Study Notes
Company Officer Responsibilities
- Inspections of members' gear must occur every Tuesday, and results are to be recorded in the journal.
- Updates for gear following a name change require submission of Form 2 to the District Chief.
Personnel Accountability System Tags (GO 14-006)
- NFPA 1561 pertains to Incident Management.
- Each member has two tags attached to a carabiner near the Officer’s position.
- Tags are subject to inspection; the "Not in service" tag should be placed on the lower adjustment strap D-ring of the facepiece.
- Oncoming members are responsible for switching their tags with the off-going member's.
- Reports of lost, stolen, or damaged tags should be made to the Officer or Battalion Chief, with replacements procured from the Commissary.
- If a Unit tag or carabiner is lost, the Officer must notify the Battalion Chief for investigation and arrange replacements through Logistics.
- The apparatus ring must strictly have members in service.
Service Status Categories (GO 14-002)
- Limited Service: ALS is classified as limited without its sole medic. Engines are limited if lacking required hose lengths.
- Out of Service: Equipment is deemed out of service if essential items are missing or inoperative, or if mechanical issues pose risks (e.g., broken SCBA harnesses).
- Special Duty: Designates a member who leaves quarters but cannot respond due to Chief orders; no mechanical or medical barriers present.
- Change of Service: Requires direct notification to OEMC for emergency-based changes.
Email Policy (GO 13-004)
- Department emails are subject to FOIA disclosures and are archived by the City.
- "Reply all" should be used only when necessary; avoiding use to bypass the chain of command is mandated.
- Confidential or privileged email markings do not prevent disclosure in legal situations.
Radio Communications (GO 12-008)
- Use of UHF radios is specified for various departments; VHF still operates for IDOT.
- If OEMC fails to acknowledge a call within 15 seconds, retry only up to three times before assuming radio is inoperative.
- Maintain a binder for all radio-related documentation.
- Send operational issues with the Radio Equipment Operational Evaluation Form through the command chain.
- Notify supervisors of radio repairs, utilizing necessary tracking forms for documentation.
Newborn Infant Protection Act (GO 10-013)
- Applies to infants 30 days old or younger at hospitals, firehouses, or police stations; anonymity is protected without signs of neglect.
- Cold weather protocols include maintaining water flow during pumping operations and proper hydrant management.
Response Protocols Without Lights and Sirens (OO 17-016)
- Situations include: accidents without injuries, civilian assistance, checks on locked individuals, alarm resets, and well-being checks.
- Incidents must still be recorded in the journal; OEMC may redirect responding units if higher priority incidents arise.
Motorola XTS 5000 Radio Guidelines (OO 17-012)
- These radios are reserved for VHF channel communications and cannot be utilized on UHF channels.
- Specific units operate on designated channels; cases with radios must remain sealed with security tags until deployment.
- Damaged equipment or compromised tags should be reported immediately.
