BEFORE 1974, THE MANAGEMENT OF JAILS FELL UNDER LOCAL GOVERNMENTS, SUCH AS PROVINCIAL, CITY, OR MUNICIPAL AUTHORITIES. HOWEVER, SIGNIFICANT CHANGES OCCURRED DURING THE MID-1970S WHEN JAILS WERE INTEGRATED INTO THE NATIONAL POLICE SYSTEM THROUGH SEVERAL PRESIDENTIAL DECREES. IN 1974, THE JAIL MANAGEMENT AND PENOLOGY SERVICES BECAME PART OF THE NEWLY ESTABLISHED POLICE AND FIRE SERVICES. THE MOST NOTABLE CHANGE CAME ON JANUARY 2, 1991, WITH THE ENACTMENT OF REPUBLIC ACT 6975. THIS LAW ESTABLISHED THE BUREAU OF JAIL MANAGEMENT AND PENOLOGY (BJMP) TO OVERSEE AND MANAGE JAILS ACROSS THE COUNTRY. THE BJMP REPLACED THE PREVIOUS JAIL MANAGEMENT AND PENOLOGY SERVICE THAT WAS PART OF THE PHILIPPINE CONSTABULARY INTEGRATED NATIONAL POLICE. AS A RESULT, THE BJMP TOOK CHARGE OF ALL DISTRICT, CITY, AND MUNICIPAL JAILS AND BECAME A LINE BUREAU UNDER THE DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT (DILG). IN 2004, THE LAW WAS UPDATED BY REPUBLIC ACT 9263. THIS NEW ACT AIMED TO PROFESSIONALIZE THE BJMP BY ENHANCING THE QUALIFICATIONS, SALARIES, AND BENEFITS OF ITS PERSONNEL, MAKING THE AGENCY MORE EFFECTIVE AND EFFICIENT. HISTORY OF BJMP REPUBLIC ACT NO. 6975, OTHERWISE KNOWN AS THE "DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT ACT OF 1990," PROVIDES THAT THE TASK OF JAIL MANAGEMENT AND PENOLOGY SHALL BE THE RESPONSIBILITY OF THE BUREAU OF JAIL MANAGEMENT AND PENOLOGY (BJMP). THE BUREAU OF JAIL MANAGEMENT AND PENOLOGY WAS CREATED ON JANUARY 2, 1991, UNDER REPUBLIC ACT 6975, REPLACING ITS FORERUNNER, THE JAIL MANAGEMENT AND PENOLOGY SERVICE OF THE DEFUNCT PHILIPPINE CONSTABULARY INTEGRATED NATIONAL POLICE. THE BJMP EXERCISES ADMINISTRATIVE AND OPERATIONAL JURISDICTION OVER ALL DISTRICT, CITY, AND MUNICIPAL JAILS. IT IS A LINE BUREAU OF THE DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT (DILG). MANDATE BJMP IS MANDATED TO DIRECT, SUPERVISE AND CONTROL THE ADMINISTRATION AND OPERATION OF ALL DISTRICT, CITY AND MUNICIPAL JAILS NATIONWIDE WITH PRONGED TASKS OF SAFEKEEPING AND DEVELOPMENT OF PDL. THE BJMP'S ROLE IS TO MANAGE AND OVERSEE THE OPERATIONS OF ALL DISTRICT, CITY, AND MUNICIPAL JAILS IN THE PHILIPPINES. ITS PRIMARY RESPONSIBILITIES INCLUDE ENSURING THE SAFETY AND DEVELOPMENT OF DETAINEES. THIS INVOLVES NOT JUST MAINTAINING SECURITY BUT ALSO FOCUSING ON THE WELL-BEING AND REHABILITATION OF INMATES. VISION THE BJMP ENVISIONS ITSELF AS A DYNAMIC INSTITUTION HIGHLY REGARDED FOR ITS SUSTAINED HUMANE SAFEKEEPING AND DEVELOPMENT OF INMATES. MISSION THE BUREAU AIMS TO ENHANCE