical standards. CHAPTER IV: LEGAL, REGULATORY, AND POLITICAL ISSUES Business’ Influence on Government and Politics Bu can exert huge influence over government and politics through a variety of channels. This influence frequently impacts legislation, rules, and public policy, resulting in settings that are beneficial to certain industries or businesses. Lobbying - defined as influencing or attempting to influence legislative action or inaction through written or verbal communication, or attempting to acquire the goodwill of a member or staff of the legislature. Coalition Building - brings together numerous organizations to work toward a common goal. Political Action Committees - A political action committee (PAC) is a political organization that collects campaign contributions from members and distributes them to campaigns for or against individuals, ballot initiatives, or legislation. Individuals who want to privately collect funds for a political campaign generally form PACs to promote commercial, labor, or ideological interests. Policy Outcome - Business influence can result in policies that prioritize corporate profits over environmental protection, public health, consumer rights, and labor standards. International Influence - Multinational businesses exert influence over trade agreements and international policy by campaigning for provisions that reduce trade barriers and provide advantageous conditions for their global operations. Regulatory Capture - This occurs when regulatory authorities tasked with overseeing industries are influenced or controlled by the corporations they are supposed to supervise. The Government’s Approach for Legal and Ethical Compliance - Legal refers to anything that is in accordance with the law. - Ethical refers to what is morally right or wrong. LAWS 1. PRESIDENTIAL DECREE NO. 442 ( Labor Code of the Philippines): Is a comprehensive law governing employment relationships in the Philippines. Labor Code of the Philippines 2. Republic Act No. 10667 (Philippine Competition Act ): is a law established in 2015 that aims to promote fair competition in trade and commerce within the country. This law sets out the legal framework for competition policy and regulation to prevent anti-competitive behavior in the market. Republic Act No. 10667 3. Republic Act No. 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees): This law outlines the ethical standards and principles that public officials and employees must adhere to. Republic Act No. 6713 INSTITUTIONS 1. Department of Labor and Employment (DOLE): is a Philippine government agency responsible for promoting and protecting the rights of Filipino workers. It enforces labor laws, provides employment services, and promotes decent work. 2. Philippine Competition Commission (PCC): is a government agency established to promote fair competition in the Philippine marketplace. It is tasked with enforcing the Philippine Competition Act (PCA), which aims to prevent anti-competitive practices and protect consumers. 3. Office of the Ombudsman: is an independent constitutional body tasked with investigating and prosecuting acts or omissions of public officers and employees that appear to be illegal, unjust, improper, or inefficient.
