UNHCR's Mission to Protect Refugees and Stateless Persons

The United Nations High Commissioner for Refugees (UNHCR) is a global organization dedicated to protecting refugees, internally displaced persons, and stateless individuals worldwide. This agency was established by the United Nations General Assembly in December 1950 due to urgent humanitarian needs arising from World War II, when millions were forced to flee their homes. Since its inception, UNHCR has grown into one of the most prominent international organizations providing both practical assistance and advocacy efforts aimed at solving the challenges associated with these vulnerable populations.

Statelessness

Statelessness refers to a person lacking legal recognition as a national anywhere in the world. Without such recognition, they cannot access basic rights like education, healthcare, employment, and even travel documents, making them highly marginalized and disempowered. According to estimates by UNHCR, approximately 12 million people globally find themselves in this precarious position—a number that is believed to have increased during the COVID-19 pandemic.

To address this growing problem, UNHCR promotes legislation and facilitates initiatives aimed at preventing and reducing statelessness around the globe through partnerships with governments, civil society organizations, and other agencies. By fostering cooperation between states, UNHCR works towards the elimination of longstanding causes of statelessness, including gender discrimination, administrative irregularities, and lack of birth registration. Notably, UNHCR helped secure citizenship rights for thousands of Gambians previously considered stateless following a landmark decision in 2007.

Humanitarian Aid

As a leading provider of protection and solutions for those forced to flee conflict or persecution, UNHCR supports millions of displaced men, women, children, and families each year across more than 130 countries worldwide. In response to emergency situations, the agency provides life-saving essentials, such as food, shelter, medical care, water, sanitation, and protection services. Throughout history, UNHCR's activities span numerous crises, ranging from conflicts in Syria, South Sudan, and Afghanistan to natural disasters like Cyclone Idai in Mozambique and wildfires in Australia.

In addition to immediate relief measures, UNHCR strives to establish long-term solutions tailored to the specific context affecting refugees, internally displaced persons, and stateless individuals within a given region. These may involve voluntary repatriation, local integration, resettlement in third countries, or temporary protection arrangements. Frequently, UNHCR partners with governments and non-governmental organizations to design and facilitate durable solutions which aim to end the plight of displacement and restore self-reliance among affected communities.

Though its mandate remains challenging and complex, there is no doubt that UNHCR plays a vital role in preserving the dignity, safety, and wellbeing of countless numbers of people who are uprooted from their homelands due to circumstances beyond their control. With its steadfast commitment to promoting respect for the universal principles of humanity, fairness, and impartiality, the agency serves as a tireless advocate for peace and justice in a world fraught with ever-changing risks.
