STANDARD OPERATING GUIDELINE DUTY OFFICER Date Issued: November 2, 2023 Rescinds: August 10, 2023 Section: Fire Stations and Facilities File Code: F-DUTY PURPOSE To provide all Toronto Fire Services (TFS) personnel with a guideline for assigning and carrying out the responsibilities of a Duty Officer. RESPONSIBILITY All personnel are responsible for completing the duties assigned by the Duty Officer. The Duty Officer role is an important one as it provides a single point of contact, and if performed properly, provides good continuity with various outside agencies/contacts, as well as within the station and between respective platoons. Company Officers are responsible for assuming the responsibilities of the Duty Officer as assigned and ensuring that all responsibilities are completed. GUIDELINES 1. Duty Officer Each Toronto Fire Services fire station shall have a Duty Officer on each platoon. The Duty Officer may be an acting or substitute Company Officer but shall not be a Firefighter. The Company Officer assigned the Duty Officer role shall assume all responsibilities of the position. Note: The Duty Officer MUST be identified on each daily staffing report (Quatro) in the comment section. The District Chief will not authorize the report until this is completed. 2. Selection and Rotation In single apparatus fire stations, the Company Officer is the Duty Officer at all times. In multiple apparatus fire stations, the Duty Officer role shall be rotated between Company Officers. Rotation of Duty Officer assignment will occur on the Monday shift. File Code: F-DUTY Page 1 of 3 STANDARD OPERATING GUIDELINE In the extended absence of the Duty Officer due to an emergency response, other Company Officers in the same fire station should assume the Duty Officer’s responsibilities in order to complete tasks. 3. Responsibilities The Duty Officer shall be responsible for the following: (a) Point of contact for general inquiries and questions from the public, Senior Officers, and other City employees. (b) Fire station tours. (c) Fire station visitors. (d) Fire station training. In multiple apparatus fire stations, the Duty Officer may assign responsibility for training to the other Company Officer (or one of the other Company Officers) for the month. (e) Flag flying (in accordance with F-FLAG – Flag Flying). (f) Ensuring daily safety briefings take place (in accordance with S-DASB – Daily Safety Briefing) (g) Ensuring inspection of all spare or unassigned equipment. (h) All paperwork and administrative functions related to the fire station: i. Forms completion ii. Reports iii. Filing of information received, such as: Advisories and Memorandums Standard Operating Guidelines and Policies Other communications (i) Ordering of supplies and materials. (j) Fire station repairs and maintenance. (in accordance with F-REPA – Repair Maintenance and Alterations). (k) All workplace inspections (i.e., Health and Safety, Fire Prevention). (l) Power failure situations. (m)Fire station safety. (n) Fire station parking. (o) Public address (PA) system. (p) Assignment of fire station responsibilities, including: i. Cleaning (in accordance with F-CLEA – Cleaning Fire Stations). ii. Fire Station Disinfection (in accordance with F-DEFO – Decontamination and Cleanliness of Fire Stations, Workspaces and Offices iii. Garbage and recyclables removal. (q) Floor watch (in accordance with F-FLOR – Floor Watch). (r) Investigating and taking appropriate action when informed that any radio transmission tests have not been carried out or a telephone call or radio transmission test cannot be completed successfully.
