Human Rights and Anti-Harassment/Discrimination Policy
- The City of Toronto is committed to respectful, equitable service delivery and employment practices, and recognizes the dignity and worth of every person.
- The policy is guided by the Ontario Human Rights Code and the Occupational Health and Safety Act.
Purpose and Scope
- The goal of the policy is to prevent and address harassment and discrimination, and to create a climate of understanding and mutual respect.
- The policy applies to all City of Toronto employees, volunteers, Accountability Officers, elected officials, and members of the public who interact with the City.
- All employees are responsible for respecting the dignity and rights of their co-workers and the public they serve.
Prohibited Grounds of Discrimination
- In the provision of services and facilities, every person has a right to equal treatment without discrimination or harassment because of:
- Age
- Ancestry
- Citizenship
- Colour
- Creed
- Disability
- Ethnic origin
- Family status
- Gender expression
- Gender identity
- Level of literacy
- Marital status
- Place of origin
- Political affiliation
- Race
- Sex (including pregnancy, breast feeding)
- Sexual orientation
- In the occupation of accommodation, every person has a right to equal access without discrimination because of the same prohibited grounds, plus receipt of public assistance.
Enforcement and Accountability
- The City of Toronto will not tolerate, ignore, or condone discrimination or harassment, and will take action to ensure a harassment/discrimination-free workplace, facility, and service provision.
- All complaints shall be treated confidentially, and there shall be no reprisal.
- The City may take actions such as barring a harasser from its facilities, limiting services, discontinuing business, and/or revoking contracts with consultants or contractors.
