This includes: A. Assisting the Fire Chief as a regular member of his general staff, making recommendations on general policies, practices and procedures. B. Researching and evaluating trends and developments related to communications, dispatching, apparatus, equipment and information systems. C. Directing the activities of the Training Division, Supply and Maintenance Division, and Fire Facilities Division. 1/5 TRAINING AND SUPPORT BUREAU 2 -02. BUREAU LIAISON OFFICER/VOLUNTEER COORDINATOR.01 GENERAL A Captain I serves as the Bureau Liaison Officer, Major Emergency Incident Communications Unit Leader, and Volunteer Coordinator. This officer reports directly to the Bureau Commander and maintains regular business hours..50 RESPONSIBILITY The duties of the Bureau Liaison Officer/Major Emergency Incident Communications Unit Leader/Volunteer Coordinator include: A. Serving as the Staff Officer to the Bureau Commander. B. Conducting research and formulating staff projects as directed by the Bureau Commander. C. Coordinating the routing of projects, studies and reports within the Bureau. D. Supervising and coordinating the volunteer efforts of the Department. E. Acts as Homeland Security Coordinator between Supply and Maintenance Division, Fire Command Control System II/Radio Communications Network Unit, Fire Facilities, and Management Information Systems Section. F. Responds to emergency incidents and trains as part of the Incident Management Team. G. Establishes major emergency incident communications plan, which includes interoperability across public safety agencies. 1/5-25.01 SUPPLY AND MAINTENANCE DIVISION -25. SUPPLY AND MAINTENANCE DIVISION – ASSISTANT CHIEF.01 OBJECTIVES AND ORGANIZATION This Division's primary objectives are the procurement, maintenance and repair of fire apparatus and other emergency and non-emergency equipment; compiling and writing apparatus and equipment specifications and the procurement and distribution of supplies..10 GENERAL The Assistant Chief assigned as Division Commander of the Supply and Maintenance Division and maintains regular business hours..50 RESPONSIBILITY The primary responsibility of this assignment is to supervise and direct the Division and includes: A. Preparing specifications for apparatus and equipment and directing an analysis program regarding the possible improvements of Department apparatus and equipment. B. Conducting business with private vendors regarding the purchasing of needed equipment and supplies for Department operations. C. Preparing the annual budget request for the Supply and Maintenance Division. D. Receiving, testing, and checking apparatus and equipment for conformance with specifications. E. Testing apparatus and equipment, including the annual pump and aerial ladder tests, to assure conformance with LAFD standards. F. Maintaining an equipment record for all Department apparatus. G. Recommending the assignment of new apparatus and the salvaging of old apparatus and equipment. 1/5 TRAINING AND SUPPORT BUREAU 3 H. Analyzing and implementing recommendations for modifying apparatus and equipment. I. Participating as an “on-call” IMT logistics member. J. Preparing specifications for protective clothing, uniforms and programming for possible improvement of such equipment. K. Chairing the Apparatus and Equipment Committee..60 ASSISTANT DIVISION COMMANDER A Battalion Chief serves as a staff assistant to the Division Commander of the Supply and Maintenance Division. The duties are to: A. Act as liaison between Supply and Maintenance and Emergency Services personnel. B. Conduct field inspections for Supply and Maintenance purposes. C. Periodically review and update the S&M Emergency Manual. D. Participate as a member of the Budget Committee, the Department's Accident Prevention and Safety Committee, and the Southern Area Fire Equipment Research Association (SAFER). E. Represents the Department at meetings of city wide committees concerning Materials Management and Inventory Control Systems. F. Chairperson of the Department Inventory Control Committee. G. Manages the Department fleet. H. Assists in preparing the budget for the Supply and Maintenance Division. This responsibility includes preparation of budget requests and coordination with other Fire Department Bureaus in order to assist requesting Units. I. Manages the Funds Control Program in order to eliminate duplication of expenditures, establish projected costs, and review current year's expenditures. J. Assumes command of the Supply and Maintenance Division in absence of the