Study Notes

Inmate Movements, IDs, and Passes

  • Inmate placement decisions consider public safety, staff and inmate safety, inmate security classification, institutional security level, community access, cultural fit, health, program availability, willingness to participate, offense seriousness, outstanding charges, performance, social/criminal history (including dangerous offender designation), physical/mental illness, violence potential, and continued criminal activity.
  • Maximum-security inmates require more control and supervision compared to minimum-security inmates. Consequently, maximum-security institutions utilize more robust physical structures and movement controls.
  • Inmate movement is controlled to mitigate risk to public safety, staff, other inmates, and institutional security. This includes controlling access to areas, limiting the number of inmates moving simultaneously, addressing reasons for movement, and employing static and dynamic security measures (including escorts, if necessary).

Static Security Mechanisms

  • Barriers, gates, and doors are used to restrict inmate access to different areas. Staff controls these mechanically or electronically.
  • Closed control posts are staffed by one or more officers, commonly armed in maximum-security facilities. They control access through doors, gates, and barriers; monitor the area; and use communication systems.
  • Open control posts, such as unit offices, allow inmate access for operational needs (meetings, counts, searches), but staff can lock them in emergencies. Staff at open control posts use observation and communication to maintain security.
  • Other checkpoints are located throughout the institution, monitoring inmate movement. Inmates might have access to these, allowing security staff to discreetly search or verify authorization for movement, using inmate gate pass registers.

Dynamic Security

  • Knowing institution rules and regulations for inmate movement is crucial for security and preventing abnormal movements.
  • This includes population management to mitigate risk between inmates, procedures for entering and exiting zones, levels of supervision (e.g., group size, escorting officers), and plans for incident management (quick interventions, reporting to appropriate individuals).
  • General observation and interactions with inmates help prevent and address incidents, identify mental/emotional/physical needs, track groups, assess risks of self-harm/suicide, identify hierarchical relations, recognize unusual behavior (e.g., illicit activity), and prevent violence.
  • Discreet monitoring balances security and inmate respect via using vigilance and observation technology (security cameras).
  • Interdisciplinary communication, fostering information-sharing between staff members (e.g., psychologists, parole officers, security intelligence officers, correctional officers, nurses, correctional program officers), is crucial. This allows for rapid response, coordinated actions, a better understanding of risks, and collective safety.

Identity Cards and Passes

  • Identity cards are crucial for identifying individuals and determining access to zones, as well as allowing or denying egress/ingress.
  • Various identity cards exist with different colors representing different roles/permissions.
    • CSC Employee: Red
    • Volunteer Escorts: Yellow, issued per escort need, held by institution
    • Inmate: White, carried by inmate, stored/removed for monitored areas.
    • Unscorted Visitors: Yellow with white border, designated by the institution.
    • Escorted Visitors: Red with white border, requiring escort, must be reported/checked if unaccompanied.
  • Pass systems manage and control inmate movements.
  • The Inmate Gate Pass Register (or "List of authorized movements") is a schedule of authorized inmate movements (often planned the day before).
  • Unscheduled passes may be necessary for emergencies.
  • Permanent passes may be issued to specific inmates for routine movement within the institution.

Security Zones

  • Security zones are different levels of restriction.
    • Public Access Zones: Unrestricted public access (parking, hallways, etc.).
    • Reception Zones: Public interaction and initial security checkpoints.
    • Operation Zones: Controlled areas for institutional work (office, interview rooms, etc.).
    • Security Zones: Highly restricted areas for staff only (records, equipment).
    • High Security Zones: Restricted to authorized personnel only (armory, MCCP, sensitive equipment areas).
  • The zones are layered to progressively limit access. Restrictions vary by zone, and staff must be aware of appropriate protocols.
  • Inmates are usually only allowed in operation, reception, or public access areas under certain conditions (pre-authorized movement, escorted, etc.).

Checking Inmate Passes

  • Inmates should have a pass or escort to move between areas. Important details on the pass include name, ID number, starting location, destination, purpose, time of approval and departure and return, and the authorizing staff.
  • Staff must verify information on passes against other records. Watch for manipulation techniques used by inmates, including hiding or changing information on the pass, or providing false information to staff.
  • Verify scheduled movement times with starting points against travel time to destination.
