# Houston Police Academy - Cadet Code of Conduct and Standards ## Preface - The Academy functions on the premise that each cadet is a mature and responsible individual - Each cadet has chosen police work as a profession, and has the personal desire to succeed. - The Academy is run much like an educational institution in order to present the necessary information - The environment is para-military in order to instill the discipline necessary to be successful in a police career. - You will be fully aware of the Academy's standards and expectations through this manual. - The Academy's staff is available to assist and counsel you, but it is your responsibility to meet the requirements for graduation. - The requirements include academic requirements, firearms qualification, driver's training, physical training, and defensive tactics. - Failure to meet the requirements will result in a recommendation for termination. ## One Significant Difference - The Academy and other institutions of learning is that you will be receiving compensation while attending. - The Department expects you to embrace this training seriously. - No segment is to be perceived as elective in nature. - Furthermore, you are expected to be attentive to your duties at all times and perform any assignments given to you. ## We Have Designed The Training - The training at the Academy to correspond as closely as possible to the situations you will encounter in a field assignment. - It is impossible to duplicate the exact conditions because of functional differences. - Fundamentals are similar such as uniform regulations, physical appearance requirements and administrative standards. - An atmosphere that allows for individualism while emphasizing the necessary conformity to accomplish the police mission. ## Commander's Message ### Hello Cadet Class 270! - Congratulations on making it through our intensive, lengthy, and rigorous recruiting process. - The Recruiting Division works very hard to put the best recruit in every seat. - The fact that you made it through is a tremendous accomplishment that should be applauded. - The next six months will challenge each of you in different ways. - For some of you, our program will be academically demanding. - For others, it will be physically intense. - Some of you will find this experience to be invigorating and you will thrive! - Ultimately, you will all be facing these challenges together, for six months. ### Three Keys To Success - Maintain your integrity. This seems obvious but from time to time, we lose a few cadets prematurely due to integrity issues. You are entering a profession that expects and depends on you to do the right thing even when no one is watching. - Be self-disciplined. We are prepared to encourage and motivate you to stay focused, but it is always best for you to manage yourself accordingly. Stay focused and follow the rules outlined in the Cadet Code of Conduct. Our guidelines have been implemented to help you succeed, so follow them. - Maintain a tremendous work ethic. Be prepared every day and give every task and assignment your best effort. You can and will succeed through hard work. This cadet code of conduct is designed to help you understand what is expected of you and how to achieve your goals. ## Each Of You Entered The Academy - As individuals, mostly if not all strangers. - Over the next six months, you will become friends and family. - You will create your own identity as a cadet class and future HPD officers. - Support, encourage and challenge one another. - Our training program is intensive; but the Cadet Training Unit and everyone at the Training Division is here to help you succeed. - Let us know what we can do to help you individually and collectively. - Your time at the Academy will provide opportunities to create life-long memories and friendships. - Enjoy, have fun, and take pictures. - You will fondly reminisce on your time as a cadet as you progress throughout your careers. - You will also be surprised to see how you and your classmates used to look 20 years from now. - Congratulations, good luck, and much success on your journey to becoming HPD police officers! ## Commander Hector Garcia ### Cadet Class #161 # Section 1: Uniform Regulations - This section establishes specific regulations for the wearing of uniforms and related equipment. - Cadets shall only wear those uniform items officially sanctioned by the Training Academy. - Cadets shall only wear the uniform during normal duty hours or while performing functions directly associated with training activities unless otherwise specified herein. - Cadets will not wear the Official Uniform shirt, jacket, raincoat or Sam Browne during their commute to or from the Academy. - Cadets will bring all equipment to the Academy each day. ## 1.1 Official Uniform and Equipment ### 1.1.1 (A) Issuance of Uniform Items - Each cadet will initially be issued the following uniform articles by the department: - Trousers/Belt - Coat - Rain gear - Uniform Hat & Cover - Sam Browne - Clip-on tie - Patches - Name tag - Insignia (HPDs) ### 1.1.2 (A) Provision of Uniform Items By Cadet - Each cadet will be responsible for providing the following articles: - Footwear - Uniform Shirts - Appropriate Underclothing - Gym Attire - Shirt Keepers ### 1.1.3 (A) Headgear - The official uniform