Joint Petroleum Office (JPO) Responsibilities

• The JPO synchronizes fuel requirements throughout the joint force and enhances control outcomes by designating a SAPO in the subordinate commanders' joint staff.
• JPO integrates knowledge and experience with Service, multinational agencies, and other organizations' capabilities, exercising options, providing oversight, fusing information, and leveraging technology.

Integrated Materiel Management (IMM)

• IMM is the exercise of total DOD-level management responsibility for a federal supply group or class, commodity, or item for a single agency, including computation of requirements, funding, budgeting, storing, issuing, cataloging, standardizing, and procuring functions.
• IMM supports and influences joint bulk petroleum logistics.

Authorities, Responsibilities, and Roles

• The Under Secretary of Defense for Acquisition, Technology, and Logistics (USD[AT&L]) establishes policies for management of bulk petroleum stocks and facilities.
• USD(AT&L) provides guidance to other DOD agencies, Joint Staff, and Services, and is responsible for resourcing and maintaining area petroleum laboratories.
• The Deputy Under Secretary of Defense for Logistics and Materiel Readiness serves as the central administrator for energy management and has IMM oversight responsibility for fuel products.
• The Under Secretary of Defense (Comptroller) establishes financial policies and guidance for management of bulk petroleum products in coordination with USD(AT&L).

Operational Energy Strategy

• The Energy for the Warfighter: Operational Energy Strategy (2011) transforms the way the Armed Forces consume energy in military operations.
• DODD 4180.01, DOD Energy Policy, establishes policy and guidance, assigns responsibilities for energy planning, use, and management for DOD.

Defense Operational Energy Board

• The Assistant Secretary of Defense for Operational Energy Plans and Programs (ASD[OEPP]) and a designee from the CJCS co-chair the Defense Operational Energy Board.
• ASD(OEPP) provides direct liaison with CCDRs to facilitate initiatives that reduce energy consumption.

Chairman of the Joint Chiefs of Staff

• The Chairman of the Joint Chiefs of Staff coordinates with DLA Energy, Services, and CCMDs to resolve petroleum issues.
• The JS J-4 is the primary agent of the Chairman of the Joint Chiefs of Staff for all bulk petroleum matters.

JS J-4 Responsibilities

• Acts as the focal point for joint bulk petroleum doctrine.
• Makes recommendations to DOD on wartime fuel sourcing and pre-positioning DOS.
• Prescribes CCMD procedures for reporting bulk petroleum.
• Provides fuel input to the Joint Strategic Capabilities Plan and reviews fuels planning in prescribed joint OPLANs.
