Mandatory Use of SCBA and Personal Protective Equipment

  • TFS personnel must wear full Personal Protective Equipment (PPE) and SCBA when entering or operating in confirmed or suspected clan lab areas.
  • Higher levels of PPE, including chemical protective suits, may be required as determined by TFS Hazardous Materials Technicians.

Mandatory Use of Air Monitoring Equipment

  • TFS personnel cannot enter a clan lab area until the atmosphere has been tested for explosive/flammable vapors, toxins, and other hazards.
  • No entry is permitted if air monitoring instruments detect toxic vapors or explosive/combustible vapors at 10% of the Lower Explosive Limit (LEL) or more.

Decontamination

  • Decontamination Areas should be clearly marked and Entry Control established to monitor activity in the hot zone.
  • Decontamination of all personnel and equipment exposed to clan lab hazards is required, with the level of decontamination determined by TFS Hazardous Materials Technicians.

Rescue and Evacuation of Injured

  • The Incident Commander is responsible for rescuing victims, treating the affected or injured, and requesting Toronto EMS personnel if not already on scene.
  • A 50-100m evacuation area should be secured with barrier tape to prevent unauthorized entry.

Fire Suppression

  • Entry into a clan lab should only be made to conduct a known rescue of human life, and under fire conditions with no life hazard, to prevent extension and exposure damage.
  • Caution should be exercised when wearing PPE with SCBA, as it may not completely protect personnel from exposure at clan labs.
  • The Incident Commander should consider a defensive mode of attack to protect personnel from unknown chemical exposure, explosion, and rapid fire advance.
