STANDARD OPERATING GUIDELINE Community Risk Reduction – CARBON MONOXIDE ALARMS IN RESIDENCES Date Issued: March 29, 2019 Rescinds: December 1, 2008 Section: Incident and Emergency Operations File Code: G-FIPC PURPOSE To provide all Toronto Fire Services personnel with a guideline regarding carbon monoxide alarm regulations. RESPONSIBILITY All personnel are responsible for maintaining sufficient knowledge of the Ontario Fire Code to answer inquiries from members of the public regarding carbon monoxide alarms. Company Officers are responsible for answering questions from members of the public regarding carbon monoxide alarms, and referring incidents of violation to the Community Risk Reduction Division. Community Risk Reduction Inspectors are responsible for responding to inquiries from the public regarding carbon monoxide alarms and following up with owners (referred by on scene personnel) in violation of Ontario Fire Code carbon monoxide alarm regulations. GUIDELINES 1. General 1.1. TFS personnel shall be responsible for having knowledge of the regulations for carbon monoxide alarms in residences. 1.2. At emergency incidents where TFS personnel discover an inoperable or absent carbon monoxide Alarm, the Officer in Charge shall advise the owner or occupant of their contravention of the Ontario Fire Code carbon monoxide alarm requirements then record such circumstances on the TFS Emergency Incident Report. 1.3. Ontario Fire Code, Division B, Section 2.16. regulates the installation of carbon monoxide alarms in residential occupancies. 1.4. When applying Section 2.16. only the landlord shall be considered to be the owner. 1.5. Carbon monoxide alarm shall meet the requirements of CSA-6.19, “Residential Carbon Monoxide Alarming Devices” or UL 2034, “Single and Multiple Station Carbon Monoxide Alarms”. Carbon monoxide alarms shall be installed at the manufacturer’s recommended height or, if the height is not recommended, on or near the ceiling. 1.7. Carbon monoxide alarms installed adjacent to a sleeping area shall be audible throughout the sleeping area, even if any doors are closed. 2. Requirement 2.1. The Ontario Fire Code, Division B, Section 2.16. regulates the installation of carbon monoxide alarms in residential occupancies. 2.2. Section 2.16. applies to every building that contains a residential occupancy and a) a fuel-burning appliance, b) a fireplace, or c) a storage garage (parking garage) 2.3. If a residential unit contains a fuel-burning appliance or a fireplace a carbon monoxide alarm shall be installed adjacent to each sleeping area in the unit. 2.4. If a residential building contains a fuel-burning appliance that is not within a unit but is associated with building services, a carbon monoxide alarm shall be installed a) in the service room or area where the appliance is installed, b) adjacent to each sleeping area in each residential unit that shares a wall, floor or ceiling with the service room or area where the appliance is installed, and c) adjacent to sleeping rooms that are not within a unit. 2.5. If a residential building contains a storage garage (parking garage), a carbon monoxide alarm shall be installed a) adjacent to each sleeping area in each residential unit that shares a wall, floor or ceiling with the garage, and b) adjacent to sleeping rooms that are not within a unit. 3. Referral to Fire Prevention 3.1. TFS personnel should be observant of inadequate carbon monoxide alarm protection within residential occupancies. 3.2. Company Officers are responsible for referring to the Community Risk Reduction Division any property at which personnel observe inadequate carbon monoxide alarm protection. 3.3. The Community Risk Reduction Division is responsible for following up with the owner of any residence where on scene personnel have made a referral for observed inadequate carbon monoxide alarm protection.
