First Arriving Officer

  • Secure the area and maintain a safe distance until the chemical is identified
  • Take defensive corrective actions only until the chemical is identified and its hazards are understood
  • Set up a charged hose line in a safe area uphill and upwind for Emergency Decontamination
  • Identify the material using on-site personnel, placards, labels, containers, shipping papers, and Material Safety Data Sheets (MSDS)
  • Notify the Communications Centre that a hazardous material is involved
  • Determine the hazards of the chemical and initial action guidelines using the Emergency Response Guidebook
