- Inmate placement decisions consider public safety, staff and inmate safety, inmate security classification, institutional security level, community access, cultural fit, health, program availability, willingness to participate, offense seriousness, outstanding charges, performance, social/criminal history (including dangerous offender designation), physical/mental illness, violence potential, and continued criminal activity.
- Maximum-security inmates require more control and supervision compared to minimum-security inmates. Consequently, maximum-security institutions utilize more robust physical structures and movement controls.
- Inmate movement is controlled to mitigate risk to public safety, staff, other inmates, and institutional security. This includes controlling access to areas, limiting the number of inmates moving simultaneously, addressing reasons for movement, and employing static and dynamic security measures (including escorts, if necessary).
Static Security Mechanisms
- Barriers, gates, and doors are used to restrict inmate access to different areas. Staff controls these mechanically or electronically.
- Closed control posts are staffed by one or more officers, commonly armed in maximum-security facilities. They control access through doors, gates, and barriers; monitor the area; and use communication systems.
- Open control posts, such as unit offices, allow inmate access for operational needs (meetings, counts, searches), but staff can lock them in emergencies. Staff at open control posts use observation and communication to maintain security.
- Other checkpoints are located throughout the institution, monitoring inmate movement. Inmates might have access to these, allowing security staff to discreetly search or verify authorization for movement, using inmate gate pass registers.
