The model focuses on using modern concepts such as knowledge management, innovation, change, and future foresight.
The model also emphasizes the importance of quality capabilities, including human resources management, financial management, resource and asset management, and partnerships.
The model takes into account the main dimensions of government tasks, including managing government operations and services, digital government, and the uniqueness of government work.
The model distributes sub-criteria weights based on the nature of the entity's work and tasks.
