IMO establishes a comprehensive regulatory framework for the shipping industry, aiming for universal adoption and implementation.

Rail Transport Business: Defined in Article 3.21 as transporting passengers, luggage, and goods via rail for profit.
Governed by Law No. 35/2018/QH14, enacted on November 20, 2018.
International Maritime Transport: Involves transporting goods, passengers, and luggage by sea between Vietnamese ports and foreign ports.
Regulations include Decree No. 160/2016/ND-CP, with amendments made by Decree No. 147/2018/ND-CP.
Inland Waterway Transport: Activities involving the transportation of goods and passengers on inland waterways, as outlined in Law No. 23/2004/QH11.
This law has undergone several amendments, the latest being Law No. 35/2018/QH14.
Rail Transport: The practice of moving passengers, luggage, and goods by rail for profit, governed by the Law on Railways No. 06/2017/QH14.
This law has also been refined by Law No. 35/2018/QH14.
Road Transport: Defined as using land vehicles to transport people and goods on roads, with regulations encapsulated in the Law on Road Traffic No. 23/2008/QH12.
The law has been updated by Law No. 35/2018/QH14 and includes provisions concerning alcohol and beer consumption while driving, as introduced in Law No. 44/2019/QH14.
