**General Administrative Guideline** -------------------------------------------------- --------------------------------------------- ------------- Subject: MILITARY LEAVE Effective Date: 11/1/13 GAG: 1-8 Reviewed 9/29/16 Applies to: KCFD Supersedes: GAG 1-8 dated 5/1/98 and 4/1/03 Page 1 of 2 Responsible Committee: Human Resources Committee Next Review Date: 9/29/2018 -------------------------------------------------- --------------------------------------------- ------------- **PURPOSE:** To establish procedure for Military Leave **SCOPE:** These guidelines shall apply to all members of the KCFD leaving and returning from Military Leave. **GUIDELINES:** This guideline shall pertain to annual active duty for training, duty with troops, field exercises, weekend drill or instruction for a period not to exceed a total of 15 days in one federal fiscal year (October 1st through September 30th). Two weeks annual training, weekend drills, or any authorized training falls within this guideline. The employee's immediate supervisor shall be immediately notified as soon as a member learns military leave will be necessary and a copy of the military orders shall be forwarded to the Chief Officer. The Chief Officer shall make a copy of the orders to be kept in the members file. A copy shall also be forwarded to the Payroll Department. The Chief Officer shall monitor the amount of time used. 120 hours of military leave are authorized with pay in any one federal fiscal year and such leave shall not be authorized in excess of such 120 hours. All military leave shall be allotted on an hour-per-hour basis. Employees shall receive a minimum of 4 hours of military leave for any authorized leave of 4 hours or less. If additional time is needed, the member may use vacation (if available), N-day, trade time, or be placed on authorized dock. Re-entry Process into KCFD The Reentry process for each EMS credentialed Firefighter and EMS employees will follow the steps outlined in Page 5 of GAG 5-21 and listed here: EMS Employees & Credentialed Firefighters- Field Personnel shall be re-orientated by and FTO while working a "Field Shift" as a primary member (Paramedic or EMT) on an ambulance (active in the system). Employees will have their licensure, certifications and training history reviewed to develop training plan in addition to the Field Training Officer assignment. This will be completed prior to field training to verify current licensure. Personnel absent from direct clinical care activities from: - 0 to 90 calendar days shall not be required a re-entry process unless requested by the employee - 91 to 180 calendar days will need to complete - Re-entry classroom orientation - Re-entry field orientation to include a minimum of two shifts **General Administrative Guideline** -------------------------------------------------- --------------------------------------------- ------------- Subject: MILITARY LEAVE Effective Date: 11/1/13 GAG: 1-8 Applies to: KCFD Supersedes: GAG 1-8 dated 5/1/98 and 4/1/03 Page 2 of 2 Responsible Committee: Human Resources Committee -------------------------------------------------- --------------------------------------------- ------------- - 181 to 365 calendar days - Re-entry classroom orientation - Re-entry field orientation to include a minimum, of five shifts - Over 365 calendar days - Full Orientation/Field evaluation - Review of CEUs to include licensure recertification's as needed. Firefighters The Deputy of Professional Development will advise the employee of their training destination. Employees will be detailed to Eastwood for EMS CEU updates and to Training Academy for Fire training in an order that fits the needs of the department. The Chief of the Academy will determine the best course of action for each employee returning from Military Leave on a case by case basis. Long absences due to Military Leave may call for an OJT ride along of 1-2 shifts of a fire apparatus. Specialized Units If an employee is assigned to a specialized unit, additional training may be required. Please contact the Chief of that unit to determine what, if any, additional training is required.