headgear for cadets will be the department-issued military style hat without the department shield. - The visor of the hat will be kept shined and free of dust. - The fabric cover will be kept clean and free of lint. - A plastic rain cover will be issued by the department and should be utilized to protect the hat from inclement weather. - The headgear shall be worn level on the head with no tilt to either side. - When indoors and/or not being worn, the headgear be carried visor forward, in the bend of the elbow of the cadet's weak hand. - The headgear will be stored in the cadet's locker during classroom activities. ### 1.1.4 (A) Shirts - The official uniform shirt will be worn in accordance with the following policy: - The official uniform shirt will be a white, long-sleeved, military style shirt with flap pockets and epaulets. - Sleeves will be buttoned at all times and not rolled up unless otherwise approved by academy staff or a classroom instructor. - The uniform shirt is worn, it will be worn neatly without excessive blousing. - The sleeves will reach the wrist where it meets the hand, and the shirt will be tapered to fit properly. - The uniform will be kept clean, neatly pressed and in good repair. - It shall bear all insignia attached in the manner prescribed herein and will always be neatly tucked inside the trousers with no overhang. - At the end of the training day and prior to leaving the H.P.D academy, cadets will return to their vehicles and remove their uniform shirts. - Uniform shirts, jackets and anything identifying the cadet as an H.P.D employee will be placed inside the cadet's vehicle and kept out of view from the public. ### 1.1.5 (A) Underclothing - T-shirts will be white V-neck style with no insignias. - They will be worn under the uniform shirt and will not be visible. - Shirt keepers (Sock Suspenders) will be required while in cadet uniform. ### 1.1.6 (Α) Tie - The uniform tie is part of the daily cadet uniform. - When worn, it shall be properly attached to the uniform shirt in the generally accepted fashion with no jewelry affixed to it and will not be tucked inside the shirt or pants. - The tie will be worn with the official uniform, regardless of duty status, both on and off of Academy grounds. - Exceptions are limited to those activities specifically authorized such as field problems, "Redman", and other specified training or when authorized by the Cadet Training Unit. ### 1.1.7 (A) Trousers/Belt - The official uniform trousers will be kept dry cleaned only, neatly pressed and in good repair. - They will be tailored, at cadet expense, with a plain bottom leg and hemmed to the proper length. - Trouser length should not be hemmed above the top of the back of the shoe. - Trouser legs will not be tapered. - There will be nothing placed into the cargo pockets of the Trouser Pants at any time, and the issued dress belt will be worn at all times. ### 1.1.8 (A) Footwear - The official uniform footwear shall be either Bates 8" Delta Side Zip Boots; Bates 8" GX Gore-Tex; Bates 8" Ultra Lite; Original SWAT 8" Tactical Performance Work Hawk 8"; Thorogood 8" VGS; Original SWAT Force 8" (including the Side-Zip and Waterproof models); 5.11 ATAC 8” Shield; 5.11 ATAC 2.0 8" Storm; 5.11 ATAC 2.0 8" Side Zip; and/or Smith & Wesson Breach 2.0 8" Side-Zip. - They must be black in color, with no ornamentation, decorative stitching, or perforation. - Footwear will be kept clean, polished and in good repair. - Socks will be black or dark blue in color with no ornamentation and will be in good repair. ### 1.1.9 (A) Insignia - The HPD collar emblems issued by the department will be worn affixed to the uniform shirt collars, with the leading edge of the emblem one inch from the collar's edge and one-half inch from the collar's outside edge. ### 1.1.10 (A) Nametag - The nametag issued by the department will be worn affixed to the front of the uniform shirt, immediately above the right shirt pocket flap, centered over that flap. ### 1.1.11 (A) Shirt Patches - The shirt patches issued by the department will be worn on the uniform shirt, sewn to the upper part of both sleeves. - The top of each patch shall be sewn one-quarter inch below the shoulder seam and be centered laterally. ### 1.1.12 (A) Rain Gear - During periods of inclement weather, cadets may wear the department issued rain gear for their own comfort and to avoid unnecessary damage to the regular uniform. - Rain gear should not be worn as a replacement for more appropriate department issued outerwear when the weather is cool but is not raining. - Any clothing with H.P.D insignias will be kept out of view from the public while being transported in personal vehicles. ### 1.1.13 (A) Cold-Weather Gear - During periods of cold or cool weather, cadets may only wear their department issued coat on Academy grounds. - Academy issued cold weather gear will not be worn off of Academy grounds. - No other coats or jackets other than department issued are to be worn on the grounds. - Any clothing with H.P.D insignias will be kept out of view from the public while being transported in personal vehicles. ## 1.2 (A) Uniform And Equipment Maintenance - Cadets shall be responsible for keeping all uniform articles clean and in good repair. - Once issued, any item will be governed by the regulations contained in this