Study Notes
Three Phases of U.S. Relations with Asia
- Naval mission (gunship diplomacy) was the origin of U.S. relations with Asia
- The balancing Asia phase involved acknowledging Japan's dominance over Korea, Manchuria, and Taiwan plus checking Japan's expansion
- The setting the bipolar order phase saw the failure to support Kuomintang in the late 1940s plus successfully blocking Communist expansion in the Korean Peninsula in the 1950s
Asymmetric Alliance
- A major power provides security to a minor power in return for its autonomy in asymmetric alliances
- These alliances face challenges of opportunism, where the major power fears entrapment into war while the minor power fears abandonment
- Negotiations in asymmetric alliances can be easier compared to general alliances because the interests of great powers and weaker states are more clearly defined, allowing for deeper trust
US-PRC Relations in the post-Cold War era
- In 1990s~2000s there were economic booms when PRC entered into WTO
- PRC's aggressive position in Taiwan's Democratic Progressive Party and military actions in Taiwan Strait caused growing concern
- In 2000s~ early 2010s China's human rights condition was at issue
- The U.S. experienced hardship in the Middle East + Financial Crisis causing serious damage in US-European economy
- A re-balancing strategy of U.S. began mid-2010s~ present to check China
- Adoption of hedging policy is getting harder for U.S. allies due to unstable relations between the US and its allies plus geographical variables
Rise of China
- In 2015 The US had $17,968 bn GDP
- In 2015 China had $19,510bn GDP on PPP
- In 2016 China had 1.38billion population
Hegemonic Stability Theory
- The hegemon's commitment to providing public goods for maintaining the international system leads to difficulty in sustaining commitment due to limited resources which leads to a crisis
- Methods to Reduce the Costs of Hegemony include burden sharing through alliances
FAB 4 and Containment of China
- The semiconductor industries of South Korea (Samsung) and Taiwan (TSMC) are strategic sectors influencing the outcome of power competition
- ROK and Taiwan decided to join FAB 4(CHIP 4) because the two U.S. allies consider that the United States will provide more security benefits to them in exchange of their benefits from trade with China
Crack in the Alliance
- As of April, 2023, ROK's trade deficit reached US$4.92 billion, marking the 13th month of deficit since March 2022
- The biggest portion of ROK trade deficit is the trade deficit by China (ROK never recorded a long-term deficit in its trade with China before 2022) + Government deficit
Prospect of U.S Relations with Asian Allies
- Perception of China threat still prevails, but increasingly hard to maintain the containment of China without economic support for Asian allies of U.S.
- The U.S. allies face the double-trouble, the threat from their arch-enemies and economic hardship mainly from U.S. tariff on their exporting products
- The public in the allies questions the effectiveness of FAB 4
