    Special Rules

      • The employer is implementing a program to come into compliance with the rule, and the deadline for compliance is in effect.

    Order of Suspension of the Application of Any Rule

    • Employers may apply in writing to suspend the application of particular rules if they demonstrate that the safety of workers will not be compromised.

    Variation Order

    • The Secretary can issue an order allowing a variation in complying with the requirements of any rule if there is practical difficulty or unnecessary hardship for an employer to comply with the requirements, and if the purpose of the rule is substantially served.

    Hazardous Workplaces

    • The following workplaces are considered “hazardous workplaces”:
      • Workplaces where workers are exposed to dangerous environmental elements.
      • Construction work, logging, firefighting, mining, quarrying, blasting, stevedoring, dock work, deep-sea fishing, and mechanized farming.
      • Manufacture or handling of explosives and other pyrotechnic products.
      • Use or exposure to power driven or explosive powder actuated tools.
      • Exposure to biologic agents, such as bacteria, fungi, viruses, protozoas, nematodes, and other parasites.

    ### Registration Overview

    General Provisions

    • Every employer must register their businesses with the Regional Labor Office.

    Registrable Unit

    • Establishments, regardless of economic activity size, are considered one registrable unit.

    Period of Registration

    • Existing establishments must register within 60 days of the Standards' effectivity.
    • New establishments must register 30 days before starting operation.

    Registration

    • Registration is made in form DOLE-BWC-IP-3, in three copies.
    • Registration is free of charge and valid for the lifetime of the establishment.
    • Re-registration is required if there is a change in business name, location, ownership, or re-opening after previous closing.
    • Registration includes a workplace layout plan.

    ### Training of Personnel in Occupational Safety and Health

    ### Training Programs

    • The Bureau conducts continuing programs to increase the supply and competence of qualified personnel.

    Accreditation
