STANDARD OPERATING PROCEDURES SECTION: 500.00 / HAZARDOUS MATERIALS Guideline: 501.00 Dallas County Hazardous Materials Procedures Effective Date: 2-24-95 Revision Date: 1/2023 501.00 DALLAS COUNTY HAZARDOUS MATERIALS PROCEDURES STANDARD OPERATING PROCEDURES FOR INTER-JURISDICTIONAL RESPONSE TO HAZARDOUS MATERIALS INCIDENTS IN DALLAS COUNTY. INTRODUCTION Each jurisdiction is responsible for meeting local emergency planning requirements established by local, state, and federal law. This procedure is intended to assist in the coordination of multi-jurisdictional responses to hazardous chemical releases in emergencies. It is not to be considered in any way as a substitute for local planning requirements. This procedure is intentionally broad in scope, due to the varying amounts of resources available to individual communities. “Primary jurisdiction” in these procedures refers to the political subdivision in which the release occurred. PROCEDURE If a hazardous chemical release in one community affects or is expected to affect, other jurisdictions, the following guidelines will be utilized. JURISDICTION NOTIFICATION The primary jurisdiction’s fire department will cause other affected fire departments (s’) communications center(s) to be notified of the release. Notification will include: Location of incident. Name of chemical(s) involved, if known. Quantity of chemical(s) involved and released, if known. Time of release. Mapsco coordinates. Location of primary jurisdiction’s command post, including directions for a safe route in. Location of a staging area, including directions for a safe route in. COMMAND The primary jurisdiction will establish Command to manage the incident. Other affected jurisdictions will establish command in their own jurisdictions as necessary. Affected jurisdictions will appoint liaisons, which have communications capabilities, to respond to the primary jurisdiction’s command post. Their purpose is to establish communications between command posts. (If appropriate, one command post for unified command will be established.) Requests for additional resources to manage the incident will be made by the primary jurisdiction. STAGING Staging areas will be established as necessary. Units responding to assist the primary jurisdiction will report to that jurisdiction’s designated staging area. If a staging area is not designated, units will report to the primary jurisdiction’s command post for direction. EMERGENCY OPERATIONS CENTERS Emergency Operations Centers will be activated when deemed necessary. The need for EOC to EOC communications will be considered, as appropriate. AGENCY NOTIFICATIONS Other agencies and organizations, such as the Texas Commission on Environmental Quality, Department of Transportation, Department of Public Safety, National Response Center, CHEMTREC, Local Emergency Planning Committee, etc., will be notified as necessary. MEDIA Media inquiries about the release itself will be referred to the primary jurisdiction.
