PURPOSE: Establish a clear path for problem solving and effective communication within the organization. Personnel will give their immediate supervisor every opportunity to help them solve problems and promote effective communications. 105P.1 Chain of Command A. Personnel will follow the chain of command, which begins with their immediate supervisor. (Please refer to Organizational Chart on the Department’s SharePoint or Budget book.) B. The Chain of Command is designed for day-to-day operations and is not tied to the Grievance process. The Grievance process is separate and outlined in the Collective Bargaining Agreement. C. Immediate supervisors will make every effort to resolve any problem, answer a question, or address a communication brought to their attention before passing the information to the next level in the chain of command. D. If information is passed to the next level in the chain of command, a written statement from the immediate supervisor about what actions have been taken to resolve the issue will accompany the information to assist the next supervisor in the chain of command in the decision process. E. Problem solving, rumor control, and effective communication will be a top priority of Lieutenants and all Chief Officers. Every effort will be made to resolve issues at the level of the Company Officer. District Commanders will communicate with their appropriate Deputy/Division Chief to obtain answers they cannot provide to Lieutenants. F. Prior to elevating an issue to the Fire Chief or Fire Deputy Chief, all intermediary levels of the chain of command should have been provided the opportunity to resolve the issues. If an issue is raised to this level, a statement explaining the issue, the background, and what avenues have been pursued to resolve the issue must be provided to the Fire Chief or Deputy Chief. Issues regarding personal matters outside the work environment are clearly authorized to be presented to the Fire Chief or Fire Deputy Chief. Fire Administration must be contacted to set up an appointment for any meetings (except emergencies) with the Fire Chief or Deputy Chief. In addition, issues related to a hostile workplace environment (e.g., sexual harassment) may be reported directly to the Humans Relations Department in accordance with City Policy.