manual. ### Lost, Stolen Or Damaged Items - If any issued item is lost, stolen or damaged, it is the cadet's responsibility to immediately notify the Training Division Commander in writing. - Department policy controls and will be followed according to the value of the lost, stolen, or damaged item. - If it is determined that the loss, theft or damage is the result of the cadet's negligence, then the cadet may be subject to discipline or restitution or, if appropriate, the cadet may be given the opportunity to offer reimbursement. ### Style And Manner - The style and manner in which any uniform or equipment item is worn, carried, and/or used shall be as it is designated in this manual. - Cadets will not display any items in their vehicles which identify them as being part of the Houston Police Department (i.e. raincoat, coat, etc.). ## 1.2.1 (A) Line Inspections - The Training Staff will conduct line inspections to evaluate compliance with uniform and equipment regulations. - Such inspections will be held at any time designated by the Training Staff. - Cadets will have all equipment, excluding firearms, available daily throughout the cadet training schedule. - Cadets found to be in violation of regulations will be cited and are expected to correct any deficiencies at the earliest possible time. - The Training Staff will determine the amount of time needed to correct the deficiency. - It should be understood that failure to make the necessary correction(s) in the allotted time may lead to further disciplinary action. # 1.3 (A-D) Accessory Equipment - Accessory equipment issued by the department for cadets includes the Sam Browne belt, holster, handcuff case, body armor, whistle, radio, radio charger, two radio batteries, radio mic, radio earpiece, portable radio holder, Conducted Energy Device (CED), ammunition case, body worn camera mounting plate, and police baton. ### Expandable Batons - The wearing of expandable batons will only be permitted after passing the certification course and only if all cadets in the class carry one. - Cadets are responsible for purchasing handcuffs, handguns and flashlights. - All accessory equipment will be kept in good repair and worn in a manner that presents a professional appearance. - No unauthorized items, such as key chains, shall be worn on or affixed to the holster belt assembly. - The wearing of this equipment off-campus is prohibited unless authorized by the Academy staff. ### Safe Location - All equipment will be kept in a locked or safe location when not in use by Police Trainee. - Handguns and Tasers will never be kept unsecured on or off property. # Section 2: Personal Appearance - This section establishes standards governing the maintenance of a professional image by all cadets. ## 2.1 (A) Hair Standards - Cadets' hair will be neat, clean, trimmed and present a groomed appearance. - When in uniform, all cadets will comply with the hair regulations set forth in the Cadet Code of Conduct manual. - The hair of all cadets will not be worn in a manner that interferes with the proper wearing of the headgear. ### Unusual Styles - Hair is not to be worn in unusual ways as to detract from the professional appearance of the uniform. - Unusual styles include but are not limited to abnormal coloring or multi-coloring or carvings, etc. ### Approval - The Cadet Training Staff has authority to approve haircuts and hairstyles that vary from a military style on a case-by-case basis. - At the discretion of the Cadet Training Staff, cadets may be ordered to change their hair styles or haircuts. ## 2.1.1 (A) Male Cadets - Hair on the sides of the head will be a zero clipper size. - Hair shall not have a blocked or a bowl style appearance. - The male cadet will have a high fade and the top cut no more than a #2 clipper size. - The hair will not be worn spiky and must present a conservative, professional appearance. - Sideburns are not allowed. - No coloring of hair is allowed. - Fingernails shall be clean and neatly trimmed and shall not extend more than a quarter of an inch beyond the fingertip. ## 2.1.2 (A) Female Cadets - The hair will be worn in a bun in such a manner that the hair does not touch the collar while the head is held in a normal and upright position. - If the hair cannot be properly secured, it will be cut in a fashion that the hair does not touch the back of the collar when the head is in a normal and upright position. - Hair on the front of the head (bangs) will not extend below the middle of the forehead. - Hair on the sides will extend no lower than the top of the earlobes. - The hair will be pulled back over the ear and not present a bunched or flared appearance at the back, side or top of the head whether the headgear is worn or not. - No fabric bows or bands of any kind will be worn while in uniform. - Barrettes, hair ties, and bobby pins that are worn will be black, brown, or match hair color only, and will be kept to a minimum size with no ornamentation. ### Physical Activity - Cadets will spend many hours performing physical activity such as calisthenics, grappling, and running in hot, cold, and wet weather environments. - Additionally, the academy schedule is rigorous and quick-paced so that cadets can receive the maximum amount of training in the time allotted. - Small to Medium sized braids will be