Bridgeport Fire Department Policy #101 Effective Date: 05/12/1993 Revision Date: 02/27/2023 Fire Chief Signature Initial Dispatch Procedure 1. 2. 3. Purpose 1.1. To provide adequate initial resources for fire, rescue and emergencies reported or received by the Emergency Communication Center. 1.2. To replace units committed to long term operations with replacement units for standby coverage. 1.3. Provide a priority system to ensure that emergency responses are dealt with before service calls. Applicability 2.1. This procedure applies to all members of the Bridgeport Fire Department (BFD) and shall serve as the baseline for the dispatching of Department assets to calls for service. 2.2. This procedure guides the Emergency Communications Center (ECC) regarding initial dispatching, standardized progression of alarms, requesting mutual aid resources, sending units as mutual aid, and recalling of off-duty personnel. Definitions 3.1. Mutual Aid - The receiving or sending of units and resources from or to another municipality by pre-determined agreement or request through ECC. 3.2. Standby Coverage - The positioning of mutual aid resources to prepare for additional incidents within the City of Bridgeport (COB). 3.3. Special Call - Request by Incident Command for a specific unit(s) (by name) or type of unit(s) (by function) for incident specific requirements. 3.4. Priority 0 – Responses where Fire Department assets are the primary response agency. Emergency warning devices shall be used, and the driver shall operate with due regard. Bridgeport Fire Department Policy #101 Effective Date: 05/12/1993 Revision Date: 02/27/2023 Fire Chief Signature Initial Dispatch Procedure 4. 3.5 Priority 1 – Responses where Fire Department assets are a secondary response agency and/or are supported by other emergency agencies. Emergency warning devices shall be used, and the driver shall operate with due regard. 3.6. Priority 2 – Responses are without the use of emergency warning devices. 3.7. Adaptive Response – ECC shall coordinate with the Battalion Chiefs and Command Staff to deviate from standard responses during unusual emergencies i.e., multiple incidents, excessive call volume, storms, civil unrest, etc. 3.8 CSU - Command Staff Unit shall be utilized to respond to incidents, reestablish the Department Command Structure, arrange for response of Department assets/personnel and necessary call backs for staffing issues. Responsibility 4.1. All members shall be responsible for thorough knowledge of who, what, and when to dispatch initial resources to various emergency operations. This applies not only to Bridgeport Fire Department personnel but Bridgeport Police and AMR Communications Divisions. 4.2. Chief Officers shall have a thorough understanding of the call types and the associated assets allocated for each event. Chief Officers are responsible for ensuring that the appropriate assets are assigned and coordinated for all emergencies. 4.3. ECC Personnel - Supervisors and 911 Telecommunicators, shall apply the most relevant call type for the emergency being reported and dispatch the units that are populated by the Computer Aided Dispatch (CAD). Upon identifying a problem with the assets assigned to an alarm that cannot be readily corrected, the dispatcher shall contact the responding Battalion Chief for guidance on fixing the response units. Bridgeport Fire Department Policy #101 Effective Date: 05/12/1993 Revision Date: 02/27/2023 Fire Chief Signature Initial Dispatch Procedure 5. Policy 5.1. 6. It shall be the policy of the BFD to provide adequate resources for mitigation of incidents as part of an organized progressive response as well as prepare for possible concurrent or subsequent incidents. BFD units, equipment, and personnel shall be the primary resources utilized and augmented by mutual aid units from adjoining municipalities. Procedure When a fire or emergency is reported to ECC the initial response coverage for the incident shall be dispatched with the most appropriate Call Type per Appendix 101A. 6.1. Initial response coverage dispatched is dependent upon information received or reported as to the nature of the incident, the structure, area, building type and volume of calls. 6.1.1. STILL – Limited response determined by Appendix 101A usually of 1-3 response units. 6.1.2. BOX – Increased response determined by Appendix 101A usually of 15 response units. 6.1.3. Progression of Alarms beyond Full Assignment 6.2.1. Incident Command may request the level of alarm and ECC shall dispatch appropriate number and type of unit. Example: "Command to Bridgeport…dispatch a third alarm." "Bridgeport received…. dispatching a third alarm." 6.2.2. If units are requested by Special Call, ECC will advise Command when those units equal the next alarm and take all necessary actions for that level of alarm. Example: Command has already requested and received 1 additional Engine and Ladder "Command to Bridgeport… Special Call for Engine 16." "Bridgeport Received…this is now a Third Alarm" 6.2.3. Second Alarm (Signal 30) ▪ Two Additional Engine Companies ▪ One Additional Ladder Company 6.2.4. Requests for standby coverage shall be filled with only the apparatus(unit) requested. 6.5.2. Requests for apparatus to respond to active incidents shall have a Battalion Chief added. 7.
