HARDWICK, SHERIFF Incidents Requiring a Supervisor and Staff Notifications Effective Date: 06/30/2006 Policy 81.6 Amended Date: 07/08/2022 ACCREDITATION STANDARDS CALEA: 11.3.3, 41.2.6, 81.2.4 CFA: FCAC: FLA-TAC: 11.01 FMJS: Discussion: This policy designates the types of incidents in which the Patrol Supervisor shall respond. This policy also ensures that significant law enforcement events, operations, and related conditions are disseminated to appropriate personnel. [81.2.4, f, g] DEFINITIONS Agency – Refers to St. Johns County Sheriff’s Office Staff Notification – An email and / or text to all Corporals and above. Executive Staff Notification – An email and / or text to Captains and above. Direct Notification – In-person or phone call notification to chain of command. SHIFT LEADER’S RESPONSIBILITY.1 It is the responsibility of the Patrol Supervisor to respond to the scene of serious crimes as well as other incidents requiring supervisory oversight and authority. These incidents may include, but not be limited to, the following: [81.2.4, f] Violent crimes (murder, robbery, sexual battery, in-progress felonies, etc.) Death calls Threats to public safety Hostage / barricaded situations Missing juvenile(s) or missing person with suspicious circumstances [41.2.6, b] Incidents involving multiple agency response Any Response to Resistance (RTR) report utilizing intermediate weapon or deadly force or where RTR results in a suspect injury requiring medical treatment Domestic disturbance involving any agency employee or employee of another law enforcement agency Any criminal allegation involving an agency employee or employee of another law enforcement agency Crashes involving an agency deputy / employee in agency vehicle Incidents Requiring a Supervisor and Staff Notifications 81.6 Page 1 of 3 .2 Any on-duty deputy / employee injury Complaints against deputy / employee At the request of a deputy / employee requiring professional or technical help [81.2.4, g] The totality of the circumstances shall be taken into consideration as a basis for a supervisor responding. These should include, but not be limited to, the following: Additional personnel required / requested Expertise / experience of those on the scene Number of deputies on the scene Time expended so far in the investigation Whether searches are to be conducted Whether specialized teams are required HIGHER AUTHORITY.3 Initial command responsibility of a serious or unusual incident will rest with the Patrol Supervisor unless relieved by higher authority. SPECIAL TEAM CALL OUT.4 The on-duty Shift Leader or above may request the call out of any special teams to the scene..5 See policy 54.1 Media Relations for incidents where the media is involved. STAFF NOTIFICATIONS [11.3.3] [FLA-TAC 11.01 a-e].6 The on-duty Watch Commander is responsible for initiating a staff notification as soon as practical..7 If a staff notification has not been requested in a reasonable amount of time, the Communications Shift Leader should contact the Watch Commander to coordinate a timely staff notification..8 Staff / Executive Notifications should contain the following information: District Location of incident Talk group Supervisor on-scene Brief summary of incident Deployed / requested resources Incidents Requiring a Supervisor and Staff Notifications 81.6 Page 2 of 3.9 The following list of major incidents requires a Staff Notification, include but not limited to: Unplanned Specialty Team deployments Significant events which occur in St. Augustine Police Department or St. Augustine Beach Police Department jurisdiction where agency resources are utilized Major roadway with long-term closure Credible threats of violence involving schools, the workplace or other institutions Major Crime (armed robbery, kidnapping, carjacking, sexual battery, etc.) Significant or unusual vehicle pursuit, or RTR Special Event requiring significant agency manpower or resources. Any unusual occurrence or significant event the Watch Commander deems appropriate for chain of command notification. [81.2.4, f, g].10 The following incidents require a Direct Notification as soon as possible to a Captain as well as Staff or Executive Notification at the direction of the affected Captain. Major Incident (search and rescue operation, missing / abducted children, natural disaster, civil disturbance, plane crash, etc.) [41.2.6, b] Any criminal allegation of any agency employee Arrest or detention of any agency employee, public official or other high profile individual, from this, or other jurisdiction Agency vehicle crashes with serious civilian or employee injury (transported to hospital) Hostage / barricade situations Murder Deputy Involved Shooting RTR where any serious injury occurred (transported to hospital) Serious injuries, exposures or death involving agency personnel Any unusual occurrence or significant event the Watch Commander deems appropriate for chain of command notification. [81.2.4, f, g].11 Executive Staff Notification is reserved for sensitive issues where limited distribution is necessary, such as; employee medical issues, incidents involving employees (arrests) and incidents involving dignitaries or other individuals of significance within the community..12 Periodic updated Staff / Executive notifications will be sent on long-term incidents. Updates should include any additional information as well as an outcome to the incident / event..13 Communications Supervisors at times may send Staff / Executive notifications for significant events occurring outside St. Johns County.
