# HISTORY OF INS HAMLA ## 1 Amalgamation of HMIS Hamlawar and HMIS Marve - Originally, HMIS Hamla was a combined Operations Base at Malir, at Karachi and at Versova in Mumbai known as Hamla I and Hamla II, respectively. - Both these bases were amalgamated with HMIS Hamlawar. - During the Second World War, the present site of INS Hamla was a part of the network of the Combined Operations Training Centers around Bombay. - The Landing Craft Wing commissioned on 06 May 1943 was named HMIS Hamlawar meaning "One who Attacks". - This centre was subsequently split into the Indian and British wings, the former retaining the original name and the latter adopting HMIS Marve. - On 15 Jan 1946, the RN Base at Marve and the craft stationed there were taken over by the Royal Indian Navy and Hamlawar, Hamla I and Hamla II were also amalgamated with it and the entire establishment was renamed as HMIS Hamla. - Soon after the partition of India in 1947, the Boys Training establishment was accommodated at HMIS Hamla for a short duration. - Thereafter, the establishment lapsed into inactivity for over seven years, during which period it remained merely a maintenance and disposal base for the landing craft and other equipment, left behind by the British Forces in 1946. - After Independence, the unit was re-commissioned as INS Hamla on 06 Jan 1954, the name meaning 'Attack' is in keeping with the best traditions of a Fighting Force where the best form of defence is offence i.e. attack. ## 2 Old Training Pattern - Prior to the Second World War the Supply & Secretariat Branch did not exist except that there were a few warrant writer Officers and ratings. - Recruitment to the Navy as Cooks and Stewards was done on the basis of their past experience. - No formal training was imparted to any of these personnel. - To cater to the rapid expansion of the Navy during the war a training center was opened at the Indian Naval Depot in 1941 for training writer sailors. - It was later shifted to the Fort Barracks in 1943 to facilitate training of Supply Officers and Stewards as well. - In 1945, the school once again moved to HMIS Akbar (Kolshet), where the Cookery School had earlier been shifted. ## 3 Combination of Supply & Secretariat & Domestics Branches - With the closing down of HMIS Akbar in 1947, the Supply & Secretariat and Cookery Schools were shifted to Cochin, where they formed part of INS Venduruthy, the combined training establishment of the Navy. - It was here that all the training sections of the Supply & Secretariat and Domestic Branches were combined for the first time and placed under the charge of a Supply Officer. - The natural aspiration of the Supply & Secretariat Branch of having an establishment of its own and commanded by a Supply Officer materialised when the S & S School was shifted from Cochin to its present site in November 1953 and recommissioned as INS Hamla under the Command of Commander (S) on 06 Jan 54. - The first Commanding Officer was Commander TR Singh. - Commensurate with the increasing size and importance of the establishment; the rank of the Commanding Officer was upgraded to Captain on 26 Dec 57. ## 4 Supply & Secretariat Advanced Course - On recommissioning, an added assignment of conducting the Supply & Secretariat Advanced Courses (SSAC) for which Officers till then were being deputed to the United Kingdom, was taken over by INS Hamla and the first SSAC commenced in Jun 54. - Basic & Divisional Training During Oct 59, the establishment was assigned the task of imparting B & D training to the sailors of Writers, Stores, Medical Assistants, Stewards, Cooks and Topass branches which till then was being done at INS Venduruthy. - The B & D training in this establishment continued till Jun 74. ## 5 Amalgamation of Supply & Secretariat Branch with the Executive Branch - The merger of the Supply & Secretariat Branch with the executive branch on 07 Jan 78 had been an important landmark in the history of INS Hamla. - It marked the termination of the Sub Lieutenant (S) professional and Supply and Secretariat Advanced Courses conducted earlier and commencement of the six weeks course on Administration & Logistics for the Sub Lieutenants of the Executive branch to equip them to carry out the duties on board ships which were earlier the responsibility of the officers of the Supply & Secretariat branch. - The merger had also resulted in added responsibilities for the SD List Officers and the Senior Sailors of the erstwhile S&S branch and every effort was made to ensure that they were adequately trained at Hamla to shoulder the increased responsibilities ## 6 Shifting of INPT School from INS Angre to INS Hamla - During late 70's, it was felt that the infrastructure and the facilities available in Angre for the INPT School were inadequate to meet the training requirements. - Based on a decision taken by Naval Headquarters the INPT School was shifted to INS Hamla on 15 Apr 80. - This school functioned here till Sep 89 when it was shifted to INS Venduruthy. ## 7 Staff & Management Course for SD List Officers - A review of the career pattern of special duties list Officers revealed that after their post promotion course they were not given any update throughout their