Honors and National Anthem
- Honors may be dispensed with when directed by SECNAV or requested by the individual entitled to them.
- Honors are not rendered to nations not officially recognized by the U.S. Government.
- The U.S. Navy Band arrangement of the National Anthem is the official Department of Defense version.
- Playing the National Anthem as part of a medley is prohibited.
- In a joint playing of the U.S. and a foreign National Anthem, the U.S. National Anthem is played last, with "Morning Colors" as the exception.
Saluting Protocol
- Naval service personnel must stand at attention and face the National Ensign upon hearing the National Anthem; if not displayed, face the music source.
- Covered members begin their salute at the first note of the National Anthem and end it after the last note.
- Service members follow the same procedure for a foreign national anthem as for the U.S. National Anthem.
Morning and Evening Colors
- "Morning colors" refers to the ceremonial hoisting of the national ensign at 0800, and "evening colors" refers to its lowering at sunset.
- During morning colors, the guard of the day and the band are paraded near the point of hoist.
- The band plays "Attention" followed by the National Anthem during morning colors.
- The ensign is hoisted at the start of the music and should reach the peak by the end.
- The ensign is lowered from its peak at evening colors and should complete lowering by the last note of the music.
- "Carry On" is sounded at the end of the National Anthem.
Bugler and Signal Procedures
- In the absence of a band, the bugler plays "To the Colors" at morning colors and "Retreat" at evening colors, with a salute rendered as for the National Anthem.
- In silence, "Attention" signals rendering the salute, and "Carry On" signals its termination.
Boat and Vehicle Conduct
- Boats in the vicinity of morning colors must proceed slowly or lie to. Officers salute (unless unsafe), while other occupants must remain seated or standing.
- Vehicles must stop during morning colors, and occupants should sit at attention.
Foreign Port and Salute Protocol
- In foreign ports, after the U.S. National Anthem, the local anthem is played during morning colors.
- If foreign warships are present, anthems are played in this order: USA, the nation of the port, and subsequently each represented nation based on gun salute order.
- Officers reporting on board a ship salute the national ensign; officers attached to the ship must report their return, while those not attached must request permission to board and state their purpose.