PUBLIC SAFETY BY PROVIDING HUMANE SAFEKEEPING AND DEVELOPMENT OF INMATES IN ALL DISTRICT, CITY AND MUNICIPAL JAILS. FUNCTION TO ENHANCE AND UPGRADE ORGANIZATIONAL CAPABILITY REGULARLY; THUS, MAKING ALL BJMP PERSONNEL UPDATED ON ALL ADVANCEMENTS IN LAW ENFORCEMENT EVENTUALLY RESULTING IN GREATER CRIME SOLUTION EFFICIENCY AND DECREASED INMATE POPULATION; TO IMPLEMENT STRONG SECURITY MEASURES FOR THE CONTROL OF INMATES; TO PROVIDE FOR THE BASIC NEEDS OF INMATES; TO CONDUCT ACTIVITIES FOR THE REHABILITATION AND DEVELOPMENT OF INMATES; AND TO IMPROVE JAIL FACILITIES AND CONDITIONS THE BJMP UNDERTAKES SEVERAL KEY FUNCTIONS: - CONTINUOUSLY UPGRADING THE SKILLS AND CAPABILITIES OF ITS PERSONNEL TO STAY CURRENT WITH LAW ENFORCEMENT ADVANCEMENTS. - IMPLEMENTING STRONG SECURITY MEASURES TO CONTROL AND MANAGE INMATES EFFECTIVELY. - ADDRESSING THE BASIC NEEDS OF INMATES, INCLUDING FOOD, HEALTHCARE, AND LIVING CONDITIONS. - CONDUCTING REHABILITATION AND DEVELOPMENT ACTIVITIES TO AID IN THE INMATES’ REINTEGRATION INTO SOCIETY. - IMPROVING THE OVERALL CONDITIONS AND FACILITIES OF JAILS TO ENSURE A SAFE ENVIRONMENT FOR BOTH INMATES AND STAFF. IN SUMMARY, THE BJMP PLAYS A CRUCIAL ROLE IN THE PHILIPPINE JUSTICE SYSTEM BY ENSURING THAT JAILS ARE WELL-MANAGED AND THAT INMATES ARE TREATED HUMANELY WHILE WORKING TOWARDS THEIR REHABILITATION. ORGANIZATIONAL STRUCTURE THE BUREAU OF JAIL MANAGEMENT AND PENOLOGY’S (BJMP) ORGANIZATIONAL STRUCTURE IS SOMEWHAT SIMILAR TO THE ORGANIZATIONAL STRUCTURE OF THE PHILIPPINE NATIONAL POLICE’S (PNP) ORGANIZATIONAL STRUCTURE. THE NATIONAL STRUCTURE OF BJMP CONSISTS OF A BJMP CHIEF AND IS SUPPORTED BY THREE (3) DEPUTY CHIEFS (DEPUTY CHIEF FOR ADMINISTRATION, DEPUTY CHIEF FOR OPERATIONS, AND CHIEF OF THE DIRECTORIAL STAFF). THE ORGANIZATIONAL STRUCTURE OF THE REGIONAL OFFICE HAS THE SAME SETUP AS THE NATIONAL ORGANIZATION STRUCTURE, WHERE A REGIONAL DIRECTOR IS SUPPORTED BY THE THREE ASSISTANT REGIONAL DIRECTORS (ASSISTANT REGIONAL DIRECTOR FOR ADMINISTRATION, ASSISTANT REGIONAL DIRECTOR FOR OPERATIONS, AND REGIONAL CHIEF OF DIRECTORIAL STAFF). THE NATIONAL ORGANIZATIONAL STRUCTURE OF BJMP CONSISTS OF THE HEAD WHICH IS THE CHIEF OF BJMP WITH THE RANK OF DIRECTOR, ASSISTED BY THE THREE (3) DEPUTY CHIEFS WITH THE RANK OF CHIEF SUPERINTENDENT. THE DURATION OF THE DUTY OF THE CHIEF BJMP MUST NOT EXCEED FOUR YEARS, BUT THERE IS ALWAYS AN EXEMPTION, THE PRESIDENT CAN EXTEND THE DUTY OF THE CHIEF OF BJMP WHEN IN TIMES OF WAR AND OTHER NATIONAL EMERGENCIES. SIMILAR TO THE NATIONAL ORGANIZATIONAL