- General Neglect/Abandonment: Lack of adequate supervision or protection by a parent or guardian leads to substantial risk of serious harm or illness to the child.
- Emotional Neglect: Serious emotional damage to the child, manifested as severe anxiety, depression, or aggressive behavior, due to inadequate care from a parent or guardian.
Types of Abuse and Neglect
- Sexual Abuse: Involves sexual abuse by a parent, guardian, or household member, or failure to protect the child from potential sexual abuse.
- Severe Physical Abuse Under Five: Severe physical trauma in a child under five inflicted by a parent or known person if the parent was aware or should have been aware of the abuse.
- Causing Death of Another Child: A parent or guardian's abusive actions, or failures, lead to the death of another child.

- Abandonment: Leaving a child without provisions or with an unwilling or unable custodian, with unknown whereabouts of the parent or when the parent cannot arrange care due to incarceration.
- Freed Child Not Adopted: Children whose parental rights have been terminated but have not yet been adopted.
Risk Factors for Future Abuse
- Cruelty: Subjecting a child to acts of cruelty by a parent or guardians, or failing to protect the child from such acts.
- At Risk from Sibling Abuse: A child likely to be abused or neglected due to prior incidents with a sibling, with consideration for the child's age and gender being important.
