Chapter 1 Introduction to the Course: Republic Act 1425 Brief History Main Proponents Senate Bill No. 438 – introduced by Senator Claro M. Recto on April 3, 1956, and co-authored by Senator Jose P. Laurel. House Bill No. 5561 – introduced by Congressman Jacobo Z. Gonzales on April Brief History The process April 23, 1956 – the deliberation started in the senate. It was immediately opposed by the Catholic hierarchy, it would “defy religious freedom,” “Rizal’s novels especially the Noli Me Tangere would ridicule the Catholic faith and it appeared as Brief History Opposition Groups such as Catholic Action of the Philippines, the Congregation of the Mission, the Knights of Columbus, and the Catholic Teachers Guild organized opposition to the bill (Pangalangan, 2010). Brief History Other Defenders Veteranos de la Revolucion (Spirit of 1896), Alagad ni Rizal, the Freemasons, and the Knights of Rizal. (Pangalangan, 2010). Brief History May 12, 1956 – the bill was approved unanimously Ramon Magsaysay – signed the Rizal Bill on June 12, 1956 Senate Bill No. 438 R.A. No. 1425 Rizal Bill (Rizal Law) House Bill No. 5561 RA 1425 “AN ACT TO INCLUDE IN THE CURRICULA OF ALL PUBLIC AND PRIVATE SCHOOLS COURSES ON THE LIFE WORKS AND WRITINGS OF JOSE RIZAL, PARTICULARLY HIS NOVELS NOLI ME TANGERE AND EL FILIBUSTERISMO, AUTHORIZING THE PRINTING AND DISTRIBUTION THEREOF, AND FOR OTHER PURPOSES” RA 1425 The first section of the law pertains to the mandatory reading of Rizal's novels. The last two sections involve making Rizal's writings accessible to the general public. Goals of Rizal Law To rededicate the lives of youth to the ideals of freedom and nationalism, for which our heroes lived and died. To pay tribute to our national hero for devoting his life and works in shaping the Filipino character. To gain an inspiring source of patriotism through the study of Rizal's life, works, and writings. Importance of Studying Rizal 1. The subject provides insights into how to deal with current problems. 2. It helps us understand ourselves better as Filipinos. 3. It teaches nationalism and patriotism. 4. Provides various essential life lessons. Importance of Studying Rizal 5. It helps in developing logical and critical thinking. 6. Rizal can serve as a worthwhile model and inspiration to Filipinos. 7. The subject can be a source of entertaining narratives. Hero vs. Martyr Hero A prominent or central personage taking an admirable action/event A person of distinguished valor or enterprise in danger or fortitude in suffering A man honored after death by public worship because of his exceptional service to mankind Martyr A person who willingly suffers death rather than renounce his religion A person who is put to death or endures great suffering on behalf of any belief, principle, or cause, and he is a person who undergoes severe or constant suffering. Other laws related to Rizal Law Martyr Memorandum Order No. 247 (1994) – Former President Fidel V.
