CHAPTER 12 : ROLES AND COMPETENCIES OF SCHOOL HEAD By: Gina P. Valdez BSEd Values II Intende d Learnin g At the end of this chapter you should be able to discuss the competencies expected of school head as contained in competency frameworks for Philippines and for Southeast Asia. ROLE – is a functions or part of played by a person or thing in a particular situation. COMPETENCIES – the ability to do something successfully or efficiently. SCHOOL HEAD – is the staff member of the school with the greatest responsibility for the management of the school As stipulated in Chapter 1, Section 5, E of RA 9155, the school head is an ADMINISTRATIVE and INSTRUCTIONAL LEADER. Instructional Leader – he/she supervises instruction. ADMINISTRATIVE LEADER - Concerns of physical improvement and fund sourcing. COMPETENCIES FOR SCHOOL HEAD : THE NCBSSH What is NCBS- SH? DepEd Order No. 32, s. 2010 defines it - As a list of competency standards which can be used as basis for the school heads’ decision making, actions and performances of their function. - Is used as basis for the preparation of the comprehensive training and development based on expected tasks that will be utilized to deliver training programs to ensure efficiency, effectiveness, and excellence of the school heads’ job performance. GUIDING PRINCIPLE IN FRAMING NCBS-SH 1. FUNCTION BASED – the competencies are based on school head function as stated in RA 9155, related laws and DepEd policies. 2. RESPONSIVE – competencies are applicable in any range of context: big or small school, city or rural school, culturally divergent groups. 3. IMPARTIAL – these are applicable to any school head regardless of position item, gender, age, experience, and other personal circumstances. 4. COHERENT – these are clear and logical. 5. VALID – all performance indicators are research and experienced-based. CORE PRINCIPLE School heads are competent, committed and accountable in providing access to quality and relevant education for all through transformational leaders and high degree professionalism. 7 Domain of Core Principles Domain 1: SCHOOL LEADERSHIP Developing and communicating visions, missions, goals, and objectives (VGMO) Data-based strategic planning Problem-solving Building high performance teams Coordinating with others Leading and managing change Domain 2: INSTRUCTIONAL LEADERSHIP Assessment for learning Developing programs and/or adapting existing programs Implementing programs for instructional improvement Instructional supervision Domain 3: CREATING A STUDENT CENTERED LEARNING CLIMATE Setting high social and academic expectations Creating school environments focused on the needs of the learner Domain 4: HR MANAGEMENT AND PROFESSIONAL DEVELOPMENT Creating a professional learning community Recruiting and hiring Managing performance of teachers and staff Domain 5: PARENT INVOLVEMENT AND COMMUNITY PARTNERSHIP Parental involvement External community partnership Domain 6: SCHOOL MANAGEMRNT AND OPERATIONS Managing school operations Fiscal management Use of technology in the management of operations Domain 7: PERSONAL AND PROFESSIONAL ATTRIBUTES AND INTERPERSONAL EFFECTIVENESS Professionalism Communication Interpersonal sensitivity Fairness, honesty, & integrity COMPETENCY FRAMEWORK FOR SOUTHEAST ASIAN SCHOOL HEADS, 2014 Edition - As a member of the Associations Of Southeast Asian Nations (ASEAN), let’s also take a look for competencies for Southeast Asia. 5 COMPETENCY DOMAIN Strategic thinking and innovation Managerial leadership Instructional leadership Personal excellence Stakeholder engagement 2 DOMAINS OF STAKEHOLDER ENGAGEMENT 1.
