AURORA POLICE DEPARTMENT DIRECTIVES MANUAL 06.07 Title: PRISONER ESCAPES Approved By: Nick Metz, Chief of Police Effective: 09/01/1998 Revised: 08/30/2002 Associated Policy: Duty Honor Integrity References: Reviewed: PSS 6.7 05/08/2015 Page 1 of 3 PRISONER ESCAPES In any prisoner escape, whether it is from a transport vehicle or the Aurora Detention Center, immediate notification is necessary to maximize a rapid apprehension. 6.7.1 Escapes During a Transport Inside Aurora City Limits The transporting member will immediately notify the Public Safety Communications Department of the escape. Included in this notification should be the escape location, a physical description of the escapee, the crime for which the escapee was in custody and whether a weapon and/or accomplices were involved. The transporting member will secure any other prisoners in their custody. The Public Safety Communications Department will broadcast the information citywide, assign back up units, assign a patrol supervisor and notify the Patrol Lieutenant or designee. The patrol supervisor will respond to the escape location, coordinate the search and investigate the escape. 6.7.2 Escapes During a Transport Outside Aurora City Limits The transporting member will initiate notification procedures to the Public Safety Communications Department as in an escape from inside Aurora City limits. The Public Safety Communications Department will relay the information to the law enforcement agency with jurisdiction. They will also notify the Patrol Lieutenant, or in their absence the Duty Lieutenant. The Patrol Lieutenant or designee will determine if a supervisor and/or other units should be sent to the location of occurrence. 6.7.3 Escapes from Holding Cells or the Aurora Detention Center Directive Manual (Revised: 08-30-2002) 06.07 PRISONER ESCAPES Page 2 of 3 The member currently in charge of the prisoner, i.e., the arresting officer or on-duty detention supervisor or the member discovering the escape, will immediately notify the Public Safety Communications Department of the escape. The notification should include all known information regarding the escape route; a description of the escapee, if a weapon was used in the escape and the crime for which the escapee was in custody. The member making the notification should also use the building paging system to relay the same information to all personnel inside the building. It is essential that other prisoners within the facility remain secured. The Public Safety Communications Department will broadcast citywide the escape information. They will ensure a patrol supervisor and the Patrol Lieutenant, or in their absence the Duty Lieutenant, are aware of the escape. The Patrol Lieutenant, or in their absence the Duty Lieutenant, will ensure the appropriate personnel are assigned to investigate the escape. 6.7.4 After Apprehending the Escapee When an Aurora officer has apprehended a person that escaped from Aurora's custody and the identity of that person is confirmed, the officer will notify the Public Safety Communications Department. If apprehension is within 24 hours of the escape, the Public Safety Communications Department will broadcast citywide the fact that the escaped prisoner has been apprehended. When this agency receives reliable information from another agency that they have apprehended a person who is an escapee from Aurora's custody, that information will be forwarded through the chain of command to the Public Safety Communications Department. If apprehension is within 24 hours of the escape, the Communication Section will broadcast citywide the fact that the escaped prisoner has been apprehended. If a patrol watch has ended its tour of duty between the time a prisoner escapes and is apprehended, the Patrol Lieutenant or designee will ensure written notice of the apprehension is left to be read at the patrol briefings. 6.7.5 Written Reports Required When the prisoner escapes from a sworn member, that officer is required to complete a General Offense Report if physically able. This report will include the details of the escape known to that officer. Directive Manual (Revised: 08-30-2002) 06.07 PRISONER ESCAPES Page 3 of 3 When the prisoner escapes from a non-sworn member, a sworn member involved in the investigation will complete the offense report. The non-sworn member will complete a supplemental to that report. The Sergeant or Supervisory Officer involved will forward a memorandum to the Chief of Police via the chain of command, detailing the events that lead to the escape.
