Salt Lake City Fire Department General Rules All members of the Salt Lake City Fire Department shall be familiar with and adhere to the following Rules: 1. The Fire Department and its members shall be under the control and management of the Chief of the Fire Department. The Fire Chief may prescribe Departmental Rules, Policies, Procedures, Guidelines, or Executive Orders consistent with the policies, laws, and ordinances of Salt Lake City. 2. Department members shall be courteous and respectful towards the public and personnel holding levels of authority. The purpose of supervisory positions is to ensure that the mission, goals, and directives of the Chief are carried out in an efficient, effective, and safe manner. Supervisors shall treat subordinates with the same courtesy and respect. All department members shall be responsive to the needs of the public by rendering prompt, professional service in a manner that encourages public support, confidence, and trust. Employees will not use degrading, profane, abusive, or defamatory language when in contact with the public, in public view, or when dealing with other department members. 3. Roll call shall be conducted daily at each station. No member shall leave their post without being properly relieved or released by the Station Officer. 4. Checks of apparatus, equipment, and supplies will be completed daily. All departmental paperwork and computer entries shall be completed by the end of each shift 5. Members shall not alter any Department building, apparatus, or equipment unless given authority to do so through the established Departmental channels. 6. If a member fails to report for duty (tardiness greater than 30 minutes), the Officer in Charge may select a member from the opposite shift to remain on duty until the late member reports for duty or until other arrangements are made to release the person held over. In such cases, the Officer in Charge of the station or division shall document the incident and notify the appropriate Battalion or Division Chief. 7. Members shall not be absent from quarters or perform non-departmental functions without the expressed permission of their immediate supervisor. 8. All orders given by Station or Divisional Officers shall be promptly and efficiently executed. During official duty hours, officers shall be addressed by their proper rank. When a member carrying out an order is given an order by another Officer, the member shall inform the second Officer of any previous orders and it shall be the responsibility of the second Officer to decide which order has priority. 9. No alcohol, illegal substances, or paraphernalia will be allowed in any department building or vehicle. Any member reporting for duty or operating under influence of intoxicants or their after-effects will be subject to disciplinary action that may result in suspension or dismissal. 10. Gambling in any form is strictly prohibited in any Department building or premise. 11. Social gatherings in the stations or other Department buildings will be permitted only with the permission of the appropriate Division or Battalion Chief. 12. Members shall not accept any reward, gift, or donation for services rendered in the line of duty that would conflict with them performing the responsibilities of their position in accordance with City Policy. 13. Members shall not willfully make any false reports concerning themselves or any other member or matter affecting the Department, including, but not limited to: application for employment, promotion, official reports, or investigations. 14. Members shall not engage in physical altercations. 15. Firearms shall not be allowed within the station unless the employee has a certified Concealed Weapons Permit (CWP). 16. Animals shall not be allowed in Department stations or facilities without permission of the appropriate Operations Battalion Chief. 17. Persons who are not members of the Department are not to loiter in any of the stations or divisions. Visitors will not be permitted in stations after 2100 hours without permission of the appropriate District Battalion Chief. Visitors will not be left unattended. 18. Beds in the fire stations shall not be occupied between the hours of 0700 to 2100. Reasonable exceptions may be made by the Station Captain. Beds shall be made up by 0800 hours and dormitories shall be neat and clean at all times. 19. A Station Journal will be kept and shall be a complete and accurate history of the functions and operations of each station each day, by the Officer in Charge. Entries of the following shall be carefully noted and recorded: the regular and special duties performed, individually and collectively, by the Officers and other members of the stations; orders received or given, whether verbal or written; accidents to members, apparatus and equipment; supplies received, specifying the kind and quantity; sickness of members; permission granted members to leave quarters, and the reasons why; exchanges of time between members; and all other matters that in any way are pertinent to the administration of the station or the interest of the Department. 20. When answering a department telephone, state station or division reached, your rank and your name. All callers are to be treated courteously and professionally. Members are not to provide personal information to outside callers. If caller is requesting emergency assistance, refer them to 9-1-1. 21. The use of personal cellular telephones shall be limited while on duty. Personal cell phone use is prohibited enroute to an emergency scene, at the emergency scene, during training, and in the presence of the public. At no time shall the use of a personal cell phone cause a disruption or distraction. 22. The Salt Lake City Fire Department will maintain and enforce a consistent impartial policy which requires that all official communications or actions will be directed through the chain of command. Constructive suggestions or other matters pertaining to the Department or its members shall be reported through this process. 23. The Salt Lake City Fire Department forbids the entering of a hazardous area without proper personal protection. It will further be the responsibility of supervisors and managers to ensure compliance by those under their command. It is the policy of the Salt Lake City Fire Department to specify and order personal protective clothing and equipment that comply with NFPA 1500 and its reference standards. 24. The Salt Lake City Fire Department prohibits members to publicly imbibe while wearing any article of the authorized department uniform (badge, patch, logo, title) with the exception of department- sponsored events specifically approved by the Chief.