allowed but will adhere to the standards referenced above. - Wigs, weaves or hairpieces must conform to the standards for natural hair described within this section. - Additionally, in order to achieve uniformity and discipline within the cadet class, cadets shall not have highlights and shall maintain one hair color throughout the duration of the academy. ## 2.2 (A) Facial Hair - Cadets will not have facial hair and their face will be clean-shaven, with a razor, every morning prior to shift beginning. - A cadet who believes that for religious reasons they should be allowed to deviate from this grooming standard, may request an accommodation from the Chief of Police prior to starting the academy. - Skin conditions will be addressed on an individual basis. ## 2.3 (A) Makeup - Cadets will not wear blush, lipstick, eye shadow, mascara or facial makeup of any kind. - This includes any fake eyelashes and/or extensions. - A clear lip balm may be used on the lips to provide protection against chapped lips. - Only clear polish may be worn on fingernails. - Fingernails shall be natural, clean and neatly trimmed and shall not extend more than a quarter of an inch beyond the fingertip. ## 2.4 (A) Personal Hygiene - Cadets will exhibit good personal hygiene and cleanliness on a daily basis. - Fingernails will be clean and neatly trimmed at all times. - Showering after PT is mandatory for good personal hygiene. ## 2.5 (A) Jewelry And Eyewear - No personal jewelry may be worn other than one wedding band, conservative in appearance. - Cadets may not wear any earrings. - No earrings, studs or any other type of body jewelry or piercing will be worn in any pierced areas while attending the Training Academy. - Eyewear (including prescription and any sunglasses) will be conservative in appearance. - Transitional lenses are permitted. ## 2.6 (A) Tattoos - Tattoos may be visible while in official uniform, but at no time, while on-duty or representing the department in any official capacity, shall any offensive tattoo or body art be visible. - Examples of offensive tattoos would include, but not be limited to, those that depict racial, sexual, discriminatory, gang-related, or obscene language. - No tattoos above the collar will be allowed. - No gauges or facial piercings are allowed. ## 2.7 (A) Watches - All cadets are required to wear a watch in the performance of their duties. - The watch shall be black or silver in color (including band) and no watch should distract from a professional appearance. - Analog or digital watches are acceptable but smart watches are NOT acceptable. # Section 3: Administrative Procedures - This section establishes the personnel management standards applicable to the professional requirements of the Houston Police Academy. ## 3.1 Emergency Evacuation Procedures - In case of emergency in the academic building, all cadets will evacuate the building by going down the nearest staircase and exiting the nearest doors. - Cadets will form up at the far east end of the parking lot next to the High Speed Driving Track. - All squad leaders will account for their squads and report to the class leader. ### Fire - In the event of a fire, a loud buzzing noise will be heard and the alarm beacons throughout the building will begin to flash indicating a possible danger. - If a Cadet Training Staff member fails to notify you and the alarm is heard, immediately send the class runner to the office area to notify the staff. - If no one is in the office area and the alarms continue to sound and flash, follow the evacuation procedures above and a staff member will meet you at the designated area next to the High Speed Driving Track. ### Emergency - In the event of any other emergency, a Cadet Training or Academy Staff member will notify you or if something happens inside the classroom, send the runner to immediately notify the staff. ## 3.2 Chain of Command - "Chain of Command" refers to the direct line of supervisory authority, extending from the cadet up to the Chief of Police. - A cadet's first level of supervision is the police officers assigned to the Training Staff. - The next level is the Cadet Training Unit Sergeant and then the Cadet Training Lieutenant. - The final level of command authority at the Academy is the Training Division Commander. - Cadets will adhere to and operate within the chain of command and must be able to justify any failure to do so. ## 3.2 Immediate Notification - These rules specify that certain issues and incidents require the cadet to immediately contact the Cadet Training Staff. - "Immediately" means that notification must be made just after the incident or issue has concluded or, when involved in a police scene, notification must be made as soon as possible, including while the police are still on the scene. ### Examples of Notification - If a cadet receives a citation following a traffic stop, then the cadet must make the notification as soon as the traffic stop has concluded. - If a cadet is interviewed by the police either as a reportee, complainant, witness, or suspect. - The cadet must make notification while the police are on the scene, if possible, and if it can be done safely. - If it is not possible to make notification while police are on the scene, then the cadet must make the notification as soon as the police clear the scene