Division Commander. K. Participating as an “on-call” IMT logistics member..75 MANAGEMENT ANALYST II Serves as a staff assistant to the Division Commander and Assistant Division Commander. The Management Analyst II’s duties are to: A. Investigate, report, and coordinate, as required, budgeting, employee relations, purchasing, inventory control, and data processing activities. B. Assist Equipment Engineering Unit in reviewing vendor bids and discussing problems with vendors during delivery and warranty periods. -26. MAINTENANCE SECTION.01 GENERAL This section is directed by an Equipment Superintendent and provides maintenance and repair of fire apparatus and other emergency and non-emergency equipment. Its subdivisions provide the following services: A. Heavy Duty Shops include the Field Repair Shop, Heavy Shop, Allied Shop and Valley Repair Shop. Duties are to inspect, service, maintain, overhaul and repair fire apparatus, fireboats, tractors and other emergency equipment; perform field repairs to apparatus; machine parts; manufacture tools and fittings; repair ladders and perform other woodwork as necessary. 1/5 TRAINING AND SUPPORT BUREAU 4 B. Body, Paint, and Sheet Metal Shops provide welding, blacksmith, body work, metal work and painting services. C. Light Vehicle provides preventive maintenance and repair of vehicles as well as electrical repair of lighting systems, portable tools, sirens, etc. -27. PURCHASING AND SUPPLIES SECTION.01 GENERAL This section is directed by a Management Analyst who is responsible for the procurement and distribution of supplies used by the Department. A. Storekeeping - Responsible for maintaining records of supplies. Supervises and maintains the inventory system of the Department. B. Receiving and Distribution - Checks packing slips against F-80’s. Stores, issues and prepares supplies for delivery to various Department subdivisions. C. Purchasing – Staff prepares purchase orders and requisitions to obtain supplies from City vendors and GSD Warehouses. Tracks requests. -28. EQUIPMENT ENGINEERING UNIT.01 GENERAL A Captain commands this unit. Their primary responsibility is to supervise and direct the activities within the unit. Responsibilities include: A. Managing apparatus and equipment specifications development. B. Evaluating bids for specification compliance and recommending contract awards. C. Evaluating apparatus and equipment purchases to ensure compliance with specifications. D. Performing research and submitting reports as directed by the Bureau or Division Commander. E. Performing various tests and field evaluations on apparatus and equipment as directed by the Bureau or Division Commander. F. Overseeing the annual pump and aerial ladder testing program. G. Performing initial and follow-up field inspections on new heavy apparatus. H. Maintaining records and coordinating apparatus and equipment warranty service. I. Maintaining hose records to assure timely replacement. J. Conducting maintenance training for uniformed personnel. K. Evaluating maintenance section repairs for quality assurance. L. Participating as an “on-call” IMT logistics member. 1/5 TRAINING AND SUPPORT BUREAU 5.20 EQUIPMENT ENGINEERING UNIT PERSONNEL Equipment Engineering is staffed by a civilian Equipment Specialist II, a civilian Equipment Specialist I, and a Fire Department Engineer whose primary duties are to: A. Compile and write apparatus and equipment specifications. B. Perform research and submit reports as directed by the Unit Commander. C. Perform various tests on apparatus and equipment as directed by the Unit Commander. D. Conduct the annual pump and aerial ladder testing program. E. Perform acceptance tests and follow-up field inspections on new heavy apparatus. F. Maintain records and coordinate apparatus and equipment warranty service. G. Perform quality checks on apparatus repaired at the Supply and Maintenance Division. -29 MEDICAL SUPPLY UNIT.01 GENERAL A Captain Commands this Unit. Their primary responsibility is to supervise and direct the activities within this unit. Responsibilities include: A. Respond to emergencies where additional medical supplies are needed. B. Purchase and maintain Department inventory of medical supplies. C. Participate as an “on-call” IMT logistics member. D. Supervise unit personnel who fill and distribute field medical supply requests. E. Liaison with the Department of Health Service relative to medical requirements and protocols. F. Participate as member of the Department EMS Committee. G. Attend industry seminars, training and