    Study Notes

    Emergency Operation/General

    • Company Commanders are responsible for correctly interpreting alarms and notifying units/drivers.

    Receipt of Alarms

    • Company Commanders are responsible for interpreting alarms correctly and notifying units.
    • Still alarms in quarters should be reported to Metro using the business phone (213) 847-5340.
    • Still alarms outside quarters should be reported via radio.
    • Necessary information (address, nearest cross street, type of emergency, and callback number) should be relayed to Metro for accurate record-keeping and dispatch.
    • Pressing CAV on the radio should be used if the reporting unit is already on the radio.

    During Fire Prevention

    • If a company or unit is called away from fire prevention duties to a fire or other emergency, they should return to quarters to clean and prepare equipment to maintain serviceability.

    Routes

    • Apparatus should typically follow pre-arranged routes for the fastest and safest response.
    • Response procedures and routes should be adjusted in times of civil unrest to avoid issues.

    Emergency Response

    • The first company on scene should provide a thorough size-up.
    • The response should continue as non-emergency unless otherwise directed by an on-scene officer.
    • The on-scene officer retains discretion to continue response in the directed mode.
    • Non-emergency unless directed by Metro.

    Driving Emergencies

    • Apparatus should be driven in the same direction as traffic flow in the first lane from the center of the roadway.
    • Apparatus speed should be reasonable and prudent for weather, visibility, traffic conditions and the roadway width.
    • Avoid traveling against oncoming traffic unless necessary with direct vision of opposing traffic and reduced speed.
    • Passing on the right should be used as a last resort; only when passing on the left is considered unsafe or impossible.
    • Always be cautious and cover the brakes or use engine brakes when needed in intersections.
    • Officers should ensure that drivers use caution at all intersections.
    • Apparatus should not exceed speeds that aren't maintained with reasonable safety.

    Additional Notes

    • All staff personnel are dispatched non-emergency, unless directed by Metro or the Incident Commander to respond emergency.
    • Officers like Fire Chiefs, Deputy Chiefs, and Medical Advisors are exceptions.
    • Heavy rescue, emergency air, and tractor companies respond nonemergency, unless directed by Metro or the Incident Commander.

    Special Response Problems

    • Chief Officers with specific response issues should document and copy any unique procedures to Emergency Operations.
    • First-alarm procedures are determined by building size, occupancies (e.g., dwellings, hotels, commercial properties), and fire flow requirements.
    • There are different category options (A, B, and C).

    Fire Prevention

    • Keep red lights on department apparatus to ensure visibility during emergencies.
    • Maintain headlights to ensure visibility regardless of the time of day.
    • Use siren and air horn only when needed during emergencies or when passing a hospital to attract attention.
    • Special care with electronic sirens, operating in "Wail" position is recommended; but other positions can be used with additional attention requirements.
