Good morning to All! Today we have some great info on Diplomatic Immunity, Consular notification, and counterfeit passports. This isn't something you see every day, but when you do come across it can be a bit overwhelming if you don't know how to handle it. Below are a couple of great handouts from...
Good morning to All! Today we have some great info on Diplomatic Immunity, Consular notification, and counterfeit passports. This isn't something you see every day, but when you do come across it can be a bit overwhelming if you don't know how to handle it. Below are a couple of great handouts from the LV Diplomatic Security Service (DSS) office. The first covers the basics of Diplomatic Immunity with included contacts (day and night) for questions. - Understand that safety always takes priority, ALWAYS! If you are on a call and someone starts talking about immunity don't let that affect your Officer safety. Ensure the scene is safe, and then start working through the immunity issues. Long story short, if you aren't sure ask, and then always document. - Bonus info on immunity: It isn't covered on these handouts, but you may also come across individuals claiming immunity as members of foreign militaries. Basically, they don't have immunity and their rights can vary depending on the agreements with the Federal Government. If you're not sure, ask, document, and then notify the school they are attending and/or the State Department. We sponsor a lot of foreign military members to go through training here in the States (including a couple big schools within a couple hours of the Reno/Tahoe area). We handled a situation in Incline a couple years ago with this scenario, and the individual trying to get out of a speeding ticket. He got a speeding ticket. - Next there is a step-by-step guide on Consular notification. Print this out and keep it in your duty bag, at Station 2, and even at the front desk. This gives you an easy-to-follow reference and contacts. Notifications are simple, and easy, but ignoring them can cause legal issues so please don't ignore people's rights. - Lastly there is some great info on counterfeit passports, specifically passport cards. There is a growing trend of people counterfeiting these documents. Passport cards are a lesser-known form of ID, and therefore people are less likely to know what to look for as fake. Supervisors, please review this info with your teams. This briefing will also be available on the N: drive. Handouts are on this email in picture form, and the PDF's will be attached as well.
