Branch : A supervisory level established in either the operations or logistics function to provide a span of control Dispatch will time stamp every 10 minutes - Weather update from dispatch includes Temp Wind speed and direction Humidity level Changing weather conditions - Companies/Crews/Teams/RIC Crew : A minimum of two - Command Post Vests Command : White Operations Chief : Red Planning Sections Chief : Dark Blue Intelligence/Investigation : Tan Logistics : Orange Finance : Green Technical : Yellow Safety Of cer : Additional Garments that shall be unique - Incident rehab shall meet the requirements of NFPA 1584 Level 2 Staging - Shall be assigned a separate radio channel - First arriving engine on the second alarm will assume the roll as staging manager - The Staging manager shall report to the operations section chief or to command 1 fi Monday, November 27, 2023 Regional Radio Communications When emergency ID is activated with you get an 8-10 second hot mic Direct Copy : This term indicate that a message was received by a company or individual by listening to a radio communication transmitted to another company Structure Fire Incidents IDLH atmospheres include unknown atmospheres, oxygen-de cient atmospheres, and atmospheres that contain concentrations of toxic, corrosive, or asphyxiate substances On-Deck : a tactical assignment for resources to be staged for use in a Division or Group Level 2 : Multiple alarms Backup Team - A backup team should be established as soon as possible to be able to assist the outside team in the event of a re ghter rescue RIC - RIC *should* normally be assigned from the rst alarm complements to ensure the highest level of safety possible for the re ghters - Monitor Fire Ground Channel - Assume Two-In/Two-Out responsibilities - Perform proactive functions to reduce risk to re ghters Two-In/Two-Out - At least two re protection personnel to enter the IDLH atmosphere and remain in visual or voice (not radio) contact with each other - Two re re ghters must remain outside the IDLH to perform rescue of the re protection personnel inside the IDLH atmosphere 2 fi fi fi fi fi fi fi fi fi fi fi fi fi Monday, November 27, 2023 - Outside re ghters must have all equipment that would contribute to the rescue of the re protection personnel - One outside re ghter must not be assigned another duty - the second may be IC, safety of cer, driver operator, re ghter or EMS personnel - Use of a signal line as a communication instrumenting for interior re ghting is not permitted - You can only break 2 in 2 out for a rescue Fire Ground Control Zones - Hot Zone (Red Tape) - Warm Zone (Yellow Tape) - Cold Zone (Green Tape) - No Entry Zone (Red/White Chevron Tape) Incident Priorities - Life Safety - Incident Stabilization - Property Conservation - Societal Restoration Most res will be in a ventilation-controlled state when re ghters arrive Fire ghters exposed to smoke and products of combustion will perform on-scene gross decon prior to dof ng ppe and prior to reporting to rehab Radio reports Assume command building description re smoke conditions strategy tactical assignment conducting a 360 3 fi fi fi fi fi fi fi fi fi fi fi fi fi fi fi fi Monday, November 27, 2023 when needed, assignments for other companies Emergency terminology Emergency traf c vacate, vacate, vacate tactical withdrawal - Rapid Intervention - The following situations require the immediate initiation of Mayday call - Separated from Crew/Lost - SCBA Malfunction and or low air alarm activation in an IDLH and unable to reach an exit safely - Injured and/or disabled - Trapped pinned, and/or entangled in debris 6 Monday, November 27, 2023 - Any life-threatening condition that cannot be resolved in 30 seconds - Minimum RIT Tools - RIC Pack with universal SCBA tting - Dry Hose-line - Hand Tools - Robe/Webbing - Flashlights - Pike Poll or Hook - Radios - Thermal Imaging Camera - Hot Mic 8-10 seconds after pressing emergency ID - If the re is quickly knocked down by one hose the backup team can stay outside and be RIC - RIC WATER SUPPLY PUMP OPERATOR - Obtaining adequate water supply for the RIC re ow needs - Ensuring that the apparatus water tank is full and the pump is engaged - Monitoring the re ground radio channel - 90% Of Maydays are resolved by an “Inside-Out rescue” - Less Than 10 % of FF rescues involved RIC - A.W.a.R.E = Air Water a Radio and Extrication 7 fi fi fi fi fl Monday, November 27, 2023 TWO IN / TWO OUT - Two re protection personnel to enter the atmosphere and remain in visual or voice (not radio) contact with each other - Two re protection personnel remain located outside the IDLH atmosphere to perform rescue of the re protection personnel inside the IDLH atmosphere - One outside member must monitor the status of the inside re protection personnel - Rescues are the only exception - First inside team shall announce