Hazardous Materials Incident Response

  • A Hazardous Materials Level 3 response is required for serious hazardous materials incidents, which is also referred to as a CBRNE Level 3 response.
  • The response includes:
    • One Pumper
    • One Hazardous Material Pumper
    • Hazardous Material Support Unit with Driver
    • Two Decon Aerials
    • One Squad
    • Two District Chiefs
    • One Hazardous Materials Unit (Heavy Haz)
    • One Air Light Unit
    • Decon 234 and Decontamination Support Unit(s)
    • Command Vehicle
    • Platoon Chief

Notification Procedures

  • After confirming the circumstances of the incident, TFS Communications Centre personnel must notify:
    • Division Commander (refer to G-SENI – Senior Officers On-Call)
    • On-Duty Technical Support Officer
    • TFS Chief Medical Officer
    • Division Commander of Technical Operations
    • Information Section On-Call Officer
    • Police
    • Toronto EMS

Incident Management

  • At incidents expected to be of long duration, the Incident Commander should consider requesting a Rehab Unit through the TFS Communications Centre.
  • Additional apparatus can be requested by the Incident Commander at their discretion.
  • The number of apparatus at an incident should not impact a justifiable request for a Command Vehicle.

Command Vehicles

  • A Command Vehicle should be requested by a Chief Officer for Hazardous Materials Incidents of long duration when personnel are exposed to long periods of incident activity.
  • If a second Command Vehicle is dispatched, responsibilities shall be divided between the vehicles:
    • Primary Command Vehicle: Operations directly tied to Incident Management and Command.
    • Secondary Command Vehicle: Peripheral functions related to the Incident (e.g., Media, coordination with agencies in a non-operational capacity).