STRUCTURE OF BJMP, THE REGIONAL OFFICE IS HEADED BY THE REGIONAL DIRECTOR WITH THE RANK OF AT LEAST SENIOR SUPERINTENDENT SUPPORTED BY AN ASSISTANT REGIONAL DIRECTOR FOR ADMINISTRATION, ASSISTANT REGIONAL DIRECTOR FOR OPERATIONS, AND REGIONAL CHIEF OF DIRECTORIAL STAFF, WITH THE RANK OF AT LEAST SUPERINTENDENT. OVERALL, THE NATIONAL AND REGIONAL ORGANIZATIONAL STRUCTURES ARE SIMILAR, BOTH HEADS OF THE ORGANIZATION ARE ASSISTED BY THREE OFFICERS. INCLUDED IN THIS REPORT IS THE REQUIRED RANKS AND THE DURATION OF DUTY OF THE OFFICERS. RANK CLASSIFICATION THE BUREAU OF JAIL MANAGEMENT AND PENOLOGY (BJMP) IN THE PHILIPPINES IS IN CHARGE OF ADMINISTERING AND OPERATING ALL DISTRICT, CITY, AND MUNICIPAL JAILS. THE RANKS IN THE BJMP ARE IDENTICAL TO THOSE IN OTHER UNIFORMED SERVICES IN THE COUNTRY, WITH EACH RANK CARRYING CERTAIN DUTIES AND OBLIGATIONS. 1. JAIL OFFICER I (JO1) DUTIES: - PERFORMS CUSTODIAL FUNCTIONS OVER PERSONS DEPRIVED OF LIBERTY (PDLS). - ENFORCES RULES AND REGULATIONS WITHIN THE JAIL FACILITY. - ENSURES THE SAFETY AND SECURITY OF THE JAIL PREMISES. - ASSISTS IN THE IMPLEMENTATION OF REHABILITATION PROGRAMS FOR PDLS. 2. JAIL OFFICER II (JO2) DUTIES: - SUPERVISES A TEAM OF JAIL OFFICER IS. - ASSISTS IN MANAGING JAIL OPERATIONS. - PREPARES REPORTS AND DOCUMENTATION RELATED TO PDLS. - FACILITATES THE IMPLEMENTATION OF JAIL PROGRAMS AND POLICIES. 3. JAIL OFFICER III (JO3) DUTIES: - OVERSEES THE DAILY OPERATIONS OF A SPECIFIC UNIT OR SECTION WITHIN THE JAIL. - ASSISTS IN PLANNING AND IMPLEMENTING SECURITY MEASURES. - CONDUCTS INSPECTIONS AND ENSURES COMPLIANCE WITH REGULATIONS. - PROVIDES GUIDANCE AND LEADERSHIP TO LOWER-RANKING OFFICERS. 4. SENIOR JAIL OFFICER I (SJO1) DUTIES: - MANAGES A SPECIFIC UNIT OR DEPARTMENT WITHIN THE JAIL. - OVERSEES THE WELFARE AND REHABILITATION PROGRAMS FOR PDLS. - ENSURES THAT ALL PERSONNEL UNDER THEIR COMMAND FOLLOW PROPER PROCEDURES. - COORDINATES WITH OTHER LAW ENFORCEMENT AGENCIES FOR VARIOUS OPERATIONS. 5. SENIOR JAIL OFFICER II (SJO2) DUTIES: - ASSISTS THE JAIL WARDEN IN OVERALL JAIL MANAGEMENT. - SUPERVISES AND EVALUATES THE PERFORMANCE OF LOWER-RANKING OFFICERS. - MANAGES THE JAIL’S LOGISTICS, SUPPLIES, AND BUDGET. - ACTS AS THE OFFICER-IN-CHARGE IN THE ABSENCE OF THE JAIL WARDEN. 6. SENIOR JAIL OFFICER III (SJO3) DUTIES: - ACTS AS A DEPUTY TO THE JAIL WARDEN. - OVERSEES MULTIPLE UNITS OR DEPARTMENTS WITHIN THE JAIL. - LEADS SPECIAL OPERATIONS OR PROJECTS AIMED AT IMPROVING JAIL CONDITIONS. - ENSURES THE IMPLEMENTATION OF BJMP POLICIES AND DIRECTIVES. 