Vietnam's Social Insurance Policy

Changes in Social Insurance and Healthcare

• The maximum unemployment benefit will increase to 11.7 million VND.
• The annual healthcare insurance premium for household members will increase to 1,263,600 VND.
• The base salary will increase by 30% to 2,340,000 VND per month from July 1st.

Calculation of Insurance Premiums

• The compulsory social insurance premium is 10.5% of the monthly salary, based on the new base salary.
• 8% goes to the Retirement and Death Benefits Fund, 1.5% to the Health Insurance Fund, and 1% to the Unemployment Insurance Fund.
• The maximum premium contribution is 20 times the base salary, which will be 46,800,000 VND from July 1st.

Retirement Benefits

• The minimum retirement pension for those who have contributed to social insurance for 20 years will be equal to the base salary, which will increase to 2,340,000 VND.
• The draft law is proposing to apply this policy to those who participate in social insurance before July 1, 2025.

Trade Union Fees

• The monthly trade union fee is 1% of the salary, with a maximum fee of 234,000 VND.
• The fee was previously 180,000 VND.

Health Insurance Premiums

• The health insurance premium is 4.5% of the base salary or pension.
• The premium for the first member in a household is 105,300 VND per month.
• The premiums for subsequent members in the household are 70%, 60%, 50%, and 40% of the first member's premium, respectively.

Other Benefits

• The one-time maternity benefit will increase from 3,600,000 VND to 4,680,000 VND.
• The funeral allowance will increase from 18,000,000 VND to 23,400,000 VND.
• The monthly survivor allowance will increase from 900,000 VND to 1,170,000 VND.
• The monthly social assistance allowance will increase from 360,000 VND to 500,000 VND.