career. - With this mind, it was proposed to conduct a Mid-Level Staff & Management Course for SD List Officers with about 8 to 10 years commissioned service. - First such Staff & Management course of 12 weeks' duration commenced on 04 Aug 80 at Hamla. ## 8 Introduction of Long Logistics & Management Course - Consequent upon the merger of the supply & secretariat branch with the Executive branch and discontinuance of SLt (S&S) and Supply & Secretarial Advanced course (SSAC). - Need was felt to have specially trained group of officers to carry out Logistics & Administrative Management functions of middle and higher level. - It was therefore decided to conduct a specialised course at par with the other Executive specialised like ND, ASW, Communication, Gunnery etc. - The first Long Logistics Management Course of 47 weeks duration was inaugurated by the Vice Admiral MP Awati PVSM, VrC, Flag Officer Commanding-in-Chief, Western Naval Command, Mumbai on 07 Sep 81. - The average strength of this course has been 10 to 12 participants including Coast Guard and Foreign Naval Officers. ## 9 Mid-Level Courses for Commanding Officers/Executive Officers - The year 1987 also heralded the commencement of short course for various Management, Discipline for Commanding Officers and Executive Officers (Designate) and also Mid-Career course for Electrical and Engineering officers in Management with special emphasis on management of civilian personnel. - In all 7 Commanding Officers/Executive Officer (Designate) courses were conducted. - Even though the MLOC for technical officers are still continuing, Commanding Officer/Executive Officer courses have been discontinued. ## 10 Formation of Logistics Cadre & commencement of Abridged Logistics Cadre Course - A landmark in the history of Hamla has been the formation of the Logistics Cadre on 14 Aug 89. - Consequent to this, it was decided to induct officers laterally from other branches into the Logistics Cadre. - This resulted in the need to train the lateral inductees in Logistics functions. - An abridge Logistics Cadre course of 19 weeks' duration was introduced and the first such course commenced on 18 Dec 89. - Another important fall out of the formation of the Logistics Cadre has been the commencement of SLt Log Course of 30 weeks' duration, meant for Officers opting for Logistics Cadre during their midshipmen time. - The first such course commenced on Jan 92. ## 11 Inauguration of IN EDP School (Now named as NICA) - On 24 Apr 84, INS Hamla diversified into yet another field of training, with the Inauguration of the Computer Training Center by Vice Admiral RH Tahiliani, PVSM, AVSM Flag Officer Commanding-in-Chief, Western Naval Command, Mumbal. - This center made rapid progress and in Dec 90 the full fledged IN EDP School was inaugurated by Admiral JG Nadkarni, PVSM, NM, VSM, ADC, Chief of the Naval Staff with facilities very well comparable with any Computer Iraining Center in the country. - Presently, apart from inclusion of Computer Application Capsules for all Officer and Sailor Courses, this institute is also conducting six weeks IT Basic Course for Sailors six times a year and and 18 weeks IT Managers Course for Officers once a year. ## 12 Refresher Course for CO and EXO of Shore Establishments - The inaugural refresher course for Commanding Officers and Executive Officers of Shore Establishments was conducted from 25 to 29 Apr 16. - The unit designed the curriculum and eleven senior officers participated in the inaugural course. - The Faculty for the course is mostly from Directorates at Naval Headquarters and Senior Officers from Command Headquarters. - The unit planned and executed all aspects of the course meticulously so as to ensure smooth conduct and subsequent institutionalization of the course. ## 13 Establishment of Joint Services Training Institute, Catering - Erstwhile Naval Institute of Hospitality and Catering Technology (NIHCT) was established in 1966 with the aim to impart professional training to Naval Chefs and Stewards. - The institute has been re-designated as Joint Services Training Institute (Catering) wef 17 Sep 18. - The institute provides professional training to chefs and stewards from all three services from their basic course to super specialization. - The institute has grown bigger and has earned great repute over time, which is evident from the fact that other than navy, the institute provides training to personnel from Indian Army, Indian Air Force, Indian Coast Guard and many Friendly Forelgn Countrles. - In addition to the training al JSTI by Service Instructors, the trainees are also exposed to various culinary workshops, visits to Hotels and interactions with professionals from reputed five-star hotels and organisations to enhance their knowledge and skill. ## 14 Nautical Mural - To commemorate Vijay Diwas and to instil the core values of Navy, a 30x40 feet Nautical Mural depicting Multi dimensional capabilities and core values of Indian Navy was commissioned at façade of Admin & Training Block of the unit on 16 Dec 22. - The mural also depicts various facets of training at INS Hamla. - The division art work is aligned to form a watch face where every division marks the hour of a clock.