where the cadet is present. ### On Duty Notification - While on-duty, notification is accomplished when the cadet has spoken verbally with a member of the Cadet Training Staff. - While off-duty, notification means the cadet has called and spoken personally by calling the Cadet Training On-Call Duty Officer at 346-397-2179. - DO NOT text unless instructed to do so. - You must call! ## 3.3 Cadet Leadership - Cadet class leadership exists to help carry out the mission of the Houston Police Academy through facilitating communication and instructions from Cadet Training Staff and other instructors to the cadet class. - Cadet leadership should motivate and encourage fellow class members in their completion of cadet tasks and responsibilities. - The class leaders are peers with the other cadets and, for that reason, class leadership is prohibited from disciplining a fellow cadet. - Any potential misconduct issues, allegations, or behavior issues regarding cadets shall be forwarded to the Cadet Training Staff. ### Class Leader - Each cadet class will have one (1) Class Leader. - The Class Leader motivates the class towards excellence which includes adherence to the Cadet Code of Conduct and following all instruction given by the Cadet Training Staff. - The Class Leader's duties include communicating instructions given by the Cadet Training Staff such as reporting times and proper uniform of the day, reporting code violations to the Cadet Training Staff, and any other duties or assignments required by Training Division personnel. ### Squad Leaders - Typically each cadet class will have four (4) Squad Leaders. - The Squad Leaders motivate their respective squad towards excellence through adherence to the Cadet Code of Conduct and by following all instruction communicated by the Cadet Training Staff through the Class Leader. - Squad leaders should act as mentors and helpers as a peer within the class. - Squad leaders will not act in a supervisory capacity with fellow cadets. ### Cadence Caller - The Cadence Caller will call cadence for cadets at roll calls and other official department functions. - The Cadence Caller should motivate the class with cadences that contain appropriate material. - In keeping with a class leadership position that reflects upon the class as a whole, the Cadence Caller should at all times display professionalism in his/her uniform and demeanor. ### Guidon Bearer - The Guidon Bearer will be responsible for carrying the cadet class' guidon during roll call and other department functions. - Since this position holds a visible symbol of the class, the Guidon Bearer should at all times display professionalism in his/her uniform and demeanor. ### Runner - The Runner is a rotating position responsible for reporting to the Cadet Training Office during breaks to check for messages that need to be relayed back to the class or to a specific cadet or cadets, as instructed. - The Runner should faithfully and completely relay any message and should not change or distort any message. - When not checking for messages, the Runner should stand post at the entrance to the classroom and should inform the class when an instructor is approaching. ### Class President - In conjunction with the Class Leader, the Class President is responsible for overseeing the well-being of the class. - The Class President has the privilege of giving the graduation speech at the cadet class graduation. - The position will also work with the other class officers to ensure purchase and execution of the class flag, plaque, and final luncheon. ### Vice President - The Vice President supports the function of the Class President and other class leadership in overseeing the well-being of the class. - The Vice President helps to coordinate the purchase of the class flag, plaque, and final luncheon. ### Secretary - The Secretary is responsible for assisting the President and Vice President, particularly with administrative matters. - The Secretary oversees and helps to facilitate the proper drafting of cadet overtime forms. - The Secretary assists the treasurer with finding a vendor for the class ball caps, class flag, and the class plaque. ### Treasurer - The Treasurer is responsible for any monies collected from class members in order to purchase items such as class ball caps, class flag, and the class plaque. - The Treasurer should keep an account of all monies collected and disbursed and the account shall be available, upon request, to the class officers and the Cadet Training Staff. ### All class leadership positions - Serve at the discretion of the Cadet Training staff. - These positions are privileges. - If a class leader or any other elected positions violates the Cadet Code of Conduct or is placed on academic probation, then the cadet may be removed from his/her position. - Thereafter, the cadet may not hold any other class leadership position except at the discretion of the Cadet Training Sergeant. # 3.4 (A-D) Adherence To Departmental Rules And Cadet Code Of Conduct - Cadets shall abide by all the established rules and orders of the Houston Police Department and the Cadet Code of Conduct. - Any violations may subject the cadet to disciplinary action. # 3.5 (A-D) Insubordination - Cadets shall promptly obey all lawful orders and directions given by superiors. - Superiors include