STANDARD OPERATING GUIDELINE SECURITY - STATION Date Issued: August 21, 2023 Rescinds: December 1, 2008 Section: Fire Stations and Facilities File Code: F-SECU PURPOSE To provide all Toronto Fire Services (TFS) personnel with a guideline regarding the security of all fire stations. RESPONSIBILITY All Toronto Fire Services personnel are responsible for securing the fire station to protect the property and possessions of the City of Toronto and its personnel. Company Officers are responsible for ensuring that fire stations are securely maintained in accordance with this guideline. The Duty Officer is responsible for ensuring all fire station security and safety equipment is operating as required. GUIDELINES 1. Guidelines Doors to fire stations shall be locked when the fire station is not occupied by personnel. All fire station apparatus bay doors shall be closed when the fire station is not occupied by personnel. The Company Officer of the last apparatus leaving a fire station shall be responsible for ensuring that all fire station doors are locked before departure or timed to self-close. Inability to secure building (broken window, door, or lock system) requires an Emergency Services (Level 1) request: NOTE: To place an EMERGENCY WORK ORDER REQUEST, please call 338-FRED (3733) and select from the menu to speak to a representative. This service is available 24/7. FRED will dispatch our emergency response team in a timely manner, depending on the nature of your emergency. 2. Active Security Issue There is an immediate threat to the station personnel or the public, the File Code: F-SECU Page 1 of 3 STANDARD OPERATING GUIDELINE Company Officer will have all withdraw from the area and seek a safe location. The Company Officer will then announce a Code 1 on a portable or station radio if available. If no radios are available, once in a safe location, will contact TFS Communications via phone. There is not an immediate threat, the Company Officer will contact Corporate Security at 416-397-0000 and request Corporate Security to attend the station. The Company Officer will supply all requested information and follow any directions given. Once the call is complete the Company Officer will notify: (a) TFS Communications and give details of the incident. (b) Notify the District Chief who will contact the Platoon Chief. 3. Lighting The Duty Officer shall verify that all exterior lights illuminating fire station property are maintained. Minor lighting issues that are not disruptive to staff or the public will require an Urgent Service (Level 2) request. Exterior lights not equipped with timers, should be turned on at dusk or one hour before sunset. 4. Theft or Vandalism Suspected theft from or malicious damage or vandalism to TFS fire stations shall be reported through immediate notification of the following: (a) Firefighter to Company Officer (b) Company Officer to District Chief (c) District Chief to Platoon Chief The Platoon Chief is responsible for conducting or assigning an investigation into the theft from or malicious damage to fire stations. The Platoon Chief shall be responsible for notification of Toronto Police Services when equipment is lost under suspected criminal circumstances. In the event of unaccounted equipment, the Platoon Chief may direct District Chiefs to initiate searches of fire stations and apparatus using fire station personnel. Searches for equipment should be undertaken by personnel from at least two different Platoons. Equipment that is not found should be replaced by following SOG E-REPR. The Platoon Chief shall be responsible for notifying the Division Commander of theft from or malicious damage to fire stations and ensuring that all appropriate documentation is completed and submitted. Investigation and Reporting of Incidents and Threats Corporate Security is responsible to investigate reported security incidents involving employees, visitors, or contractors while on City property or in the conduct of City work duties. City staff shall comply with all aspects of the investigation. Depending upon the type and severity of the incident, the investigation may involve, or be passed onto, other divisions or units including: the Auditor General, Labour Relations, the Human Rights Office, senior management staff, or the Toronto Police Service. It is imperative that employees report situations that they believe may lead to future security incidents or an unsafe workplace. Highly confidential situations can be directly reported to the Manager, Security & Life Safety, who can be reached through the Corporate Security Control Centre at 416-397-0000.
