    Entry Control Guidelines for High Rise Incidents

    • The purpose of Entry Control is to provide a guideline for Toronto Fire Services personnel to follow during high rise incidents.

    Responsibility

    • All personnel are responsible for understanding and following TFS Operating guidelines and the Training Note related to Entry Control.

    Guidelines for Entry Control

    • NOTE: The CACF location will impact operation within the Lobby Control Sector. The Lobby Control Sector Officer may need to utilize their crew to cover all responsibilities.
    • Entry Control is initiated by the first in Officer at any high rise incident.
    • If Elevator Control is assigned during an emergency, Entry Control will be assumed by the Firefighter assigned Elevator Control.
    • Elevator Control collects all Personnel Identification Tags (PITs) and returns to the lobby, transferring Entry Control to the designated Lobby Control Officer.
    • If Elevator Control is not established, PITs are dropped in a conspicuous location and collected by the Lobby Control Officer.
    • As incidents become more complex, multiple Sectors may be established, each with its own Entry Control Point.
    • Each Sector Officer initiates Entry Control for their Sector, using an Entry Control Board to identify a formal entry point.
    • Entry Control is set up at the forward staging location for fire attack, not in an Immediately Dangerous to Life or Health (IDLH) atmosphere.
    • It is the duty of all firefighters entering a Sector to find the Sector Officer (Entry Control) to PIT in and PIT out.
