2005 FOURmula One (F1) for Health BRIONES, CANLAS, FERRER, WU Health Sector reform refers to the process of designing and implementing significant changes in health policies and institutional arrangements within health sectors. Four main core functions of the health system Governance Provision Financing Resource generation Key points in Health Sector Reform The Need for Health Sector Reform Issues in Health Sector Reform ( healthcare financing, service provision, resource generation and governance ) Strategic Support for Change WHO South-East Asia Region (WHO SEAR) In August 1997, adopted the Declaration on Health Development in the South East Asia Region. the foremost challenges in the region in the 21st century and particulary, during next few decades were: to reduce inequities in health creating conditions that promote health and self- reliance ensuring basic health services to all upholding and enforcing health ethics. A strategic framework for health reforms formulated by DOH using four pillars: Service Delivery F1: FOURmula Health Care Financing Health Governance One for Health Regulation To attain the National Objectives for Health and the Millennium Development Goals for Health. Latest update was from DOH secretary, Francisco T. Duque from 2009: Increased access of Filipinos to low cost quality essential medicines. Disease Free Zone Initiative Government Hospital Upgrading Project under the Health Facilities Program (HFEP) of the DOH Maternal, Neonatal and Child Health and Nutrition Strategy Force Increased access of Filipinos to low cost quality essential medicines. They Implemented 3 Significant Efforts: They implemented the (MDRP) Maximum drug retail price on August 15, 2005. They established and institutionalized the implementation of Botika ng Baranggay outlets. ₱100 Project that provided pa packages of drug regimen worth 100 pesos or lower with quality and 100 percent safe. Disease Free Zone Initiative The DOH did well in eliminating priority public health disease in endemic provinces examples of that are: Siquijor, that became rabies-free. Southern Leyte and Sorsogon were declared filariasis free, while Bukidnon will soon be declared free from this disease. Provinces that were highly prevalent for leprosy were reduced to elimination level. Disease Free Zone Initiative The DOH did well in eliminating priority public health disease in endemic provinces examples of that are: Twenty-two (22) provinces were declared malaria-free Benguet, Cavite, Marinduque, Catanduanes, Masbate, Albay, Sorsogon, Iloilo, Northern Samar, Guimaras, Western Samar, Capiz, Eastern Samar, Aklan, Leyte, Cebu, South Leyte, Bohol, Biliran, Siquijor, Camiguin, and Surigao del Norte. Bohol has sustained the status of zero-case of schistosomiasis for five consecutive years and scheduled for evaluation. Maternal, Neonatal and Child Health and Nutrition Strategy Force DOH established this task force to focus on achieving Millennium Development Goals (MDGs) 4 and 5. MDG 4: Reduce Child Mortality MDG 5: Improve Maternal Health Government Hospital Upgrading Project under the Health Facilities Program (HFEP) of the DOH This project focuses on improving health services by upgrading health facilities across the country. Achieved through the rationalization and critical upgrading of health facilities across the country. Government Hospital Upgrading Project under the Health Facilities Program (HFEP) of the DOH Upgrading Barangay Health Stations (BHS) and Rural Health Units (RHUs) Providing emergency care for mothers and newborns, reducing maternal deaths. Upgrading hospitals from level 1 (Primary) to level 2 (Secondary) , and level 2 (Secondary) to level 3 (Tertiary). To provide comprehensive emergency care and reduce overcrowding in large hospitals.