conventions as needed. H. Conduct periodic inspections of company medical supplies and inventory. -30. RESCUE MAINTENANCE UNIT.01 GENERAL A Captain commands this unit. The Rescue Maintenance Unit Captain’s primary responsibility is to supervise and direct the daily activities of this unit. Other responsibilities include: A. Responding to emergencies with the emergency air apparatus where additional air and oxygen cylinders is needed. B. Maintaining the Department's resuscitators, breathing apparatus, and underwater diving equipment. C. Refilling air, oxygen cylinders, and carbon dioxide extinguishers. D. Supervising mandated annual SCBA face piece fit testing. E. Participates as an “on-call” IMT logistics member. 1/5 TRAINING AND SUPPORT BUREAU 6 1/5-50.01 BUILDING ADMINISTRATION UNIT -50. BUILDING ADMINISTRATION UNIT - BATTALION CHIEF.01 OBJECTIVES The primary objectives of this Unit are to administer the fire facilities’ maintenance and repair program, coordinate approved facility CIEP and Alterations and Improvement projects, administer fire facility special fund accounts, and coordinate and administer the design and construction/improvement of new and existing facilities; overseeing the construction of 19 new fire stations and an Air Operations Division; and administering the repair/improvement of existing facilities under the Prop Q program..10 BUILDING ADMINISTRATION UNIT - COMMANDER’S RESPONSIBILITY The Battalion Chief assigned as Unit Commander reports directly to the Training and Support Services Commander and maintains regular business hours. The primary responsibility is to administer the affairs of the Unit and includes: A. Collects requests, prioritizes, and prepares annual Alteration and Improvement reports. B. Coordinates the sale of vacated Fire Stations with General Services Asset Management. C. Coordinates the purchase and acquisition of future Fire Station sites. D. Coordinates and prioritizes the kitchen replacement program. E. Coordinates and prioritizes the flooring replacement program. F. Coordinates and administers the repair and replacement of the Department’s underground fuel tanks. G. Coordinates the installation and repairs of the Cal-OSHA mandated cord reels for the Department’s apparatus. H. Administers the Department’s Pest Control program. I. Administer the Department’s apparatus door/security gate repair and replacement program. J. Administers the Department’s tree trimming program and budget. K. Administers and coordinates the Department’s roof replacement program. L. Administers the Department’s lock-box key program. M. Administers the fire facilities’ security/alarm program. N. Administers the repair and replacement of the fire facility appliances. O. Administer and coordinate as project manager, various construction projects. P. Administers the Frank Hotchkin Memorial Training Center maintenance program, which includes custodial services and utilizing volunteer organizations/community groups for grounded maintenance. Q. Maintains a liaison with elected official and other agencies concerning the use of vacated Fire Stations..20 FIRE FACILITIES COORDINATOR The Senior Clerk Typist assigned to the Building Administration Section provides coordination and assistance in the processing of alterations and improvements and building services requests. The duties include: A. Respond to all telephone requests for maintenance and repairs to all Fire Stations and fire facilities, routing requests to the Department of General Services. B. Receiving and providing clerical control of all Alteration and Improvement Requests. C. Processing requests for the use of equipment for special occasions (i.e., tables, chairs, lecterns, etc.) 1/5 TRAINING AND SUPPORT BUREAU 7 D. Contact private vendors to coordinate service and issue P.O. Numbers for office equipment repairs (i.e., typewriter, adding machines, time clocks, calculators, paper shredder, binding machine, laminators, rotary file, and folding machine.) E. Respond to Code-a-phone messages daily. F. Review and process all F-113’s. G. Liaison with Intellisec, Inc. regarding troubleshooting and services/maintenance requests. H. Maintain inventory and issue remote controls for Fire Station apparatus doors. -51. PROP F SECTION.01 GENERAL This section is directed by a Battalion Chief and Captain II assigned to the Building Administration Unit and is responsible for: A. Acts as Program Manager in the absence of the Building Administration Unit Commander. B. Oversees the day-to-day management and operation of the program. This