on the radio that they are making entry into the structure and that an outside team has been established - Once the OTM is relived by RIC they should meet back up with their of cer - After RIC is established the Driver can dress back down to appropriate ate level of PPE DRIVING POLICY - Responding to and returning from alarms are the second leading cause of re ghter injury and death (heart disease is the leading cause) - No cell phone use (Sept 2017) it became illegal - Should not use the communications radio or warning devices unless no one else is available - Avoid non-essential personal communication between crew members during emergency response - Maintain a clean and sterile cab that is free of objects placed on the dash and items of personnel kept in the vehicle. These items are distractions and can also become airborne during emergency maneuvers or accidents - Inside compartments should be closed 8 fi fi fi fi fi fi fi Monday, November 27, 2023 - Code 3 is a privilege not a right - Code 3 is “requesting” the right of way - Seat belts worn all the time - Headlights on - Wheel chocks down except for in the truck bay - Command Of cer responds to all eet collisions and begins investigating - Requirements to Drive Department Apparatus or Vehicles - Must be 18 - Class B License (26,000 lbs) - Certi ed Driving record from DPS (5 years) - Complete emergency vehicle driver competency course - complete the driver checklist and or testing for type of vehicle - Traf c cones should be placed on the traf c-side corners of the vehicle when a Department apparatus is parked on a roadway whenever possible - Use left lane as much as possible during response - Slow or Stop at red lights and make sure you have control of all lanes of traf c - When a approaching a school bus that has is signals going, STOP and wait for the ashers to turn off or be signaled by the driver then still proceed with caution - Safety at Highway incidents - Park at a 45 degree angle - Take incident lane plus 1 - Second engine position upstream - Second engines distance should take into account - Line of sight - Traf c Speed - Weather Conditions 9 fl fi fi fi fi fl fi fi Monday, November 27, 2023 - Hills and Curves - Exit and/or entrance ramps - Duties of Second engine - Scene safety - Traf c cones - Use of spotter - Assist with incident mitigation - First in can cancel second in if scene is in COMPLETE control - If Pump is going to be used the engine should be placed so that the pump panel is on the downstream side of oncoming traf c to protect the pump operator Commercial Fires - The use of TED (target exit devices) or strobe lights at exits should be considered high importance - Cut off lines using 3” hose and a Y/Z bundle - The potential for collapse is greater - Fire alarms, re doors, re walls, sprinkler systems - Arrival at a reported re in a commercial structure requires recognition of - Life Safety - re protection features - size of occupancy - construction features - re load - re stage, growth and potential for extension 10 fi fi fi fi fi fi fi fi Monday, November 27, 2023 - Often the most effective steps that an engine company of cer can take towards stabilizing the incident is pumping water into the building sprinkler system. If you can control the re then just pull lines and hold off supplementing High - Rise Fires - 75 Feet above the lowest level of re department vehicle access(usually 7 or 8 oors) - If evidence of working re, upgrade to second alarm immediately - 4 engines, 3 aerials, 1 WFD BC, 1 AFD BC, in the city a rescue (Basically one more aerial) - Two In Two out is accomplished by leaving two members in the attack stairwell outside the IDLH - 5 size up reports - Exterior - Fire Control Room - Fire Attack Stairwell - Fire Floor - Fire Room -If stairwell is not pressurized the place fan blowing into stairwell at the bottom, and 3 oors below - Third engine will assume water supply - Supplementing sprinkler - Supplementing standpipe (two 3” hoses into FDC) - Establish hydrant supply 11 fl fi fi fi fi fl Monday, November 27, 2023 - If Standpipes or Sprinklers require 225 psi or more pressure, than a tandem pumping operation shall occur - Fourth Arriving unit shall assume Lobby Control - Obtain Knox Box keys - Establish entry and exit control - Determine access routes - Ensuring stairwells are pressurized - Providing companies entering with pertinent information - Staging, Rehab, and Reserve equipment should be on Division X - 2 - Backup line should be established on the second alarm - Second alarm assignments - Operations Section Chief - RIC Group - Level 2 Exterior Staging Manager ( rst arriving engine company) - Backup - Evacuation Group - Command Staff Positions - Fire attack 1, re attack 2, and inside truck should bring high-rise hose (FIRST 3 ARRIVING COMPANIES) Active Shooter Incidents - CCP casualty collection point -
