Responsibilities for Notifying Fire Investigation Division
- Incident Commander identifies incidents that meet notification criteria for a TFS Fire Investigator and notifies the standby TFS Fire Investigator between 0700hrs and 2300hrs.
- Between 2300hrs and 0700hrs, the Incident Commander notifies the standby TFS Fire Investigator of fires that meet overnight notification criteria, and defers other incidents until the next dayshift.
Overnight Notifications
- Incident Commander makes one attempt to determine if a patient has been admitted to hospital between 2300hrs and 0700hrs, and notifies Fire Investigations if admitted.
- If unable to confirm patient status, the Incident Commander emails Fire Investigations, who will follow up with the hospital in the morning.
Additional Responsibilities
- Incident Commander notifies Toronto Police Service of intentionally set fires and maintains control of the site until turned over to police or TFS Investigator.
- Incident Commander requests TFS Fire Prevention assistance as required and collects information for the Emergency Incident Report.
Division Chief of Investigations/TFS Fire Investigator
- Attends fire scenes requiring additional expertise to determine origin, cause, and circumstance.
- Attends scenes where a firefighter has been injured to determine cause, origin, and circumstance, and evaluates OFC violations.
- Attends scenes where a building's life safety system failed to operate, and notes violations to be secured until documented and photographed.
Operations Captain

Records in the TFS Emergency Incident Report if a TFS Fire Investigator was notified and attended.

Checks the "TFS Investigations Attended" box in the FireRMS system, which opens an Investigation tab for the Fire Investigation Division.

NOTE: The Operations Captain should only select these codes if a TFS Investigator attends an incident. These codes should not be used when an investigator is consulted but does not attend.
Communications Centre Captain
- Contacts a TFS Fire Investigator to ensure consultation with the Incident Commander occurs for any fire meeting the notification criteria.
- Documents in the Event Chronology when the Division Chief of Investigations or designate/TFS Fire Investigator and/or the OFM is contacted.
TFS CAD/RMS Systems Section
- Reports all required incident statistical information to the OFM.