oversight involves technical design, contract administration, consultant management and construction management. C. Assists the Program Manager in identifying schedule and budget problems and proposition solutions. D. Establishes project priority. E. Develops requirements and standards for consultant contracts. F. Supervises Technical Team leaders. G. Establishes project priority and determines project delivery method with the concurrence of the Program Manager. H. Reviews plans at each design phase to ensure the design meets user requirements. I. Resolves disputes among staff to ensure project delivery on schedule and within budget. J. Directs the Project Managers in their day-to-day responsibilities. K. Assigns Construction Managers to projects and manages their work. L. Attends and represents the Department at meetings with Bureau of Engineering, General Services and/or consultants and vendors. M. Represents the Department in facilities matters with elected officials and other City department. N. Acts as liaison with community groups and Department staff. O. Assists in developing scope of projects. P. Assists in developing, monitoring and updating program schedules, project schedules and project progress. Q. Provides educational/informational material to the public/media. R. Acts as mediator in resolving disputes between BOE, Consultants, etc. and Department Project Managers..50 PROP F CAPTAIN II The Program Managers are divided into three geographic areas of the City. Each Program Manager is responsible for all projects within his/her geographic area and provide on-site coordination between the contractors, Bureau of Engineering and General Services. These Program Managers are also responsible for community outreach and will schedule and attend all community forums for the purpose of addressing and resolving any community issues or concerns. Their duties also include: A. Responsible for project start-up and completion. B. Directs Asset Management in the selection of sites for all fire facilities. 1/5 TRAINING AND SUPPORT BUREAU 8 C. Coordinates design efforts of all disciplines and resolves design issues among disciplines. D. Assists in the presentation of plans and models at each design phase to the community, addresses community concerns and incorporates community comments. E. Assists in the Bid and Award process. F. Attends construction pre-bid meetings and evaluates bids. G. Attends pre-construction meetings with contractors. H. Resolves Change Orders and Claims. I. Makes presentations to Fire Department Management on progress and timeliness of projects. J. Monitors the design schedule and budget of the design team. K. Reviews cost estimates. L. Develops Punch List. M. Conducts final inspection with BOE and Contract Administration. N. Manages construction and responds to submittals, requests for information, clarifications and change orders during construction phase. O. Provides weekly updates to Program Manager and Sr. Program Manager. P. Processes all change orders and invoices through the Management Analyst II..60 MANAGEMENT ANALYST II A. Provides administrative support for the design and consultant management teams. B. Supervises the daily functions of the office and exercises independent judgment in dealing with emergencies and building projects. C. Prepares Mayor’s monthly status report and other special reports as required by the Department. D. Prepares reports regarding staffing and consultant needs. E. Prepares correspondence and other communications to the Board, Council Offices, Mayor’s Office, other City agencies and organizations. F. Analyzes, prepares and interprets agreements between the City and the interested Department. G. Attends meetings with Department Management and consultants, as necessary. H. Determines equipment and data processing needs. I. Acts as liaison between Facilities Management Section, Accounting and Systems Sections. J. Prepares statistical and narrative reports to management on funds expended and project status. K. Issues and tracks progress billing and reimbursement. L. Opens and closes work orders. M. Trains and oversees the Sr. Clerk Typist, Clerk Typist, Accountant and Delivery Driver. N. Administers and audits contracts for Project Management Services. 