but are not limited to the Cadet Training Staff, all classified and civilian personnel assigned to the Training Division, any instructor participating in cadet training, and any other HPD classified or civilian supervisor. - The failure or deliberate refusal of a cadet to obey such orders shall be deemed insubordination and is prohibited. - Flouting the authority of a superior by displaying obvious disrespect or by disputing orders shall likewise be deemed insubordination. # 3.6 (A-B) Respecting Class Leadership - Cadets shall follow the instructions given by the Class Leader. - The failure or deliberate refusal of a cadet to follow such instructions shall be deemed a lack of respect for the Class Leader and is prohibited. - Depending on the circumstance, it may be considered insubordination to a superior under 3.4 if the instruction or order was initiated by a superior and conveyed to the Class Leader for distribution to the class. # 3.7 (B-D) Obedience To Unlawful Orders - A cadet will not be required to obey an order that is contrary to any law or ordinance. - If a cadet receives an unlawful order, it shall be reported immediately to the Cadet Training Staff. - The cadet will follow up the report in writing to the Commander of the Training Division through the chain of command. # 3.8 (B) Conflict Of Orders - If a cadet receives an order that conflicts with one previously given, the cadet shall respectfully inform the person issuing the second order. - If the person giving the second order does not change the order in a way that eliminates the conflict, the second order shall stand and will be the responsibility of the person issuing the order. - If so directed, the cadet shall obey the second order first. - No cadet should seek to have an order countermanded unless it is absolutely necessary. # 3.9 (A-D) Obedience To Laws - Cadets shall abide by the laws of the United States, the State of Texas, the ordinances of the city of Houston, and the laws or ordinances of any other state or locale in which they are present. - Any cadet who is detained, questioned, cited or arrested for a violation of any law (including traffic violations) will identify himself or herself as a Houston Police Cadet and present their police identification to the officer or law enforcement official detaining them. - Any cadet who is detained, questioned, cited, or arrested for a violation of any law (including traffic violations and traffic warnings) will report this immediately to the Cadet Training Staff, and may be subject to disciplinary action. # 3.10 (B-D) Reporting Crashes, Traffic Citations Or Involvement In Police Investigations - Cadets shall immediately notify a Training Staff member of any on-duty traffic crash in which they are involved. - This includes a crash while operating a departmental vehicle or personal vehicle. ### Off-Duty Crashes - Off duty crashes shall be reported before roll call of the next working day unless the crash occurs while the cadet is en route to report for the start of duty. - When applicable under state law, a Motor Vehicle Crash Report shall be generated by contacting the local law enforcement authority under whose jurisdiction the crash took place. - Cadets involved in a crash must be prepared to report the date, time and location of the crash so that a copy of the report can be accessed. ### Citations - Cadets shall immediately report any citations received, including parking tickets and camera issued red-light or speeding citations. ### Incidents - Cadets shall immediately report all incidents in which they are involved where the cadet is a reportee, complainant, witness, or suspect. - Additionally, on the next business day, cadets shall notify the Commander of the Training Division in writing, through the chain of command, concerning the incident. ### Violations - Any violation of this regulation may result in disciplinary action up to and including recommendation for termination. # 3.11 (A) Reporting Injuries - Any cadet who is injured while performing assigned duties must immediately report to a Training Staff member where the injury occurred. - In addition, the cadet is responsible for reporting the injury to a staff member assigned to the Cadet Training Section. - The cadet should promptly request a Physician's Report form from the Training Staff member. - This includes a possible injury that may not be immediately obvious. ### Personal Time Injuries - All cadets shall also report or arrange for notification of any injury likely to interfere with their academy duties, which occurs on their personal time. - This is to be done at the earliest possible time when Training Staff members are available. # 3.12 (A-D) Reporting Injuries Inflicted On Another Person - Cadets shall immediately report to a Training Staff member any injury they cause to another person while performing their duties. - This applies no matter how minor or insignificant the appearance of the injury. # 3. 