7. JAIL CHIEF INSPECTOR (JCI) DUTIES: - SERVES AS THE HEAD OF A MEDIUM-SIZED JAIL FACILITY OR A DISTRICT JAIL. - IMPLEMENTS SECURITY PROTOCOLS AND DISASTER PREPAREDNESS PLANS. - MANAGES PERSONNEL, FINANCES, AND OTHER RESOURCES. - ACTS AS A REPRESENTATIVE OF THE BJMP IN INTER-AGENCY MEETINGS. 8. JAIL SUPERINTENDENT (JSUPT) DUTIES: - COMMANDS A LARGE JAIL FACILITY OR MULTIPLE SMALLER JAILS. - DEVELOPS STRATEGIC PLANS FOR JAIL MANAGEMENT AND OPERATIONS. - OVERSEES THE IMPLEMENTATION OF REHABILITATION AND REFORMATION PROGRAMS. - ENSURES COMPLIANCE WITH HUMAN RIGHTS STANDARDS IN THE JAIL. 9. JAIL SENIOR SUPERINTENDENT (JSSUPT) DUTIES: - MANAGES A REGIONAL JAIL OFFICE OR A HIGHLY COMPLEX FACILITY. - COORDINATES WITH LOCAL GOVERNMENT UNITS AND OTHER AGENCIES. - DEVELOPS AND IMPLEMENTS POLICIES FOR THE ENTIRE REGION. - HANDLES HIGH-PROFILE CASES AND SENSITIVE JAIL OPERATIONS. 10. JAIL CHIEF SUPERINTENDENT (JCSUPT) DUTIES: - HEADS A BJMP REGIONAL OFFICE. - DIRECTS REGIONAL JAIL OPERATIONS AND ENSURES THE WELFARE OF PERSONNEL. - IMPLEMENTS NATIONWIDE BJMP POLICIES WITHIN THE REGION. - OVERSEES LARGE-SCALE REHABILITATION AND SECURITY PROGRAMS. 11. JAIL DIRECTOR (JD) DUTIES: - SERVES AS THE HEAD OF A BJMP DIRECTORATE OR A MAJOR DIVISION. - DEVELOPS AND EXECUTES POLICIES, PLANS, AND PROGRAMS FOR THE BJMP. - ENSURES THAT ALL JAILS UNDER THEIR JURISDICTION ADHERE TO BJMP STANDARDS. - REPRESENTS THE BJMP IN NATIONAL AND INTERNATIONAL FORUMS. 12. CHIEF OF THE BJMP DUTIES: - HOLDS THE HIGHEST POSITION IN THE BJMP. - OVERSEES THE ENTIRE BUREAU’S OPERATIONS AND ADMINISTRATION. - DEVELOPS AND ENFORCES POLICIES THAT ALIGN WITH THE GOALS OF THE BJMP. - COORDINATES WITH OTHER LAW ENFORCEMENT AGENCIES AND THE GOVERNMENT. - REPRESENTS THE BJMP AT THE NATIONAL LEVEL, INCLUDING IN POLICY- MAKING AND ADVISORY BODIES. THESE RANKS AND THEIR ASSOCIATED DUTIES ENSURE THE EFFECTIVE MANAGEMENT OF JAILS ACROSS THE PHILIPPINES, FOCUSING ON SECURITY, REHABILITATION, AND THE WELFARE OF PERSONS DEPRIVED OF LIBERTY. QUALIFICATIONS OF A MEMBER A CITIZEN OF THE REPUBLIC OF THE PHILIPPINES A PERSON OF GOOD MORAL CHARACTER; MUST HAVE PASSED THE PSYCHIATRIC/PSYCHOLOGICAL, DRUG AND PHYSICAL TEST FOR THE PURPOSE OF DETERMINING HIS/HER PHYSICAL AND MENTAL HEALTH; MUST POSSESS A BACCALAUREATE DEGREE FROM RECOGNIZED INSTITUTION OF LEARNING; MUST POSSESS THE APPROPRIATE CIVIL SERVICE ELIGIBILITY; MUST NOT HAVE BEEN DISHONORABLY DISCHARGED OF DISMISSAL FOR CAUSE FROM PREVIOUS EMPLOYMENT; MUST NOT HAVE BEEN CONVICTED BY FINAL JUDGEMENT