1/5 TRAINING AND SUPPORT BUREAU 9.70 SENIOR CLERK TYPIST A. Serves as Secretary to the Battalion Chief (Sr. Program Manager). B. Responsible for preparing routine correspondence and reports and developing charts and tables. C. Assist in developing and maintaining a filing and reference system of documents and records that can easily be accessed. D. Answer telephones, ordering of supplies, distribution of mail. E. Provide clerical back up to three Captain II’s and Management Analyst II. F. Provide photocopying/faxing/assembling material/mailing and distributing material. G. Assist in preparation of purchase requisitions, sub-purchase orders, interdepartmental orders and general encumbrance forms. H. Attend meetings and take minutes, as necessary. I. Assist in dissemination of information to the media and public, as necessary. J. Assist in scheduling community meetings, setting up facilities and providing necessary clerical support. -52. PROP Q SECTION 01. GENERAL This section is directed by a Battalion Chief and Captain II assigned to the Building Administration Unit and is responsible for: A. Management, coordination and administration of the Capital Improvement Expenditure Program. B. With more than 100 project categories affecting 112 different locations, the Battalion Chief is responsible for managing the entire program and coordinating the work schedules and time lines for all of the projects. C. Supervising and directing the work of a Captain II. D. Dealing directly with the contractors, GSD, BOE and fire personnel in managing and coordinating the scope of work, costs, project schedules and resolving any problems that may arise. E. Representing the Fire Department at meetings with elected officials, other departments and Fire Department management. F. Helping ensure compliance with City financial and legal requirements and has a direct impact on meeting the day-to-day needs of fire fighting and emergency services personnel. G. Has a major impact on the future maintenance costs and needs of our fire stations..50 FIRE CAPTAIN II – CIEP This position reports directly to the Battalion Chief and assists in the management of the Capital Improvement Expenditure Program. This position serves as project coordinator and is instrumental in providing day-to-day coordination between GSD, BOE, contractors and field personnel. This position helps mediate any problems that may develop between contractors, GSD and station personnel. The position is instrumental in working with the various community groups to enlist their support in any major projects and includes making presentations to community groups as well as attending City and Fire Department meetings, as necessary. 1/5 TRAINING AND SUPPORT BUREAU 10.60 FIRE CAPTAIN II – METRO/DOC/EOC This position is responsible for construction of the new dispatch center of the Fire Department. The position routinely interfaces with the members involved with the EOC construction team. The Captain II is the hands-on team member of the project. Supervised by the Battalion Chief, this member attends meetings, decides on a course of action and ensures that the Fire Department stance is clearly understood from an “operational” viewpoint of the assigned Battalion. Responsible for programming and needs assessment. Will act as Project Manager during construction phase. 1/5-75.01 TRAINING DIVISION -75. TRAINING DIVISION - ASSISTANT CHIEF.01 GENERAL The Assistant Chief assigned as the Commander, Training Division, maintains regular business hours..50 RESPONSIBILITY The primary responsibility of this assignment is to serve as the executive assistant to the Bureau Commander, and includes: A. Serving as the acting Bureau Commander in the Bureau Commander’s absence. B. Assisting in the formulation of Bureau policies. C. Providing functional and line supervision for Division personnel and managerial support for their programs and needed resources. D. Representing the Division at meetings, conferences and seminars. E. Conducting research, preparing completed staff studies to the Bureau Commander and preparing reports for distribution to Bureau personnel. F. Supervising the In-Service, Recruit Training and Quality Improvement Section Commanders and consulting with them on the development, coordination and implementation of programs and policies related to Bureau operations. G. Responding to large-scale emergencies as the Department’s Primary Training Officer, and member of an Incident Management Team..60 MANAGEMENT ANALYST A. Conducts research and fiscal analysis for preparation of staff reports. B. Prepares personal services contracts. C. Coordinates the Training annual budget..70 SECRETARY A. Serves as the secretary to the Division Commander. B. Performs clerical duties for the Division Commander and coordinates Section projects. 