First Arriving Officer
- Secure the area and maintain a safe distance until the chemical is identified
- Take defensive corrective actions only until the chemical is identified and its hazards are understood
- Set up a charged hose line in a safe area uphill and upwind for Emergency Decontamination
- Identify the material using on-site personnel, placards, labels, containers, shipping papers, and Material Safety Data Sheets (MSDS)
- Notify the Communications Centre that a hazardous material is involved
- Determine the hazards of the chemical and initial action guidelines using the Emergency Response Guidebook
- Evacuate civilians according to evacuation guidelines in the Emergency Response Guidebook (if necessary)
- Assign trained responders to monitor the area with detection devices
- Determine whether the product can be contained or confined safely by on-site personnel
- Decide whether a quick rescue can be safely initiated by Firefighters