13 (A-D) Reporting Damages To Property - Cadets shall immediately report to a Training Staff member any damage they cause to the property of another that resulted from the performance of their duties. - This applies no matter how minor or insignificant the damage may appear to be. # 3.14 (A-D) On-Duty Procedures And Etiquette - Cadets will not exhibit any public display of affection, while in a cadet uniform, on or away from the training facility. - Cadets will be given assigned seating and will not change without authorization from the Training Staff. - Periodic rotations will occur at the discretion of the Training Staff in order to encourage socialization among all cadets. ### Daily Class Schedule - Cadets will stay aware of the daily class schedule. - Cadets will be prepared with all class materials, general and class specific, necessary to facilitate learning. - Prior to an instructor entering a classroom, all cadets will be present and standing at attention next to their assigned seat and all conversation shall cease. - Cadets shall remain silent and standing until the instructor enters the room and allows them to take their seats. - While seated in the classroom, cadets will maintain an appropriate upright posture. ### Respectful And Courteous - Cadets shall be respectful and courteous to all instructors. - During the lecture or any associated activity, all cadets will be attentive to the instruction being presented. - Side comments or conversations are discourteous and will not be tolerated. ### Initiating Questions - Should a cadet need to initiate a question, recognition will be sought by raising a hand sufficiently high that the instructor can readily see it. - The cadet will patiently wait to be recognized by the instructor. ### Announcements - When recognized, the cadet will stand, clearly announce, “CADET (LAST NAME)", and concisely state the question so that the instructor and other cadets can hear and comprehend the question without it being repeated. ### Breaks - Breaks and their duration will be at the discretion of the current instructor or the training staff. - During rest periods, cadets will not congregate near staircases or any entrance/exit to buildings or rooms. - Cadets will not congregate in hallways, except near the telephones on the first floor of the Academic building. ### Food And Beverages - Consumption of food and beverages is prohibited in the classrooms or storage areas, except when permitted by the Training Staff. - Any such items requiring temporary storage are to be placed in the cadet's assigned locker. ### Examinations And Certification Testing - In preparation for examinations and certification testing, cadets are required to take thorough notes in accordance with each instructor's presentation. - All instruction and instructional materials are subject to testing. - The tape recording of lectures is prohibited. ### Classroom Materials - Only authorized materials will be brought into the classroom including notebooks, writing implements and books or literature related to the current course of instruction. - Other items, including headgear, shall be stored in lockers or in the classroom storage area. ### Meal Period - If a class is to be dismissed for the meal period or at the end of the day, the class liaison will first contact a Training Staff member to see if there are any messages or other assignments before the class is officially released. ### Staff Members - Cadets are encouraged to approach staff members for assistance or about other matters of concern. - However, this should be confined to times when no class or other training activity is in session. - While outside, cadets SHALL double time (run) unless in the parking lot. - There will be no personal deliveries to the academy unless authorized by a Cadet Training Staff member. # 3.15 (A-D) Attendance Standards - Cadets are expected to attend all classes in their entirety and fully participate in all training related activities specified in the curriculum. - Only legitimate absences from any part of a training function, as approved by the Training Staff, will be approved. - Emergency Leave, Death in Family and Military Orders are all considered legitimate absences; however the cadet must first get approval from a Cadet Training Sergeant before taking any leave. - Absences not deemed legitimate by the Training Staff will be documented and considered as misconduct, thereby subjecting the cadet to disciplinary action and be carried as absent without pay with a corresponding reduction in the cadet's compensation. - In addition, any requests to be absent from training will only be considered in circumstances involving emergencies or extenuating circumstances, as determined by a Cadet Training Unit supervisor. - If it is discovered that the cadet making such a request has done so under false pretenses, the cadet will be considered untruthful and recommended for termination. ### Excessive Absences - If at any point in the academy training a cadet accumulates a significant number of absences, legitimate or not, a formal review of the individual's situation will be undertaken by the Academy Administration. - A cadet that misses more than a total of forty (40) hours during the Academy will automatically be reviewed. - If it is the conclusion of the Academy Administration that the cadet in question has missed an unacceptable amount of scheduled instruction such that the cadet's ability to properly perform in the Field Training Program or the ability to obtain a license from the Texas Commission on Law Enforcement (TCOLE) may be jeopardized, appropriate action will be taken by the Academy Staff, up to and including termination or