1/5 TRAINING AND SUPPORT BUREAU 11 -76. IN-SERVICE TRAINING SECTION.01 GENERAL The In-Service Training Section is responsible for the planning, organizing, developing, implementation and evaluation of Departmental training programs. This task is accomplished by the presentation of lesson plans, seminars, drills, structured classroom sessions and Training Bulletins for uniformed and civilian members of the Department..10 SECTION COMMANDER - BATTALION CHIEF The Battalion Chief in command of the In-Service Training Section maintains regular business hours. The Battalion Chief reports to the Division Commander, Training Division. The primary responsibility of this assignment is to administer and direct the Section and includes: A. Overseeing the personnel assigned to the various units under the Battalion Chief’s command. B. Coordinating the planning, organizing and supervision of all In-Service Training Section programs. C. Managing systems developed to fulfill the upward mobility and in-service training needs of the Department. D. Responding to large-scale incidents as the Department’s Primary Training Officer, and member of an Incident Management Team..15 MANAGEMENT ANALYST I At the direction of the Commander, In-Service Training Section, the Management Analyst I conducts research and fiscal analysis, prepares reports and budget requests, provides assistance in preparing personal services contracts and performs other administrative duties..17 SENIOR CLERK TYPIST Serves as the secretary to the In-Service Training Section Commander. Performs a variety of clerical duties in the In-Service Training Section..20 PROGRAM DEVELOPMENT UNIT - CAPTAIN II A. Serves as the Section Commander in the Battalion Chief’s absence and performs the duties of the on-call Assistant Training Officer. B. Implements Department training programs seminars and related activities. C. Develops major revisions in Department written training materials and prepares written correspondences. D. Supervises the Documentation/Assessment Unit, the Regional Training Officer and the Photo Video Unit. E. Coordinates the inventory control of apparatus and audio/visual equipment assigned to the In-Service Training Section..30 DOCUMENTATION/ASSESSMENT UNIT - CAPTAIN I A. Serves as the Section Commander in the absence of the Battalion Chief and the regularly assigned Captain II and performs the duties of the on-call Assistant Training Officer. B. Administers the Department’s Drivers Training Program and oversees the administration of the Department of Motor Vehicle’s Employer Testing Program. C. Implements the Department’s driver training programs, seminars and activities. D. Oversees the documentation of mandated and related training to ensure that members remain in compliance with established standards. E. Develops major revisions in Department written training materials and prepares correspondences. 1/5 TRAINING AND SUPPORT BUREAU 12.32 DOCUMENTATION ASSESSMENT UNIT - ENGINEER A. Assists the Unit Commander in the implementation of Department training programs and activities involving emergency apparatus. B. Assists in the analysis of major incidents. C. Coordinates and conducts Apparatus Operators and Engineers Network meetings. D. Develops the Engineer Study Program and practice practical training for members seeking to promote to Engineer and Apparatus Operator. Assists the Personnel Department during the administration of the practical portion of the examination process. E. Performs maintenance on the Section’s apparatus and coordinates the documentation of various programs. F. Maintains the audio/visual equipment inventory..34 DOCUMENTATION UNIT - APPARATUS OPERATOR A. Assists the unit Commander in the implementation of Department training programs and activities. B. Coordinates and conducts Apparatus Operator’s and Engineer’s Network meetings. C. Develops practice practical performance training for members aspiring to the rank of Apparatus Operator and assists the Personnel Department during the practical portion of the examination process. D. Train members on the Roof Ventilation Seminar. E. Performs maintenance on the Roof Ventilation Simulator, Section apparatus and maintains documentation of these tasks. F. Maintains audio/visual equipment inventory..36 DOCUMENTATION/ASSESSMENT UNIT - MANAGEMENT ANALYST I A. Under the direction of the Unit Commander, administers the Department of Motor Vehicle’s Employer Testing Program and documents mandated and related training to ensure that the Department and members are complying with established and mandated standards.
