Study Notes
Train-Staff and Ticket System Essentials
- This system involves a single Train-staff that is kept at one station within a section of single track railway.
- A train cannot leave either station towards the other unless the Train-staff is at the departing station and presented to the Loco Pilot by the Station Master.
Applicability of the System
- This system is used specifically on single-track railway lines, between designated "Train-staff stations."
- The Train-staff and Ticket system is declared by special instructions for specific sections of the railway line.
Conditions for Following Trains
- For trains to follow each other on the same direction between Train-staff stations, several conditions must be met:
- The Loco Pilot must be informed about the preceding train's departure time and next stop.
- All these trains must operate at the same speed, not exceeding 25 kilometers per hour, unless otherwise specified.
- A minimum interval of fifteen minutes must pass since the departure of the preceding train.
Train-staff and Train-staff Tickets
- A train must have either the Train-staff or a Train-staff Ticket in the Loco Pilot's possession for the section of the line it's traveling over, before it can depart.
- The Train-staff or Train-staff Ticket is delivered to the Loco Pilot by the Station Master or a designated railway servant.
- The issuance of the Train-staff or Ticket depends on the presence of other trains in the section and follows specific rules:
- When no other train is scheduled to follow before a train traveling in the opposing direction requires the Train-staff, the Train-staff is given to the Loco Pilot.
- If multiple trains are scheduled to follow before the Train-staff is returned, a Train-staff Ticket is given to each Loco Pilot, except the last, indicating that the Train-staff is following. The Train-staff is given to the last Loco Pilot.
- When a train is assisted by a second engine in the rear, a Train-staff Ticket is given to the front engine's Loco Pilot, and the Train-staff to the rear engine's Loco Pilot.
- If both engines on the train are to travel the whole section with the Train-staff and are followed by other trains, a Train-staff Ticket is given to each engine on the first train.
- If a train is assisted by a second engine in the front, the Train-staff or Ticket is given to the leading engine's Loco Pilot.
- When a material train has to stop between stations, the Train-staff is delivered to the Loco Pilot.
- The Train-staff or Ticket is not delivered to the Loco Pilot unless the train is ready to depart.
- The Loco Pilot is not allowed to accept a Train-staff Ticket unless he sees the Train-staff at the same time, in the person's possession who is delivering the Ticket.
Train-staff Handling
- When the Train-staff is given to the Loco Pilot, it's placed in a designated, visible location on the engine.
- No train can follow the first mentioned train from the station until the Train-staff is returned to the station.
Procedure Upon Train Arrival and Engine Breakdown
- Upon arrival at the destination for the Train-staff or Ticket, the Loco Pilot gives it to the Station Master or designated railway servant.
- They immediately cancel the Train-staff Ticket.
- In case of an engine breakdown with the Train-staff, the Assistant Loco Pilot brings the Train-staff to the Staff-station where assistance is most easily obtained.
- When an engine with the Train-staff Ticket breaks down, assistance is usually sought from the station where the Train-staff is left; however, if assistance is faster from a station on the other end of the section, immediate steps are taken to transfer the Train-staff.
- Regardless of whether the engine has the Train-staff or the Ticket and breaks down, the Assistant Loco Pilot accompanies the assisting engine to the breakdown site.
Train-staff Ticket Usage and Record
- Train-staff Tickets are kept in a ticket-box that is locked by the Train-staff.
- The Train-staff, when at a station, is not left in the box but kept by the Station Master.
- Each Train-staff is marked with the names of the Train-staff stations at each end of its section.
- Each Train-staff, Ticket, and associated box is distinctly colored for different sections of the line.
- “Up” and “Down” Train-staff Tickets also have distinguishing markings.
Train-staff Ticket Form
- Each Train-staff Ticket has a uniform format which includes:
- Ticket number, railway name, and direction (up or down).
- Train number, departure time, and origin and destination stations.
- Space for instructions to Loco Pilot and Guard.
- Information about the preceding train and its left time.
- Signature of the Station Master and stamp.
- Detailed instructions on the back of the Ticket regarding acceptance, cancellation, and the requirement to see the Train-staff.
- The Station Master maintains a record of each Train-staff Ticket issued, noting its number and the train it was issued for.
Obstruction and Train Protection
- The line outside the Home signal is not obstructed unless the Train-staff is at the station for the section to be obstructed.
- If the Train-staff and Ticket system train is obstructed, the Guard and Loco Pilot take action to protect the train according to the provisions of Rule 10.09.
Train-staff and Ticket System: Essentials
- A single Train-staff is kept at one station
- No train can depart from either station without the Train-staff being present and either handed to or shown to the Loco Pilot by the Station Master.
Applicable System
- Only applicable on single-track lines
- Must be declared Train-staff stations by special instructions
Following Trains
- Loco Pilot must be warned of the preceding train's departure time and next stop.
- Trains must run at the same speed, not exceeding 25 kilometers per hour, unless special instructions.
- A minimum 15-minute interval is required between departing trains.
Train-staff or Train-staff Ticket
- The Loco Pilot must have either a Train-staff or Train-staff Ticket to travel.
- The Train-staff is given to the Loco Pilot by the Station Master or another designated railway servant.
When Train-staff Is Delivered
- No following train: Train-staff is delivered to the first train.
- Following trains: Train-staff Ticket is given to each train except the last, which receives the Train-staff.
- Double-engine assistance: Train-staff Ticket given to the front engine, Train-staff to the rear engine. Exception: if both engines travel the entire length of the line, Train-staff Tickets are given to both engines.
- Front engine assistance: Train-staff or Train-staff Ticket is given to the leading engine.
- Material train stopping between stations: Train-staff is delivered to the Loco Pilot.
- Train ready to start: The Train-staff or Ticket is only delivered when the train is ready to depart.
- Train-staff Ticket acceptance: Loco Pilot verifies the Train-staff is present with the person delivering the Train-staff Ticket.

- No train can depart until the Train-staff is returned.
- On arrival, the Loco Pilot gives up the staff or ticket to the Station Master or other authorized railway servant.
- Train-staff Tickets are immediately cancelled.
Engine Disablements
- Broken-down engine with Train-staff: Assistant Loco Pilot takes the Train-staff to the nearest Staff-station for assistance.
- Broken-down engine with Train-staff Ticket: Assistance is generally obtained from the station where the Train-staff is located. If assistance is easier from the opposite direction, the staff is transferred.
- The Assistant Loco Pilot accompanies the assisting engine back to the location of the disabled engine.
Train-staff Ticket and Box Management
- Train-staff Tickets are kept in a special box with a spring lock.
- The key to the box is the Train-staff itself.
- When at the station, the Train-staff is not left in the box and is kept in safe custody.
Identifying Train-staff and Tickets
- Each Train-staff is marked with the names of the stations it covers.
- Train-staff, Tickets, and boxes have different colors for different sections of the line.
- Up and Down Train-staff Tickets have distinguishing marks.
Train-staff Ticket Format
- Format: Ticket Number, Railway, Train-staff Ticket, Up/Down, Train No.
- Content: Includes information on departure time, stations of origin and destination, a message to the Loco Pilot and Guard, and instructions for the Loco Pilot.

Record Keeping
- Station Master maintains a record of Train-staff Tickets issued, including number and train assigned.
Line Obstruction
