Operations Guidelines Functions of Command Effective Date: 01/01/2012 Procedure Number 04-03A Revised Date: 10/30/2018 Number of Pages 01 1. Overview This guideline identifies the various functions of command and the manner by which fulfillment of these functions supports the incident’s organization and priorities. 2. Functions 1. Assume Command, establish an effective operating position and announce that position to all responding personnel (Command Post) 2. Rapidly evaluate the situation or receive a briefing from the existing IC prior to assuming Command of an incident. 3. Initiate, maintain and control the communications process 4. Determine the incidents objectives and develop strategies and tactics to accomplish those objectives. Develop an Incident Action Plan (IAP), request and assign resources to accomplish the plan. 5. Initiate and maintain an accurate incident organization and track all assignments through the use of the First Arriving and/or Command Worksheet. 6. Coordinate the activities of all Command and General Staff positions 7. Review, evaluate and revise the Incident Action Plan (as needed) 8. Provide for the continuity, transfer and termination of Command 3. Guideline The Incident Commander (IC) is responsible for all of these functions. This applies to both the first- arriving Commander (IC #1) and all subsequent ICs. As Command is transferred from one person to the next, so is responsibility for these functions. For all working incidents, the first five (5) functions listed above must be immediately addressed.