OF AN OFFENSE OR CRIME INVOLVING MORAL TURPITUDE; MUST BE AT LEAST ONE METER AND FIFTY-SEVEN CENTIMETERS (1.57 M.) VIA RECRUITMENT FOR INITIAL RANK OF JAIL OFFICER I (JO1): - JAIL OFFICER I (JO1) IS THE ENTRY-LEVEL RANK FOR NON-COMMISSIONED OFFICERS IN THE BJMP. - APPLICANTS WITHOUT PRIOR SERVICE OR EXPERIENCE IN JAIL MANAGEMENT CAN JOIN THE BJMP THROUGH THIS RECRUITMENT PROCESS. - ONCE ACCEPTED, RECRUITS UNDERGO TRAINING AT THE BJMP TRAINING INSTITUTE BEFORE OFFICIALLY ASSUMING THE RANK OF JO1. - PROMOTIONS FROM JO1 FOLLOW THE NORMAL PROGRESSION WITHIN THE NON-COMMISSIONED OFFICER RANKS (JO2, JO3, ETC.). 2. VIA LATERAL ENTRY TO THE RANK OF JAIL INSPECTOR OR JAIL SENIOR INSPECTOR: - LATERAL ENTRY ALLOWS INDIVIDUALS WITH SPECIALIZED SKILLS OR QUALIFICATIONS (E.G., LAWYERS, MEDICAL DOCTORS, ENGINEERS, AND OTHER PROFESSIONALS) TO ENTER THE BJMP DIRECTLY AT HIGHER OFFICER RANKS, SUCH AS JAIL INSPECTOR OR JAIL SENIOR INSPECTOR. - LATERAL ENTRY BYPASSES THE NEED TO START AT JO1, AS THESE POSITIONS REQUIRE EXPERTISE THAT BJMP PERSONNEL TYPICALLY DO NOT ACQUIRE THROUGH THE USUAL PROGRESSION. - THIS PATHWAY IS IDEAL FOR PROFESSIONALS WHO WISH TO SERVE IN TECHNICAL OR ADMINISTRATIVE CAPACITIES WITHIN THE BJMP. 3. GRADUATES OF THE PHILIPPINE NATIONAL POLICE ACADEMY (PNPA): - GRADUATES OF THE PNPA (PHILIPPINE NATIONAL POLICE ACADEMY) ARE AUTOMATICALLY COMMISSIONED AS JAIL INSPECTORS UPON GRADUATION IF THEY CHOOSE TO JOIN THE BJMP. - THIS IS A DIRECT ENTRY INTO THE OFFICER CORPS OF THE BJMP, BYPASSING THE NON-COMMISSIONED OFFICER RANKS. - THE PNPA IS A PRESTIGIOUS ACADEMY THAT TRAINS FUTURE LEADERS OF THE COUNTRY’S LAW ENFORCEMENT AND JAIL MANAGEMENT SERVICES, SUCH AS THE PNP, BFP (BUREAU OF FIRE PROTECTION), AND BJMP. THESE PATHWAYS ARE DESIGNED TO ACCOMMODATE VARIOUS BACKGROUNDS, WHETHER APPLICANTS ARE FRESH RECRUITS, SEASONED PROFESSIONALS, OR GRADUATES OF SPECIALIZED ACADEMIES. APPOINTMENT OF RANKS: - NCO (NON-COMMISSIONED OFFICER): APPOINTED BY REGIONAL DIRECTOR (RD) OR CHIEF OF BJMP. ATTRITION SYSTEM FOR THE UNIFORMED PERSONNEL OF THE BFP AND THE BJMP. - THERE SHALL BE ESTABLISHED A SYSTEM OF ATTRITION FOR THE UNIFORMED PERSONNEL OF THE BFP AND THE BJMP WITHIN ONE (1) YEAR FROM THE EFFECTIVTY OF THIS ACT TO BE SUBMITTED BY SAID BUREAUS TO THE DILG FOR APPROVAL. SUCH PERFORMANCE EVALUATION SYSTEM SHALL BE ADMINISTERED IN SUCH A WAY AS TO FOSTER THE IMPROVEMENT OF THE INDIVIDUAL EFFICIENCY AND BEHAVIORAL DISCIPLINE AS WELL AS THE PROMOTION OF ORGANIZATIONAL EFFECTIVENESS AND COMMITMENT TO SERVICE.
